Manurewa Ward Councillors Update

MOVED by Chairperson AM Dalton, seconded by Member AL Cunningham-Marino:  

That the Manurewa Local Board receive the verbal report from:

i)       Councillor Calum Penrose regarding:

·          service levels for parks - progressing a review for the south

·          bylaws – 158 across the region when amalgamated – 80 bylaws have been signed off to date – 8 on the go at the moment

·          Animal management will no longer be contracted and will handled in-house after November 2014

·          Bylaw breaches with dogs on beaches and in parks – looking at volunteer assistance to help monitor

·          Auckland Council budget

·          Local board funding policy

·          Mayor’s proposals

·           Auckland Council support for Westpac Rescue Helicopter Trust - $900,000

·           The Southern Initiative - $500,000 with some provisos – must align and work with the local boards

·           Art Gallery - $800,000 operational expenditure

·          Council controlled organisations are doing an excellent job

ii)      Councillor Sir John Walker regarding:

·          $1 million a day to repay interest on rates – not sustainable

·          expenditure will double

·          can’t sell assets to pay off the debt

·          can’t keep going back to the ratepayers

·          would prefer a slower approach to some of the bigger capital projects

Matthew Ward (Chairperson Manurewa Youth Council) and Sarah Colcord, tabled a flyer and survey relating to the Local Alcohol Policy and documentation relating to the YouthFest event being held on 23 May 2014.  A copy of the documents are publicly available on the Auckland Council website.

a)         receive the Quarterly Performance Report for the Manurewa Local Board for the period ended March 2014.

b)        requests that the title of the report be changed to read “Departments’ quarterly report to the local board on progress against the local board plan and local board agreement”, or something similar, to reflect that staff are reporting to the board not the board reporting to the community.

Auckland Transport Update – May 2014

That the Manurewa Local Board:

a)         receive the report entitled “Auckland Transport Update – May 2014”.

b)         requests Auckland Transport work with other council departments to develop a strategic plan for the Te Mahia, Manurewa and Homai train stations that includes:

i)          vehicle security at the Manurewa and Homai park and rides

ii)         a park and ride facility for Te Mahia station

iii)           safety and security for all three train stations

iv)           toilet facilities

v)            coffee and newspaper vendors

vi)           secure bicycle lock up facilities

vii)         CCTV coverage

viii)        improved lighting

ix)           covered walk ways

x)            integrating cycleways

c)         requests a workshop with all the primary stakeholders on how to progress the Manurewa Local Board’s vision for Te Mahia, Manurewa and Homai train  stations as articulated in resolution b) above.

d)         note that Auckland Transport is presenting to the Randwick Park Residents group on Sunday, 11 May 2014, and that the board hasn’t been able to consult with the resident’s group on this matter.

e)         requests a workshop be organised with the Papakura Local Board, Auckland Transport hop card staff, the town centre managers and the Police to discuss:

i)          people travelling between Manurewa and Papakura without paying

ii)         problems with the hop card machines

iii)           platform and train staff.

Bylaw review programme update - April 2014

The Manurewa Local Board – Funding Allocations report was circulated to members.  A copy of the addendum agenda is available on the Auckland Council website.

That the Manurewa Local Board approve the following budget reallocations:

i)             up to $10,000 for scoping resource recovery initiatives

ii)            up to $30,000 for a publication on the history of soldiers who lost their lives in World War I

iii)           up to $7,000 for a review of work on the Proposed Auckland Unitary Plan

iv)           up to $15,000 to plan initiatives in support of the Manurewa Town Centre development

v)            up to $15,000 to write the story of Randwick Park.

a)      commend the Auckland Council submission regarding regulations governing the discharge and dumping of waste in the oceans around New Zealand to the Regional Strategy and Policy Committee.

b)      endorse the need identified for more study and more understanding of the effects on marine life of discharge and dumping.

That the Manurewa Local Board note the following urgent decision:

a)      That the Manurewa Local Board approve funding from the Local Event Development Fund of $250 for face painting as part of the children’s entertainment and for the purchase of refreshments for the Sunday, 30 March 2014 Neighbours Day event held in Cade Place, Weymouth.
