Purpose

1.       To update the Maungakiekie-Tamaki Local Board members on progress towards their objectives for the year from 1 July 2013 to 31 March 2014 as set out in the Local Board agreement.

Executive summary

2.       The local board’s net cost of service is $13.6m or $1.5m below budget. This was mainly due full facilities parks contract and property related costs. The budget allocations for parks contract were not in line with the location of the assets and the property related costs were not accurate. These budget allocations were addressed during the 2014/15 financial year.

3.       Capital expenditure is $7.9m or $5.6m below budget, of which $3.5m was in Local Parks Services (various projects), $1.9m in CDAC (Glen Innes Music and Arts Centre for Youth) and $0.1m in Economic Development (Upper Onehunga Mall Upgrade). A total of $14.8m worth of capital projects have been identified to be deferred to future years, of which 43% relates to Parks, Sports and Recreation department.

4.       The Local Board were gifted and subsequently adopted a name for the Glen Innes Music and Arts centre form Ngati Paoa Iwi.

5.       The Dawn Blessing and Sod-Turning for the Glen Innes Music and Arts Centre took place on the 22nd of March.

6.       The main events held last quarter were Music in the Park and Movies in the Park. These events were executed successfully.

7.       Libraries continued to cater to their diverse customers including programmes for children and specific to cultures and groups such as celebration of events including Waitangi Day, Pasifika and Lunar New Year.

8.       The usage continues to be high at Onehunga War Memorial Pool, Glen Innes Aquatic Centre and; Lagoon Leisure and Fitness. The patronage to Lagoon Leisure and Fitness slowed down due to road works in the area. Sir William Jordan Recreation Centre has finally had a positive growth due to better marketing strategies.

9.       Onehunga Bay foreshore upgrade is tracking well against plan and is expected to complete in July 2015 with a stretched target of April 2015.

Recommendation/s

That the Maungakiekie-Tāmaki Local Board:

a)      receive the Performance Report for the period ending March 2014.

13.     This report informs the Maungakiekie-Tamaki Local Board of the quarterly performance to date for the period ending March 2014.

14.     Maori as stakeholders in the Council are affected and have an interest in any report on financial results. However this report does not impact specific outcomes or activities. As such the content of this report has no particular benefit to, or adverse effect on Maori.
