That the Whau Local Board:

a)           Accepts apologies from member Ruby Manukia-Schaumkel for absence, member Ami Chand for early departure and member Simon Matafai for lateness.

Whau Local Board Chairperson's report

 

Resolution number WH/2014/69

MOVED by Chairperson CM Farmer, seconded by Deputy Chairperson  Zhu:  

That the Whau Local Board:

a)      Receives the Whau Local Board Chairperson's report.

b)      Nominates Deputy Chair Susan Zhu, and board members Ami Chand and Simon Matafai also to attend the Local Government New Zealand 2014 annual general meeting and conference from 20 July 2014 to 22 July 2014 on the basis that the conference programme is relevant to the Local Board’s work programme.

Request for additional funding allocation for Whau Neighbourhood Greenways Project Concept Planning

That the Whau Local Board:

a)      Allocates an additional $48,575 from its 2013/14 capex budget to undertake concept planning of the priority greenways project sites.

Enabling a flourishing creative community within the Whau Local Board Area

 

Resolution number WH/2014/73

That the Whau Local Board:

a)      Endorses the provision of arts and culture in the Whau Local Board area report.

b)      Notes that the Board has allocated $85,000 in its 2014/15 budget allocation for arts activity.

Whau Local Board Quarterly Performance Report -March 2014

 

Resolution number WH/2014/74

MOVED by Chairperson CM Farmer, seconded by Deputy Chairperson  Zhu:  

That the Whau Local Board:

a)      Receives the Quarterly Performance Report for the Whau Local Board for the period ended March 2014.

b)      Notes the allocation $12,000 of arts funding to each of the Hoopla-Flotilla and the Whau the People projects.

c)      Allocates the projected 2013/14 operational underspend  of $148,000 to:

·        Partially support the 2014/15 funding agreements with Community Waitakere, Blockhouse Bay Community Centre, Green Bay Community House subject to completion of funding agreement documentation (upto $82,000).

·        Additional parks works including the Whau Bridge area ($46,000).

·        The balance partially support the 2014/15 funding agreements for community environmental activities for the Eco Matters Trust and the Whau River Catchment trust.

d)      Delegates authority to the Chair to sign off the final allocation made to each group as per resolution c).

Request to attend Diverse Bananas, Global Dragons Conference in August

That the Whau Local Board:

a)      Supports Deputy Chair Susan Zhu and board member Ami Chand to attend to the Diverse Bananas, Global Dragons Conference at a total cost of $450.00.

7          Ward Councillor’s Update

 

Member A Chand left the meeting at 6.48 pm.

 

The Whau Local Board received update from Cr Ross Clow on matters being addressed by Governing Body including expected rate increase of 2.5%, New Lynn and Avondale development plans.

8.1

Safer West Community Trust (SWCT)

 

Tuini Hakaraia-Tino of Safer West Community Trust (SWCT) made a presentation to the Whau Local Board on the West Auckland Safety Plan. A copy of the presentation has been placed on the file copy of minutes and can be viewed at the Auckland Council website.

a)      Receives the deputation from Tuini Hakaraia-Tino of Safer West Community Trust and thank her for the presentation.

8.2

Zeal Education Trust

 

Matt Grey (Zeal West Manager), Hayley Smith (Youth volunteer) and Brook Turner (CEO of Zeal) updated the local board on the work of Zeal and the various activities being delivered to youth in the West Auckland.

A document titled “What Zeal Offers in 2014” was tabled and has been placed on the file copy of minutes and can be viewed at the Auckland Council website.

 

 

Member S Matafai joined the meeting at 7.15 pm.

Portage Ceramics Trust

 

Lorraine Wilson from Portage Ceramics Trust presented their report to the Whau local board as required by the funding agreement between Portage Ceramics Trust and the local board.

Auckland Transport Update Report – Whau Local Board

 

Resolution number WH/2014/70

MOVED by Deputy Chairperson  Zhu, seconded by Member SPT Matafai:  

That the Whau Local Board:

a)      Receives the Auckland Transport Report for the Whau Local Board.

b)      Supports in principal the Western Railway Cycleway link and requests that Auckland Transport investigates a separable portion for the board to consider from the local board’s transport fund.

c)      Delegates to the transport portfolio holders to provide feedback on the draft Local Board Engagement Plan.

Update on Avondale Development Programme

 

Resolution number WH/2014/75

MOVED by Chairperson CM Farmer, seconded by Member D Macdonald:  

That the Whau Local Board:

a)      Receives the Update on Avondale Development Programme.

b)      Requests that Auckland Council Properties Limited engage with the board in the development of the Expression of Interest Documentation for Council properties within its area and that any requirements for roading be progressed before it is put on market.

c)      Endorses the inclusion of funding in the draft Auckland Council Long Term Plan for the development of community-library-leisure facilities in Avondale.

d)      Endorses that as staff develop options for the library and community facilities they seek to maximise exposure to Great North Road.

Bylaw review programme update - April 2014
