That the Youth Advisory Panel:

a)         accept the apologies from members M Townley, S Steele and S Vaili for absence, and Chairperson F Apulu for lateness.

2          Declaration of Interest

 

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

3          Confirmation of Minutes

That the Youth Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday, 8 September 2014, as a true and correct record.

Chairperson F Apulu entered the meeting at 6.03pm.

 

The Deputy Chairperson vacated the Chair at 6.04pm.

Significance and Engagement Policy

MOVED by Chairperson F Apulu, seconded by Member A Kapeli-Sua:  

That the Youth Advisory Panel:

a)      receive the draft policy and suggests other ideas of how the council could encourage feedback on the draft from younger people

b)      provide feedback on current engagement guidelines which will help to inform the engagement plan for the draft Long-term Plan.

c)      agree that Member I Lenihan-Ikin, Deputy Chairperson M Mafile'o and Member T Matthews will collate feedback on the draft Significance and Engagement Policy by the 24 October 2014 to the staff responsible for the policy.

Draft Arts and Culture Strategic Action Plan (ACSAP) Update

That the Youth Advisory Panel:

a)      thank the staff member for her presentation on the Draft Arts and Culture Strategic Action Plan (ACSAP) Update.

b)      agree to advise of any issues particularly relevant to children and young people that should be considered in the development of the implementation plan.

c)      agree to advise of any youth organisations and expert individuals that should be included in further targeted consultation.

a)      appoint Member T Matthews and Member M Stininato to sit on the Auckland Is My Playground – Sport and Recreation steering team.

East West Connections Project – Public Engagement

That the Youth Advisory Panel:

a)      note the community open days or workshops dates regarding the East West Connections project.

b)      agree that relevant Youth Advisory Panel members attend, and also invite members from the Maungakieke-Tamaki Local Board Youth Panel, and Otahuhu-Mangere Youth Group, if they are able, and provide feedback to AT and the Transport Agency on the East West Connections project (or alternatively fill in the feedback form distributed at the Youth Advisory Panel meeting).

Youth Advisory Panel - Work Programme Update

That the Youth Advisory Panel:

a)      note that its work programme is expected to be ratified by the Regional Strategy and Policy Committee on 9 October 2014

b)      receive the work programme of the Ethnic Peoples, Pacific Peoples and Seniors Advisory Panels

c)      discuss opportunities for integration, alignment and collaboration between its work programme and that of the other panels.

c)         agree to forward relevant opportunities to local youth voice mechanisms.

That the Youth Advisory Panel:

a)      thank the subcommittee/working party leads for their updates.

b)      forward subcommittee/working party updates for the attention of respective local youth voice mechanisms.

c)      agree that the Homegrown Youth Change-makers Project Establishment Group be constituted of Chairperson F Apulu, Member T Matthews, Member T Campel, Member S Vaili, Member S Steele, Member T Appanna, Deputy Chairperson M Mafile'o, Member M Roche, and Member D Goh.

d)      agree the criteria for establishing the Homegrown Youth Change-makers Project Working Party be finalised by Friday 31 October 2014.

Deputy Chairperson M Mafile'o tabled a written version of his verbal update. A copy of the tabled document has been placed in the official minutes and is available at the Auckland Council website as a minutes attachment.

c)      acknowledge council staff Shamila Unka has followed the Youth Advisory Panel’s advice when communicating with youth in her presentation to the panel (Item 7).

d)      agree that Member S Yoon attend the Sustainable Business Council Awards.
