a)      thank Rob Leaupepe-Hansell, Director, Greenstar Energy Solutions Ltd, for his presentation regarding how Greenstar can help the people in the Manurewa community obtain free home insulation before the government programme ends on 30 June 2016.

Extraordinary Business - Block Offer 2016 – Local Board Input into the Auckland Council Submission

That the Manurewa Local Board:

a)            consider an item of extraordinary business regarding the Manurewa Local Board feedback on the offshore petroleum exploration Block Offer 2016 at item 28.1.  The matter was not on the published agenda because it was not known about at that time. The reason for urgency is that the local board is being asked to provide input into the Auckland Council submission on the Block Offer 2016 which will be considered at the 22 October 2015 Finance and Performance Committee meeting.  In order to meet the committee agenda deadline feedback is required by 19 October.  The next board meeting is scheduled for 19 November 2015 which is after the formal feedback deadline.

Manurewa Youth Council Update

 

Kieran Henderson (Chairperson) and Matthew Ward (Deputy Chairperson) Manurewa Youth Council gave a verbal update of the activities of the Manurewa Youth Council for the last month.

Manurewa Ward Councillors Update

That the Manurewa Local Board:

a)      receive the verbal reports from:

i)       Councillor Calum Penrose regarding:

·       Annual Plan 2016/2017 process has begun

·       Parks going through a reshuffle to enable the right outcomes to be delivered across the region

·       Council is very short staffed in the Regulatory area

·       Bylaws review completed two weeks ago – down to 20 bylaws across the whole region

·       Unitary Plan - hope to have it signed off next year

·       Caught up with Paula Bennett – discussed growth in the south and the north – a political working party to be established with key north and south councillors and members of parliament.  Struggling to get big money spent in the south. 

·       Trans-Pacific Partnership Agreement (TPPA) – 2 hours discussion at committee meeting – believes this is a central government matter

·       Cruise ship industry season has begun – however, cruise ships won’t be visiting next year due to the lack berthing facilities

·       Drury South project – hope to keep on track for next year

·       Empowered Communities Approach – has every confidence that the staff will deliver. 

ii)      Councillor Sir John Walker regarding:

·       Nothing further to add.

a)         receive the verbal portfolio update from:

i)       Danella McCormick, Civil Defence Portfolio Lead regarding:

·         training exercise held at Netball Manurewa Wednesday 30 September 2015 went well – 40 people attended

·         a new chair has been found for the Manurewa Community Response Group.

That the Manurewa Local Board:

a)         receive the verbal report from the Manurewa Local Board Acting Chairperson regarding:

i)    attended the Manurewa Community Expo with Member Danella McCormick – was a very good event – was great to see the groups networking and meeting each other.

ii)   1 October 2015 the Empowered Communities Approach came into effect:

-     would like to see a mapping of how the council is going to deliver on the local board plans 

-     a policy change mid-way through a financial year makes it difficult for the board to deliver on its local board plan.

-       no-one delivering junior neighbourhood support in the schools

-       no-one working with the elderly.

Manurewa Community Houses Licence to Occupy and Manage

MOVED by Deputy Chairperson SP Brown, seconded by Member AL Cunningham-Marino:  

That the Manurewa Local Board:

a)      approve granting a Licence to Occupy and Manage to Te Whare Awhina o Tamworth Incorporated for the Clendon Park Community Centre at 60 Finlayson Avenue, Manurewa  (PT Lot 210 DP 83570 at 60R Finlayson Avenue, Manurewa) subject to the following terms and conditions:

i)       term –1 year commencing on 1 July 2015;

ii)      rent -  $1.00 plus GST per annum if requested;

iii)     all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

Landowner Approval: Southern Corridor Improvement - Fergusson Reserve

 

Resolution number MR/2015/196

MOVED by Deputy Chairperson SP Brown, seconded by Member GW Hawkins:  

That the Manurewa Local Board:

a)      support the divestment of approximately 762m2 of Ferguson Reserve (being 742m2 from Pt Section 11 BLK XIV Otahuhu SD and 20m2 from Pt Section 26 BLK XIV Otahuhu SD) and sale to New Zealand Transport Agency for motorway improvements by transfer pursuant to Sections 50 and 52 of the Public Works Act 1981.

b)      request that compensation from the land disposal be redirected back to the Local Board for investment in open space in the area, and specifically for improvements to Ferguson Reserve by the New Zealand Transport Agency (NZTA) (beyond mitigation offered) at the time of the works if appropriate.

c)      endorse landowner approval for temporary storage occupation by the New Zealand Transport Agency (NZTA) and their contractors for a 12 month period and works within Fergusson Reserve (including re-establishment of the pathway and lighting, vegetation removal, re-vegetation, and retaining walls – still to be negotiated) for the purposes of constructing the motorway upgrades (within the designated areas) subject to:

i)       the provision of detailed design of walkways and landscaping plans to the satisfaction of the Manager Local and Sports Parks – South; and

ii)      the approval of the detailed design of walkways and landscaping plans by the Manurewa Local Board Parks Portfolio Lead;

ii)      conditions to be provided by the Manager Local and Sports Parks – South to manage the construction effects and reinstatement of the reserves.

d)      request the above resolutions be forwarded to the Papakura Local Board for their information when considering this item.

Hearing Panel Decision Report on review of alcohol bans in the Manurewa Local Board Area 2015

 

Resolution number MR/2015/197

MOVED by Deputy Chairperson SP Brown, seconded by Member D Wrightson:  

That the Manurewa Local Board adopt the recommendations from the Manurewa Local Board Alcohol Ban Hearings as follows:

a)      approve the alcohol bans listed in Attachment B and C (to the report entitled “Hearing Panel Decision Report on review of alcohol bans in the Manurewa Local Board Area 2015”) pursuant to the Auckland Council Alcohol Control Bylaw 2014, with a commencement date of 31 October 2015.

b)      allow the alcohol bans listed in Attachment B (to the report entitled “Hearing Panel Decision Report on review of alcohol bans in the Manurewa Local Board Area 2015”) to lapse on 31 October 2015.

c)      confirm that the decisions in (a) and (b) are in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014.

d)      request the Manager of Local and Sports Parks to record any evidence of alcohol-related crime or disorder in parks and reserves observed by the staff in the course of their work, in particular Greers Road foreshore, to assist with any future consideration of alcohol bans in those areas.

e)      authorise the Manager Social Policy and Bylaws to make any minor edits or amendments to Attachments B and C (to the report entitled “Hearing Panel Decision Report on review of alcohol bans in the Manurewa Local Board Area 2015”) to correct any identified errors or typographical edits.

Manurewa Local Board Rangatahi Youth Scholarships 2015

That the Manurewa Local Board:

a)         delegate decision-making for the Rangatahi Youth Scholarships to the Manurewa Local Board Rangatahi Youth Leadership Scholarships Assessment Panel.

b)         appoint the following membership to the Manurewa Local Board Rangatahi Youth Leadership Scholarships Assessment Panel:

·         Simeon Brown (Local Board Deputy Chairperson) (Panel Chairperson)

·         Angela Dalton (Local Board Chairperson)

·         Daryl Wrightson (Local Board Member)

·         Danella McCormick (Local Board Member)

·         Ken Penney (Local Board Member)

·         the Chair of the Manurewa Youth Council.

c )     request that the application form be amended to include a question regarding whether the applicant has received a Manurewa Local Board Rangatahi Youth Leadership Scholarship previously.
