Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

3          Confirmation of Minutes

MOVED by Member L Matheson, seconded by Member M Fisher:  

That the Rainbow Communities Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday, 2 November 2015, as a true and correct record.

4          Extraordinary Business

Election of chair or co-chairs of the Rainbow Communities Advisory Panel

 

The co-chairs vacated the chair at 6.14 pm and Cr Cathy Casey, liaison councillor for the Rainbow Communities Advisory Panel resumed the chair.

 

Note:   Changes to the original motions were made with the agreement of the meeting.

 

Note:   The motion was taken in parts.

MOVED by Member B Kilmister, seconded by Member L Matheson:  

That the Rainbow Communities Advisory Panel:

a)         agree to have two co-chairs elected to the Rainbow Communities Advisory Panel.

Resolution number RAI/2015/11

MOVED by Member J Watson, seconded by Member D Rands:  

That the Rainbow Communities Advisory Panel:

b)        agree to hold the election under an open ballot.

That the Rainbow Communities Advisory Panel:

c)      agree that the election will be carried out under voting system B (as described in Schedule 7, Clause 25 of the Local Government Act 2002).

MOVED by Member L Matheson, seconded by Member B Kilmister:  

That the Rainbow Communities Advisory Panel:

d)      elect J Harris and J Radford-Poupard as co-chairs for the Rainbow Advisory Panel.

Cr Cathy Casey vacated the chair at 6.20 pm and the elected co-chairs J Harris and J Radford-Poupard resumed the chair.

ATEED and Auckland Council events update

 

Two PowerPoint presentations were provided. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment document.

That the Rainbow Communities Advisory Panel:

a)      receive and thank Graham Rouse, Manager Event Design and Development, ATEED for his presentation.

Resolution number RAI/2015/15

MOVED by Member D Matthews, seconded by Member A Wu:  

That the Rainbow Communities Advisory Panel:

b)        receive and thank David Burt, Manager Events, and David McIntosh, Senior Advisor Events at Auckland Council for their presentation.

c)         agree that Members B Kilmister, L Matheson and J Watson be appointed to a sub-committee, with Member B Kilmister as the lead coordinator, to work with Auckland Council events team to look into the possibility of a 30 year celebration of the Homosexual Law Reform in July 2016.

Modification of signage to accessible toilets in council office buildings

MOVED by Member L Matheson, seconded by Member A Hutcheson:  

That the Rainbow Communities Advisory Panel:

a)      support the proposal

b)      request staff to investigate modifying signage to single stall toilets for the wider Auckland Council facilities and report back to the Rainbow Communities Advisory Panel

c)      request staff to report back on the feasibility of modifying signage to toilets in the Auckland Town Hall

d)      agree that Members A Hutcheson, L Matheson, D Matthews and A Wu form a sub-committee, with Member L Matheson as the lead coordinator, to work with Auckland Council on appropriate wording and/or images.

Big Gay Out, 2016

 

Resolution number RAI/2015/17

MOVED by Member A Hutcheson, seconded by Member J Watson:  

That the Rainbow Communities Advisory Panel:

a)      agree Members M Clunie, M Taueki-Ransom, A Wu and Co-Chairperson J Radford-Poupard to form a sub-committee, with Member M Taueki-Ransom as the lead coordinator, to liaise with Auckland Council staff over the December 2015 to February 2016 period around the opportunity of creating a Rainbow Communities Advisory Panel stall at the Big Gay Out 2016 event

b)      if an opportunity for a stall exists, agree that the sub-committee (in conjunction with Auckland Council staff) will have the delegation to design and create the stall for the Big Gay Out 2016 event.
