The Chairperson welcomed everyone and read an affirmation to begin the meeting.

Public Forum - Cycleway - Alfriston Road from the Stratford Road roundabout to the Great South Road in Manurewa – Tom Farhi

 

Tom Farhi addressed the board about the impacts of the yellow “no stopping at all times” lines installed for the cycleway on Alfriston Road and the impact on the residents’ parking requirements. 

 

A copy of his speech notes is publicly available on the Auckland Council website.

That the Manurewa Local Board:

a)            thank Tom Farhi for his presentation regarding the impact on his own property, and other residents, of the yellow lines for the cycleway on Alfriston Road from the Stratford Road roundabout to the Great South Road in Manurewa.

Manurewa Ward Councillors Update

MOVED by Chairperson AM Dalton, seconded by Member M Bailey:  

That the Manurewa Local Board:

a)      receive the verbal reports from:

i)       Councillor Calum Penrose regarding:

·       central rail link government support

·       ports study regarding cruise ships

·       housing issues – land availability and material costs relate to affordable housing – government looking at infrastructure costs

·       Unitary Plan process – will come back to the Governing Body in July 2016

·       regulatory area – how we deliver on building and resource consents

·       parks – delivery of standards and maintenance

ii)      Councillor Sir John Walker regarding:

·       happy with the Mayor’s progress on central rail link.

Chairperson's Update

 

The Chairperson tabled a report detailing the activities she had been involved in for the period 10 December 2015 to 28 January 2016.  A copy of the report can be publicly viewed on the Auckland Council website.

That the Manurewa Local Board:

a)            note the report from the Manurewa Local Board Chairperson for the period 10 December 2015 to 28 January 2016.

b)            request the progress report to the Regional Strategy and Policy Committee February meeting regarding the Empowered Communities Approach be withdrawn until local boards have had the opportunity to provide feedback.

c)            request resolution b) be shared with the other 20 local boards.

Auckland Transport Update - January 2016

 

Resolution number MR/2016/7

MOVED by Chairperson AM Dalton, seconded by Member KE Penney:  

That the Manurewa Local Board:

a)            note the information provided in the report entitled “Auckland Transport Update – January 2016”.

b)            request the specific and comprehensive timeframes for the delivery of the Manurewa Local Board Transport Capital Fund projects.

c)            request a letter be written to Auckland Transport seeking timeframes for progress in relation to the lighting and safety issues at Te Mahia Station.

d)            reiterate resolution (MR/2014/89 (item 18 - Auckland Transport Update – May 2014) made at the 8 May 2014 Manurewa Local Board meeting in relation to Te Mahia Station as follows:

That the Manurewa Local Board requests Auckland Transport work with other council departments to develop a strategic plan for the Te Mahia, Manurewa and Homai train stations that includes:

i)          vehicle security at the Manurewa and Homai park and rides

ii)         a park and ride facility for Te Mahia station

iii)           safety and security for all three train stations

iv)           toilet facilities

v)            coffee and newspaper vendors

vi)           secure bicycle lock up facilities

vii)         CCTV coverage

viii)        improved lighting

ix)           covered walk ways

x)            integrating cycleways

e)            request Auckland Transport forward the patronage numbers for the three Manurewa train stations (Homai, Manurewa and Te Mahia Stations) for the last year (2015).

f)             write to Auckland Transport regarding the issues raised by the Alfriston Road residents in relation to the impact of the “no stopping at all times” yellow lines installed for the cycleway to find a beneficial solution for all parties.

Approval for the Chair to Attend Women in Local Government AGM and Meeting

 

A copy of the report entitled “Approval for the Chair to Attend Women in Local Government Annual General Meeting and meeting” was circulated separately to members and made publicly available on the Auckland Council website.

 

 

MOVED by Member GW Hawkins, seconded by Member KE Penney:  

That the Manurewa Local Board:

a)            approve up to $1,000 from the elected members’ professional development budget, which must be approved by the Governance Director, for travel costs for the Chairperson to attend the inaugural Women in Politics annual general meeting being held at Parliament, Wellington, on Tuesday, 8 March 2016.

The motion was declared EQUAL.  

The chairperson had abstained and could not apply the casting vote.  The status quo remained.

Manurewa Local Board Rangatahi Youth Scholarship Funding Allocation

 

Resolution number MR/2016/9

MOVED by Member GW Hawkins, seconded by Member KE Penney:  

That the Manurewa Local Board:

a)         note that it delegated decision-making responsibility to the assessment panel for the awarding of the 2015 Rangatahi Youth Scholarships.

b)         note that the Manurewa Local Board Rangatahi Youth Scholarship assessment panel recommends awarding scholarships to 12 of the 23 applicants totalling $19,000.

c)         allocate a further $9,000 from its unallocated locally driven initiatives (LDI) budget to the 2015 Rangatahi Youth Scholarships funding.

d)         request staff to notify the successful applicants of the 2015 Rangatahi Youth Scholarships.

ii)             Letter dated 22 January 2016 to Cr Penrose and Cr Sir John Walker regarding the Empowered Communities Approach.

a)         note the report entitled “Manurewa Local Board Achievements Register 2013 – 2016 Electoral Term”, with the following additions to the register:

i)          supported and attended the Movie in the Park event at Weymouth

ii)         awarded the Rangatahi Youth Scholarships

iii)           attended the Manurewa Youth Council induction programme for the new incoming members.

iv)           attended the launch of the Arts and Culture Strategic Action Plan.
