MOVED by Deputy Chairperson G Gillon, seconded by Member M Cohen:  

That the Devonport-Takapuna Local Board:

a)         ask officers to prepare an urgent report relating to the recent pollution incident at Lake Pupuke, covering the following:

              i.             timelines of the incident and the response;

            ii.             details of the response and actions taken;

           iii.             measures taken to ensure a repeat does not occur; and

           iv.             details of any community consultation.

b)        ask officers to prepare a report advising the board on the adequacy of the existing Reserve Management Plan Lake Pupuke – Pupukemoana, including Kitchener, Sylvan, Henderson and Killarney Parks and Quarry Lake Reserve (RMP), particularly in relation to the management of water quality, stormwater runoff and lake weed, and the cost and timeframes of any review of the RMP.

c)         ask officers to liaise with Francis Moxey and local residents with a view to support a community/volunteer group for Lake Pupuke.

That the Devonport-Takapuna Local Board:

a)         request, from relevant officers and organisations, an urgent report and update on the removal of protected trees on Clifton Road and other pohutukawa that covers the following:

              i.             timelines;

            ii.             details of the response and actions taken;

           iii.             measures taken to ensure a repeat does not occur; and

           iv.             details of any community consultation.

Landowner approval and new community lease to Yachting New Zealand Incorporated for hardstand area, Takapuna Beach Reserve.

 

Maureen Buchanan, Community Lease Advisor, and Matthew Ward, Service and Asset Planning Team Leader, were in attendance to support this item.

Secretarial Note:         The application from Yachting New Zealand for landowner consent                                     and new community lease at Takapuna Beach Reserve was                                               withdrawn by the applicant prior to the meeting.

 

Resolution number DT/2016/121

MOVED by Deputy Chairperson G Gillon, seconded by Member M Cohen:  

That the Devonport-Takapuna Local Board:

a)         note that the application for lease and landowner consent, on Takapuna Beach Reserve, from Yachting New Zealand, has been withdrawn.

b)        give no further consideration to additional uses of Takapuna Beach Reserve, until:

                  i.        after the Takapuna Holiday Park expression of interest (EOI) process has been completed and the Takapuna Beach Reserve Community Focus group has completed their work and reported back to the board;

                 ii.        not before the incoming board convenes; and

                iii.        that in the meantime, the Takapuna Holiday Park is able to occupy the total of the site it currently occupies, noting earlier undertakings by the board and Panuku Development Auckland to give at least six months’ notice prior to lease termination.

c)         request that officers, even if necessary under the Local Government Official Information and Meetings Act (LGOIMA), provide the board a copy of the application for lease and landowner consent on Takapuna Beach Reserve from Yachting New Zealand.

d)        thank Maureen Buchanan, Matthew Ward, Eric Perry, Anne-Marie Horsburgh, Chris Dee, Haley Scovell and Neda Durdevic for their professionalism and hard work on this issue.

a)         receive the disposal recommendation report – 2 Forrest Hill Road, Forrest Hill and 1/328 Lake Road, Hauraki.

b)         endorse Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of 2 Forrest Hill Road, Forrest Hill, being an estate in fee simple comprising approximately 650m2 more or less being Section 1 SO Plan 484419 contained in computer freehold register 701352, subject to alternative open space acquisitions in this area being identified, noting that the area is not within an acceptable range for walking distance provision target for neighbourhood parks.

c)         endorse Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of 1/328 Lake Road, Hauraki being an estate in fee simple comprising a half share of approximately 394m2 more or less being Section 1 SO Plan 434310 contained in computer freehold register 539589.

e)         request that any board member representing the views of the board to the governing body regarding potential disposal of land reflect the board’s substantive resolution and any voting by division that has occurred.

Approval of proposed 2016/2017 local environment and development work programme

That the Devonport-Takapuna Local Board:

a)         approve the allocation of $300,000 for environment and development projects to be delivered by the Infrastructure and Environmental Services directorate in 2016/2017 as detailed in this report and summarised in the table below:

a)         approve the proposed road name Oakheart Way for the new private road constructed within the subdivision being undertaken by TJT Home Ltd at 28 Kenmure Avenue, Forrest Hill, in accordance with Section 319(1)(j) of the Local Government Act 1974.

Draft 2016 Elected Members’ Expenses Policy

That the Devonport-Takapuna Local Board:

a)         provides the following comments on the draft 2016 Elected Members’ Expense Policy to the governing body:

              i.             the Deputy Mayor should have the same ‘cost recovery’ opportunities as the Mayor, taking into account the size and scale of Auckland Council and the likely additional expectations placed on the Deputy Mayor of Auckland Council; and

            ii.             request that the section of the Elected Members Expense Policy relating to claiming expenses (clauses 12.9 – 12.11) be amended to indicate that the proposed cut-off date for expense reimbursement claims should be 30 June, which will ensure that all elected member expenses for the financial year can be claimed.

Auckland Transport Monthly Update - July 2016

That the Devonport-Takapuna Local Board:

a)        receive the Auckland Transport Monthly Update - July 2016.

b)        allocate $15,000 from its Local Board Transport Capital Fund to the Clarence Street Safety Upgrade, which will allow the engagement of the existing consultant to continue additional work on traffic calming.

c)        allocate an additional $27,000 from its Local Board Transport Capital Fund to the Rosmini to Akoranga Pedestrian Access Project, and approve Auckland Transport to move to construction, starting 1 October 2016.

d)        approve Auckland Transport to proceed with the Sunnynook Bus Station Walking Cycling Connections project, within the road reserve outside Sunnynook Park, at a firm estimate of cost for works of $267,000.

That the Devonport-Takapuna Local Board:

a)         receive the monthly Local Board Services report – June 2016.

b)        approve a contingency of $3000 from its Locally Driven Initiatives (LDI) planning and development budget, to cover venue hire and catering necessary for the effective functioning of the Greater Takapuna Reference Group.

c)         ratify feedback submitted on the Community Access Scheme, noting that the board’s feedback will be considered by the Parks, Recreation and Sport Committee on 20 July 2016.

d)        ratify the tabled amended feedback submitted on the Housing for Older People Partnering Proposal, noting that the board’s feedback will be considered by the Governing Body on 28 July 2016.

e)         allocate $7208 from the Event Partnership Fund for one Movies in Parks event for the 2016/2017 financial year, and agree to an amount of funding of up to $3500 for pre-movie entertainment options, subject to confirming an appropriate date and movie with the events portfolio holders and the Devonport Peninsula Trust.

Special Exemption (Section 6) Fencing of Swimming Pools Act 1987

That the Devonport-Takapuna Local Board:

a)         grant the application for special exemption as sought for the property at 3 Norwood Road, Bayswater, with the condition that NZS 8500-2006 clause (a-k) is met at all times and the spa remain in the same location.

b)        grant the application for special exemption as sought for the property at 2/53 Milford Road, Milford, with the condition that NZS 8500-2006 clause (a-k) is met at all times and the spa remain in the same location.

c)         defer any decision to revoke the existing exemption for 4 Flagstaff Terrace, Devonport, to the next business meeting as it is pending officer’s recommendations.
