Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

3          Confirmation of Minutes

That the Seniors Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday, 13 June 2016, as a true and correct record.

Seniors Advisory Panel Work Programme update

 

Member J Blakey and Member J Lardner-Rivlin entered the meeting at 10.08 am.

 

Chairperson Margaret Devlin welcomed Ōrākei Local Board Member Mark Thomas and Angela McNoe to the meeting.

In the absence of Greg Morgan - Lead Officer Support, Austin Kim - Principal Advisor Panels spoke to the Seniors Advisory Panel.

Resolution number SEN/2016/45

MOVED by Member J Blakey, seconded by Cr C Casey:  

That the Seniors Advisory Panel:

a)         receive the Seniors Advisory Panel Work Programme update for July 2016.

b)        request that staff advise the committee meeting date that the Age Friendly Cities report will be presented to council.

Information items

 

The Word document: ‘Work programme priorities to 2016’ was provided and discussed by Chairperson Margaret Devlin. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

Information was requested regarding the item “Adoption of the amendment to the Auckland Council Long-term Plan 2015-2025 on Housing for Older People”, which is in the 28 July 2016 Governing Body agenda. This is available at: http://infocouncil.aucklandcouncil.govt.nz/

The advisory panel review reporting process was discussed.

Seniors Advisory Panel 2013-2016 activity report discussion

 

Austin Kim, Principal Advisor Panels spoke to the Seniors Advisory Panel about its planned presentation to the 29 September 2016 Governing Body meeting.

That the Seniors Advisory Panel:

a)      agree to write a report on the activities of the Seniors Advisory Panel this political term (2013-2016), and present this report at its 5 September 2016 meeting.

Seniors Forum 2016 debrief

 

Angela McNoe, Project Manager, Seniors Forum 2016 spoke to the Seniors Advisory Panel about the Seniors Forum 2016.

The panel members acknowledged the elected members that attended the Seniors Forum 2016: and Councillor Dr Cathy Casey, Helga Arlington, Albert-Eden Local Board member, David Holm, Puketāpapa Local Board member, and Mike Cohen, Devonport-Takapuna Local Board member.

MOVED by Member R Fowler, seconded by Member J Clews:  

That the Seniors Advisory Panel:

a)         receive the report on the 2016 Seniors Forum.

b)        thank Angela McNoe, Robert (Bobby) Newson, Austin Kim, the panel members, and in particular Sonny Niha, for their efforts in arranging the 2016 Seniors Forum.

c)         recommend to the council that more activities and support be available for seniors groups, and that a seniors celebration and forum becomes a regular event on the council calendar.

Seniors Housing: Issue Identification paper - reflections report

MOVED by Member J Blakey, seconded by Member RJ Northey:  

That the Seniors Advisory Panel:

a)         receive the reflections report regarding Seniors Housing: Issue Identification.

b)        note the limitations of the panel’s reflections report regarding Seniors Housing: Issue Identification, as gender inequalities were not considered.

c)         request permission for the Seniors Advisory Panel to present at the 28 July 2016 Governing Body meeting regarding the agenda item “Adoption of the amendment to the Auckland Council Long-term Plan 2015-2025 on Housing for Older People”, and that Part V of the panel’s reflections report regarding Seniors Housing: Issue Identification be included.

Reporting on the Status of Older Aucklanders - stakeholder consultation update

 

Alison Reid, Senior Researcher - Research and Evaluation Unit (RIMU), Bonnie-May Shantz, Principal Policy Analyst - Community and Social Policy and Rebecca Kruse, Policy Analyst - Community & Social Policy presented to the Seniors Advisory Panel.

The Word document: ‘Reporting on the Status of Older Aucklanders: Report back on stakeholder consultation: Seniors Advisory Panel’ was provided. This document was emailed to the Seniors Advisory Panel members in June 2016. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

This final report will be distributed to the current Seniors Advisory Panel members once it is available.

Michael Wood, Puketāpapa Local Board - Liston Village

 

Michael Wood, Puketāpapa Local Board member presented to the Seniors Advisory Panel about Liston Village.

Resolution number SEN/2016/53

MOVED by Member J Lardner-Rivlin, seconded by Member RJ Northey:  

That the Seniors Advisory Panel:

a)         receive the presentation regarding Liston Village and thank Member Michael Wood of the Puketāpapa Local Board for his attendance.

b)        express its strong support that Liston Village be retained for pensioner housing and added to the pensioner housing stock covered by the partnership proposal outlined in “Adoption of the amendment to the Auckland Council Long-term Plan 2015-2025 on Housing for Older People”, which is in the 28 July 2016 Governing Body agenda.
