Hadleigh Pouesi from Zeal made a presentation updating the board on the youth week events in the Whau and greater West Auckland area for the National Youth Week 2016.

9.1

Clr Ross Clow

·             updated the board on matters being addressed by the Governing Body and the Ceramic Museum activities and trees on Margan Ave.

Andrew Geddes

  • spoke in support of the petition Pohutukawa of Margan Avenue and protection of trees in general. He noted that he believed that a better balance needed to be achieved between housing development and tree protection.

 

Keith Coelho

  • requested for status update of his previous public forum submission to the board in May 2016, noting that resource consent for the Avondale market is coming up for renewal and this could be an opportunity to address the issues raised (traffic congestion on Great North Rd, Rosebank Rd and Blockhouse Bay Rd and traffic signal optimisation).

Sandy Taylor

  • spoke supporting an Avondale Park and Ride and raised her concern that funds allocated to this project had been allocated to other projects.

Crown Lynn precinct master plan update

That the Whau Local Board:

a)      note that in relation to the Crown Lynn precinct development, the following are issues of importance for the board:

i)       possible access point(s) to Margan Avenue;

ii)      the impact of these access point(s) on Margan Reserve; and

iii)     the impact of these access point(s) on trees within Margan Reserve.

b)      request that updates continue to be provided to the Whau Town Centre Development Working Party meetings.

c)      request confirmation of the appropriate decision-making points at which the local board will have formal input by resolution of the board.

d)      request staff provide advice on the consistency of the flowcharts at attachment E with  the allocation of decision-making to local boards, the delegation protocols, recent similar scenarios e.g. Western Springs Pohutukawas, Three Kings Quarry Master plan, and the overall role of local boards as described in the Local Government (Auckland Council) Act 2009, the Reserves Act 1977 the Public Works Act 1981, Housing Accords and Special Housing Areas Act 2013 Act and any other relevant legislation.

e)      note that under section 13(2)(e) of the Local Government (Auckland Council) Act 2009 a local board may consider and report on any matter of interest or concern to the local board, whether or not the matter is referred to it by the Governing Body

f)      note that section 16(1)(b) of the Local Government (Auckland Council) Act 2009 provides that each local board is responsible and democratically accountable for identifying and communicating the interests and preferences of the people in its local board area in relation to the content of the strategies, policies, plans and bylaws of the Auckland Council.

State Highway 16/20 Waterview Connection Project income update and approval of expenditure plan

That the Whau Local Board:

a)      note the update on the forecasted income from the New Zealand Transport Agency as part of the State Highway 16/20 Waterview Connection Project is now projected to be $1,168,443.

b)      approve the allocation of the New Zealand Transport Agency fund, which is currently unallocated, targeted to the Whau Local Board area for the development of public open space of:

i)       $100,000 in the 2016/2017 financial year; and

ii)      $707,582 in the 2017/2018 financial year.

Whau Local Board Community Facilities Renewals Work Programme 2016/2017

MOVED by Member R Manukia-Schaumkel, seconded by Deputy Chairperson S Zhu:  

That the Whau Local Board:

a)      approve the 2016/2017 work programme for Whau Local Board Parks, Sports and Recreation Renewals.

b)      note that the 2016/2017 funding envelope is indicative to deliver this programme of work and any budget variances (within scope) will be managed within the total region-wide renewals funding envelope.

c)      request that there be regular updates and engagement with the board through parks, sports and recreation portfolio of this renewals programme.

Proposed local environment and local development work programme 2016/2017

a)      approve the allocation of $215,000 for environment projects to be delivered by the Infrastructure and Environmental Services directorate in 2016/2017 as detailed in this report and summarised in the table below:

Road Name Approval for Subdivision Application R/JSL/2015/3377/1 by AD96 for a road within a site at 121 Avondale Road and 100 Mead Street, Avondale

 

MOVED by Chairperson CM Farmer, seconded by Member SPT Matafai:  

That the Whau Local Board:

a)      approve the road name Huakiwi Lane”, proposed by the Applicant, for the new private jointly owned access lot (Lot 51) created by way of subdivision at 121 Avondale Road and 100 Mead Street, Avondale, while noting that ‘Haywards Lane’ and Hayward Wright Lane’, also meet the road naming criteria, in accordance with section 319(1)(j) of the Local Government Act 1974.

 

 

 

Member Macdonald moved amendment to the motion.

That the Whau Local Board:

a)      approve the road name “Hayward Wright Lane’”, for the new private jointly owned access lot (Lot 51) created by way of subdivision at 121 Avondale Road and 100 Mead Street, Avondale, while noting that ‘Haywards Lane’ and ‘Huakiwi Lane’, also meet the road naming criteria, in accordance with section 319(1)(j) of the Local Government Act 1974.

 

 

The original motion was then withdrawn with the consent of the members. The substituted motion was then put.

Secretarial Note:           Member Matafai suggested that combining names ‘Hayward Wright’ and ‘Huakiwi’ with a hyphen could be an option and this approach should be considered in future.
