9          Public Forum

9.1

Elizabeth Grimmer

Ms. Grimmer spoke to elected members on the following:

-       Part of the NZTA allocation funding to be set aside once concept design consulted and approved.

-       Upgrade lighting for Xmas tree approximately $8000

9.2

Mr Gary Osborne

Mr. Osbourne raised concerns on the intention of building a Marae on the Harborview Orangihina and the gifting of a 2.5 hectare to the Te Atatu Marae Coalition.

Mr. Osbourne also spoke on the increased number of beggars in the Henderson-Massey local board area.

9.3

Andrew Wilson from Massey Community Men’s Shed

Mr. Wilson updated the local board on the activities of the Massey Men’s shed  and requested for the support of the local board.

9.4

Michael Coote

Mr. Coote expressed his concerns on developing the Harborview Orangihina for building. He stressed that the park should only be leased with the land retained in public ownership.

9.5

Kent Xie

Mr Xie spoke on his concerns over the proposed Te Atatu Marae proposed site at Harbourview south. He requested that conservation groups, the wider community and the department of conservation be involved in assessing the building proposal.

9.6

Kaori Oishni

Ms Oishni spoke to the board on the Waitakere Japanese Cultural Association of West Auckland and requested for the local board support.

New Road Name Approval for the residential subdivision by Confident Trustee Limited at 74B & 76 Royal Road, Massey.

 

Resolution number HM/2017/9

MOVED by Member W Flaunty, seconded by Member W Flavell:  

That the Henderson-Massey Local Board:

a.      pursuant to section 319(1)(j) of the Local Government Act 1974, approves, the following road names for the new roads and Jointly Owned Access Lot (JOAL) constructed within the subdivision being undertaken by Confident Trustee Limited at 74B and 76 Royal Road, Massey:

·   Road A: Lawson Creek Street

·   Road B: Keiha Crescent

·   Road C: Paina Crescent

·   Road D: Baumea Rise

·   Road F: Existing Road – McWhirters Farm Lane be extended through the subdivision (from Westgate Drive to Alloway Street)

Secretarial note: Notes that Merv Clarke Lane be the preferred name instead of  Hoiho Lane (Preferred) and Papao Lane.

MOVED by Member M Grey, seconded by Chairperson S Henderson:  

That the Henderson-Massey Local Board:

a.    pursuant to section 319(1)(j) of the Local Government Act 1974, approves, the following road names for the Jointly Owned Access Lot (JOAL) constructed within the subdivision being undertaken by Terra Consultants at 44 Don Buck Road, Massey:

Madeira Lane

15

Allocation of NZTA SH16/20 mitigation funding to projects

 

Resolution number HM/2017/11

MOVED by Chairperson S Henderson, seconded by Member W Flaunty:  

That the Henderson-Massey Local Board:

a)      note that $631,777 is currently available for allocation to open space development projects from the New Zealand Transport Agency SH16/20 mitigation fund for the Henderson-Massey Local Board. 

b)      note that the Henderson Creek Pontoon project approved August 2015 as part of the first programme of NZTA mitigation fund projects will not be progressing and the $40,000 approved has been reallocated to the current mitigation fund balance.

c)      approve the development of concept designs and engineers estimates for the following second programme of New Zealand Transport Authority SH16/20 mitigation fund open space development projects:

·   Jack Pringle Sports Park skate park upgrade

·   Jack Pringle Sports Park basketball half court upgrade

·   Lloyd Morgan Lions Club Park development concept design

·   Danica Esplanade to Atatu Road pathway connection

·   McLeod Park drinking fountain installation

·   Vodanovich Reserve seating installation

·   Springbank Esplanade Reserve restoration programme and

·   Te Atatu Peninsula Park drinking fountain installation.

d.         Requests that staff investigate the options of a full basketball court upgrade at Jack    Pringle Sport Park.

Henderson-Massey Local Board submission on The Point England Development Enabling Bill - January 2017

That the Henderson-Massey Local Board:

a)      retrospectively approve its submission on the Point England Development Enabling Bill (attachment A).
