Deputation - Papakura Business Association - Neil O'Connor, John Shaw (PBA) and Phil Weaver (NZ Police)

That the Papakura Local Board:

a)         thank Neil O’Connor (Chairman, Papakura Business Association),  John Shaw (Papakura Business Association) and Phil Weaver (NZ Police – Community Services Manager) for their presentation on the CCTV system moving to the Papakura Police Station.

b)        Agrees to fund the cost of $5,063 from the Community Response Locally Driven Initiatives Fund to the Papakura Business Association Incorporated to support the relocation of Closed Circuit Television from the Papakura Business Association premises to the Papakura Police Station to improve the monitoring by the CrimeWatch volunteers.

c)         Chair and Deputy Chair liaise with the Papakura Business Association Inc to assess suitable sites for installation of new cameras.

a)         note the verbal update from the Ward Councillor Sir John Walker as follows:

i.           Living wage – requested a board position so he could reflect that to the Governing Body

ii.            Swimming pools – supporting swimming lessons through Fields of Dreams Project

iii.           Budgets – Governing body spending a lot of time of budget considerations and reductions.

Name: Auckland Transport Update: Papakura Local Board– February 2017

 

Resolution number PPK/2017/22

MOVED by Member K Winn, seconded by Deputy Chairperson F Auva'a:  

That the Papakura Local Board:

a)      receive the Auckland Transport Update – February 2017 report.

b)      Auckland Transport undertake urgent discussions with the local bus company concerning the frequent breakage on Railway Street West of the covered walkway panels and mitigation measures to prevent further incidents. 

c)      Requests Auckland Transport urgently organise for the cleanup of the glass from the covered walkway on Railway Street West, noting that the incident occurred last week.

d)      Requests Auckland Transport to investigate the potential hazard with the buses stopping on Railway Street West blocking the views of cars coming out of the car park next to the railway station as members are concerned that an accident will occur.

e)      Expresses their deep concerns to Auckland Transport around the cycleway on Great South Road and advocates to Auckland Transport to provide off road cycle facilities connecting Papakura and Takanini.

f)       Request that Auckland Transport inform the local board prior to significant works being undertaken in the Papakura area.  This information should include the expected impact on residents so that the board can answer constituent enquiries effectively.

New community lease at 13A Clevedon Road, Papakura

MOVED by Member G Hawkins, seconded by Member MV Turner:  

That the Papakura Local Board:

a)      approve a new community ground lease for Counties Manukau Kindergarten Association Incorporated (Nina Busing Kindergarten) for 13A Clevedon Road, Papakura (outlined in green in Attachment A to the report entitled “New community lease at 13A Clevedon Road, Papakura”) under the following terms and conditions:

i)       Term – 10 years commencing 1 August 2013 with one 10 year right of renewal;

ii)      Rent - $1.00 (+ GST) per annum, if requested;

iii)     An approved Community Outcomes Plan (Attachment B to the report entitled “New community lease at 13A Clevedon Road, Papakura”) be attached to the lease document;

iv)     All other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012.

New Road Name Approval for the residential subdivision by Karaka Brookview Limited at 241 Park Estate Road, Hingaia

That the Papakura Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974:

a)            approve the road names Papareia Road, Horomia Road, Papakowhatu Road, Matarau Road, Te Aute Road, Rauaruhe Road and Nohoanga Road’  preferred by the Applicant, for the new roads created by way of joint subdivision and land use consent at 241 Park Estate Road, Hingaia.

New Road Name Approval for three private ways within the residential subdivision by Addison Development at 250 Porchester Road, Takanini

That the Papakura Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974:

a)            approve the road names “Puninga Lane”, “Huke Lane”, and “Fuselage Lane” proposed by the Applicant, for the three private ways created by way of subdivision at Block 15, Block 15, and Block 26 of 250 Porchester Road, Takanini.

Papakura Local Board Event Partnership Fund Funding Reallocation 2016/2017

That the Papakura Local Board:

a)      reallocate unspent events partnership funding of $22,500 to the three remaining 2016/2017 contestable funding rounds as follows:

i)       $5,625 towards the Quick Response Round Three

ii)      $5,625 towards the Quick Response Round Four

iii)     $11,250 towards the Local Grants Round Two.

Hawkins Theatre Business Planning Project

That the Papakura Local Board:

a)      approve the scope of the Hawkins Theatre Business Planning Project with the following additions:

          i)                        to include a strong focus on improved promotion of the venue

          ii)           to include income and options for increased revenue.

          iii)          to include community consultation with stakeholders, and user groups

b)      agree that the Papakura Local Board Chair will initiate engagement with mana whenua groups who have registered interest in the Papakura Local Board area, to inform the Hawkins Theatre Business Plan.

That the Papakura Local Board:

a)      adopt the work stream allocations as set out in table 1 of the report entitled “Papakura Local Board Work Stream Allocations and the Appointment of a Local Board Representative on the Aircraft Noise Community Consultative Group for the 2016 - 2019 Triennium”.

b)      confirm the roles and responsibilities for the work stream lead and work stream members as set out on the report entitled Papakura Local Board Work Stream Allocations and the Appointment of a Local Board Representative on the Aircraft Noise Community Consultative Group for the 2016 - 2019 Triennium”.

c)      appoint member Auva’a as the Papakura Local Board representative on the Aircraft Noise Community Consultative Group.
