Grant of renewal of leases in Franklin Local Board area in 2017

MOVED by Deputy Chairperson A Baker, seconded by Member B Crompton:  

That the Franklin Local Board:

a)         request the standardisation, where possible, of all rentals of the community leases detailed in attachment A of the report entitled ‘Grant of renewal of leases in Franklin Local Board area in 2017’ at $10.00 per year with payment, if requested, including a consistent application of GST to those rentals.

b)        request amendment of the lease agreements in the schedule – Grant of community lease renewals (Attachment A of the report entitled ‘Grant of renewal of leases in Franklin Local Board area in 2017’) to reflect the changes in clause a) of this resolution.

c)         grant the renewal of leases, subject to clause a), for the following groups under the terms and conditions specified in the schedule – Grant of community lease renewals (Attachment A of the report entitled ‘Grant of renewal of leases in Franklin Local Board area in 2017’):

·      Franklin Woodturners Club Incorporated, 23A Collingwood Road, Waiuku for 10 years commencing 1 May 2016;

·      Maraetai Tennis Club Incorporated, Te Puru Park, 954R Whitford Maraetai Road, Maraetai for 10 years commencing 1 August 2014;

·      Marama Hou Ministries Charitable Trust, Hamilton Estate Recreation Reserve, 2R Hamilton Drive. Waiuku for 5 years commencing 1 April 2016;

·      Pukekohe Netball Association Incorporated, Bledisloe Park, 130-142 Queen Street, Pukekohe for 21 years commencing 1 April 2017;

c)      grant a deed of lease for additional premises to Maraetai Tennis Club Incorporated, 954R Whitford Maraetai Road, Maraetai for the land indicated on the site plan (Attachment B of the report entitled ‘Grant of renewal of leases in Franklin Local Board area in 2017’) on the following terms and conditions:

i)       Term – to commence on 1 November 2017 and expire on 31 July 2024;

ii)      All other terms and conditions to reflect those contained in the original community lease to Maraetai Tennis Club Incorporated.

d)      grant a deed of lease for additional premises to Pukekohe Netball Centre Incorporated, Bledisloe Park, 130 - 142 Queen Street, Pukekohe for the land indicated on the site plan (Attachment C of the report entitled ‘Grant of renewal of leases in Franklin Local Board area in 2017’) on the following terms and conditions:

i)       Term – to commence on 1 November 2017 and expire on 31 March 2038;

ii)      All other terms and conditions to reflect those contained in the original community lease to Pukekohe Netball Association Incorporated.

Auckland Transport Update to the Franklin Local Board – October 2017

That the Franklin Local Board:

a)         receive the report entitled ‘Auckland Transport Update to the Franklin Local Board – October 2017’.

b)        request Auckland Transport to extend the hours of operation on the four (4) existing P10 time restricted car parks immediately outside the Whitford Dairy on Whitford-Maraetai Road so that those restrictions operate from 8am to 8pm, seven days a week.

Feedback on the proposed direction of the draft Waste Management and Minimisation Plan

 

Resolution number FR/2017/181

MOVED by Chairperson A Fulljames, seconded by Member N Kloeten:  

That the Franklin Local Board provide the following feedback on the draft Waste Management and Minimisation Plan (the ‘Plan’):

a)         Agree that the council should be advocating to central government for a higher waste levy and product stewardship, to support innovation and best practice;

b)        Agree that the Plan should address the three priority commercial waste streams of construction and demolition waste, organic waste and plastic waste;

c)         Agree that the Plan should address waste generated from council and council-controlled organisations’ operational activities, particularly construction and demolition waste;

d)        Propose that any higher incentives be complemented by the introduction of stricter penalties for fly tipping and littering;

e)         Whilst recognising that officers support Option two (expanded focus) for guiding the direction of the Plan, the local board believe that Option three (significant investment in residual waste treatment technologies) should be pursued further, in order to encourage more innovation from the private sector and deliver greater local economic benefits;

f)          The council’s approach, through the Plan, should be to enable local volunteer groups to undertake waste clean–up activities without undue regulation and to positively promote the role of local community ambassadors for waste minimisation.

Drury and Pukekohe/Paerata Structure Planning – local board engagement

MOVED by Deputy Chairperson A Baker, seconded by Member A Cole:  

That the Franklin Local Board submit the following feedback on the structure plan process for Drury and Pukekohe-Paerata:

a)         The development of comprehensive structure plans for these significant growth areas in the Franklin local board area is strongly supported;

b)        The planning of new development areas should be integrated with the existing townships they surround, to ensure a holistic view is taken of infrastructure, council assets, community facilities and open space networks, and to ensure the benefits of growth are shared by the existing communities;

c)         An agile and responsive approach is required to ensure that where proposed development is complementary to the emerging structure plans and meets a demonstrable need in the local area, private plan changes should be accepted;

d)        The local board is developing a Pukekohe Trails Plan and the proposals emerging from this work should be embedded in the structure plan for Pukekohe-Paerata.

Locally Driven Initiatives 2017/2018 funding allocation for Te Puru Park and Karaka Sports Park

That the Franklin Local Board:

a)      approve up to $30,000 of LDI Capex 2017/2018 funding to the Te Puru Park: basketball and netball court markings project (with the exclusion of the provision of outdoor basketballs).

b)      approve up to $226,000 of LDI Capex 2017/2018 funding to the Karaka Sports Park Trust to progress the civil engineering design works phase for the development of Karaka Sports Park.

Reallocation of funding within the Franklin Local Board Arts, Community and Events work programme 2017/2018

MOVED by Chairperson A Fulljames, seconded by Member M Bell:  

That the Franklin Local Board:

a)      allocate $8,000 from the 2017/2018 Community Response Fund (work programme item 2173) to Manukau Beautification Trust, as a contribution to the Eye on Nature event 2018;

b)      approve the amendment of the Arts, Communities and Events 2017/2018 work programme to add $8,000 allocated to Eye on Nature 2018 to the Events Partnership Fund (work programme item 211) in order to enable project implementation and reporting;

c)      allocate $1,000 from the 2017/2018 Community Response Fund (work programme item 2173) to the Kawakawa Bay Community Association Incorporated, as a one-off start-up payment to manage the Kawakawa Bay Community Hall, subject to a signed funding agreement.

Amendment to Franklin Ecological Volunteers work programme 2017/2018

a)      reallocate $10,000 of LDI budget from the 2017/2018 Coastal Erosion planting programme budget to the 2017/18 Ecological Volunteers Programme budget.

b)      grant the Mudlarks a one-off, additional $10,000 from the 2017/2018 Ecological Volunteer budget towards operational maintenance costs.
