b)    acknowledges Matt Billington, Buster Milani, Marion Noovao McCamish from Henderson High School, as well as Maria Fastnedge as mentor and Yasmin Gray as teacher for the amazing work they have done in winning the supreme award for Young Enterprise Scheme.

a)      approve the Waitakere Outrigger Canoe Club strategic assessment contained in attachment A; and

b)      request further investigation, options analysis and recommendations to respond to the identified problems and realise potential benefits outlined in the Waitakere Outrigger Canoe Club investment logic map contained in attachment D.

10-year Budget 2018 - 2028 Consultation

That the Henderson-Massey Local Board:

a)         Agrees, subject to approval by the governing body, to hold the following spoken interaction events during the consultation period:

i)          A drop-in Have Your Say event on Tuesday 06 March 5.00 pm at Massey Library

ii)         A drop-in Have Your Say event on Thursday 08 March 5.00 pm at Waitakere Central Library in Henderson

iii)       A drop-in Have Your Say event on Thursday 15 March 5.00 pm at Ranui Library

iv)       A drop-in Have Your Say event on Thursday 22 March 5.00 pm at Te Atatu Peninsula Library

b)        delegates to the following elected members and staff the power and responsibility to hear from the public through “spoken/NZ sign language interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2018-2028:

i)          Local Board Members and Chair

ii)         General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor

iii)       any additional staff approved by the General Manager Local Board Services or the Chief Financial Officer

c)         adopts local content for consultation and local supporting information (to be tabled) for consultation, including their key advocacy project.

d)        delegates authority to the local board chair to approve any final minor changes required following review by council’s legal team and/or Audit NZ, of the local consultation content for the 10-year Budget 2018-2028 prior to publication, including online consultation content, and should any changes be made they are to be reported to the next business meeting.

That the Henderson-Massey Local Board:

a)     supports option 1 - Integrate remissions and postponements with grants schemes with three year transition (excluding the Manukau postponement scheme for sports clubs) to align with practice in the Henderson-Massey local board area.

That the Henderson-Massey Local Board:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

b)      agree that Ezra Barwell (Principal Policy Analyst, Parks and Recreation) be permitted to remain for Confidential Item C1: Acquisition of land for open space - Redhills Precinct after the public has been excluded, because of their knowledge of the subject matter, which will help the Henderson-Massey Local Board in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.
