Panuku Development Auckland Local Board six-monthly update 1 August 2017 -      31 January 2018

 

Carlos Rahman, Senior Engagement Advisor, was in attendance to address the board in support of this item.

 

A copy of the tabled list of properties managed by Panuku Development Auckland in the Devonport-Takapuna Local Board area has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

 

Resolution number DT/2018/29

MOVED by Chairperson G Gillon, seconded by Member M Cohen:  

That the Devonport-Takapuna Local Board:

a)            receives the Panuku Development Auckland Local Board update for 1 August 2017 to 31 January 2018 and thanks Carlos Rahman for his presentation and attendance.

 

b)        receives the list of properties managed by Panuku Development Auckland in the Devonport-Takapuna local board area, and thanks Carlos Rahman for getting this to the board promptly.

 

c)         requests that, in the interests of the board’s governance and oversight role regarding assets within the local board area, future six-monthly reports from Panuku include a list and relevant information pertaining to the commercial leases and residential properties that Panuku manages in the Devonport-Takapuna Local Board area.

 

 

 

d)        notes that the local board will be hosting a confidential workshop in early April 2018 to discuss the outcome of the tender process and preferred bidder in relation to the Takapuna Beach Holiday Park and requests a formal report come to its 17 April 2018 business meeting.

 

e)         restates resolution number DT/2017/60 passed at it’s 11th April 2017 business meeting to retain 1/328 Lake Road, Hauraki.

Local Board Services Monthly report - March 2018

 

Tristan Coulson, Senior Local Board Advisor, was in attendance to address the board in support of this item.

 

 

Resolution number DT/2018/31

MOVED by Chairperson G Gillon, seconded by Deputy Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

a)         allocates $10,000 from its locally driven initiatives operational budget to develop robust advice to the Devonport-Takapuna Local Board on potential future use of the properties at 2 The Strand, Takapuna and 3 Victoria Road, Devonport.

 

b)        requests that staff investigate 2 The Strand, Takapuna as a potential office for the Devonport-Takapuna Local Board as part of the Corporate Property Portfolio Strategy.

 

c)         notes the return and redistribution of the Shore Exhibition Trust grant to the four local boards who align to the former North Shore City Council area.

 

d)        notes that $64,900 operational budget will be made available in the 2018/2019 financial year to be used for arts and culture purposes as part of the return and redistribution of the Shore Exhibition Trust grant that was provided under the Auckland Regional Service Trust grants scheme prior to the amalgamation of council.

e)         requests that as part of the 2018/2019 ACE (Arts, Community and Events) work programme, the Devonport-Takapuna Local Board Strategic Broker prepares a report on how the budget referenced in resolution number DT/2018/31 d) above can used towards implementing arts and culture initiatives that align with the objectives contained within the Devonport-Takapuna Local Board Plan.

 

f)          provides feedback on the Tupuna Maunga o Tamaki Makarau – Draft annual operational plan.

 

g)        delegates authority to Chairperson G Gillon, Deputy Chairperson G Wood and Member M Cohen to finalise and approve the local board’s submission on the Tupuna Maunga o Tamaki Makarau – Draft annual operational plan.

Extraordinary business meetings to support the Auckland Council 10-year Budget process

That the Devonport-Takapuna Local Board:

a)      approves two extraordinary local board business meetings at 4pm on Tuesday 8 May 2018 and at 4pm on Tuesday 5 June 2018 to ensure delivery timeframes for the 10-year Budget 2018-2028 are met.

2018 Local Government New Zealand Conference and Annual General Meeting

MOVED by Member M Cohen, seconded by Deputy Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

a)      nominates Member J McKenzie to attend the Local Government New Zealand 2018 Conference and Annual General Meeting in Christchurch from Sunday 15 July to Tuesday 17 July 2018.

b)      confirms that Local Government New Zealand 2018 Conference and Annual General Meeting attendance,  including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

c)      notes that any members who wish to attend the Local Government New Zealand 2018 Conference and Annual General Meeting must provide their names to the Kura Kāwana project team by Friday 13 April to ensure that they are registered with Local Government New Zealand.

Auckland Council’s Quarterly Performance Report: Devonport-Takapuna Local Board for quarter two, 1 October - 31 December 2017

That the Devonport-Takapuna Local Board:

a)        receives the quarterly performance report quarter two, 1 October to                   31 December 2017.

 

b)        requests that staff provide an update at a future Community Facilities workshop on the following work programme items: 

 

i.    139 Beach Road, Castor Bay – repurpose for community space (ID 2304); and

 

ii.  Lake Pupuke – renewal northern parks foreshore structures (ID 2319).

That the Devonport-Takapuna Local Board:

a)         receives and thanks Chairperson Gillon for his verbal report.

 

b)        requests a briefing from relevant staff on the results of the testing of the environment where the firefighting foam is used during firefighting exercises  at Ngataringa Bay.

 

c)        requests that Community Facilities investigate options to consider time restrictions in carparks, and enforcement for the following local parks and reserves:

 

i.          berm abating Balmain Reserve, Oxford Road, Devonport;

ii.         Taharoto Park, 13 Taharoto Road, Takapuna; and

iii.        the pocket park on 2 Forrest Hill Road, Forrest Hill.
