MOVED by Mayor J Tregidga, seconded by Cr W Walker:  

That the Hauraki Gulf Forum:

a)         accept the apologies from Mr Steve Halley, Mr Terrence Hohneck, Ms Nicola MacDonald, Mr Paul Majurey, Ms Marty Rogers and Ms Moana Tamaariki-Pohe for absence.

Note:   Speaking rights were granted to Cr Jennie Hayman, Waikato Regional Council and Graeme McGregor (Staff), Ministry for Primary Industries.

3          Confirmation of Minutes

That the Hauraki Gulf Forum:

a)         confirm the ordinary minutes of its meeting, held on Monday, 19 February 2018, including the confidential section, as a true and correct record.

4          Public Forum

 

4.1

Public Forum - Peter Townend, Deputy Convenor, Long Bay Okura Great Park Society

 

Peter Townend, Deputy Convenor, Long Bay Okura Great Park Society provided a presentation and tabled supporting documentation. Copies have been placed on the official minutes and are available on the Auckland Council website as a minutes attachment. Resolution number HGF/2018/17

MOVED by Mayor J Tregidga, seconded by Cr W Walker:  

That the Hauraki Gulf Forum:

a)            receive the presentation from Peter Townend regarding the cockle and pipi die-off issues observed in Okura Marine Reserve and thank him and the members of Long Bay Okura Great Park Society for their attendance.

Note:   It was agreed to consider the wording of the remaining recommendations for this item later in the meeting.

 

Resolution number HGF/2018/18

MOVED by Member J Meeuwsen, seconded by Mayor S Goudie:  

That the Hauraki Gulf Forum:

b)      express strong concern regarding the sediment pollution at Long Bay Okura Marine Reserve.

c)      request that Auckland Council and the Department of Conservation provide an immediate report to the Forum chairperson regarding the sediment pollution and associated environmental effects at the Long Bay Okura Marine Reserve and advise on the controls on sediment.

d)      request that Auckland Council and the Department of Conservation provide a further report to the next Forum meeting.

e)      request the Executive Officer to make recommendations on how the Forum can respond to concerns raised by the Long Bay Okura Great Park Society.

Hauraki Gulf Forum – Chairperson’s Report

 

Mayor J Tregidga read his final report as chairperson of the Forum. Deputy chairperson L Ngamane made a presentation to Mayor J Tregidga and thanked him for his 11 years’ service as chairperson of the Forum.

That the Hauraki Gulf Forum:

a)      receive the Hauraki Gulf Forum – Chairperson’s report.

MOVED by Mayor S Goudie, seconded by Cr C Fletcher:  

That the Hauraki Gulf Forum:

b)      record its appreciation to Mayor J Tregidga for his 11 years’ service as chairperson of the Forum.

Hauraki Gulf Forum - Election of the Hauraki Gulf Forum Chairperson

 

Mayor J Tregidga tabled his resignation letter as chairperson of the Forum. A copy of the letter has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

The Governance Advisor conducted the election of the new chairperson.

 

 

Resolution number HGF/2018/21

MOVED by Mayor S Goudie, seconded by Cr R Hills:  

That the Hauraki Gulf Forum:

a)         receive the resignation letter from Chairperson John Tregidga and record its appreciation for his 11 years’ service as chairperson.

b)        elect a chairperson by using the voting system that requires a candidate to receive the most votes in order to be elected.

That the Hauraki Gulf Forum:

c)         appoint Member J Meeuwsen as chairperson for the remainder of the local authority electoral term.

Hauraki Gulf Forum - Executive Officer Report

 

Resolution number HGF/2018/26

MOVED by Mayor S Goudie, seconded by Cr R McGuire:  

That the Hauraki Gulf Forum:

a)      receive the Hauraki Gulf Forum Interim Executive Officer’s report.

b)      nominate a working party comprising Cr P Cronin and Cr J Hayman to work alongside the Executive Officer in curation of the Hauraki Gulf Marine Park Seminar.

c)      delegate approval of the Holdaway award to the chairperson and deputy chairperson.

Hauraki Gulf Forum Administering Authority Agreements

 

Resolution number HGF/2018/27

MOVED by Mayor S Goudie, seconded by Member J Cleave:  

That the Hauraki Gulf Forum:

a)      request members to provide feedback on the draft Service Level Agreement between the Hauraki Gulf Forum and Auckland Council as the Administering Authority by the end of June 2018.

b)      delegate authority to the chairperson and the Interim Executive Officer to prepare a final Service Level Agreement for adoption at the next Forum meeting.

Hauraki Gulf Forum - 2017/18 Budget Analysis and 2018/19 Budget

 

Mayor S Goudie retired from the meeting at 3.35pm.

Cr C Fletcher retired from the meeting at 3.39pm.

 

Resolution number HGF/2018/28

MOVED by Member L Ngamane, seconded by Cr W Walker:  

That the Hauraki Gulf Forum:

a)      receive the Hauraki Gulf Forum 2017/18 budget analysis and 2018/19 budget report.

b)      in accordance with Section 19 of the Hauraki Gulf Marine Park Act 2000, fund the full costs associated with the Administrative Authority support as part of its forward budget, on the proviso that these costs are presented and agreed as part of the Forum’s forward budget.

c)      adopt the 2018/19 interim budget.

d)      agree to revisit the 2018/19 budget following the setting of the Forum’s strategic issues and more detailed work program.

e)      fund the 2018/19 interim budget in accordance with its agreed funding formula (detailed in Attachment A – Appendix B).
