Chairperson Greg Presland opened the meeting and welcomed those present.

Kathryn Lawlor, Chief Executive McLaren Park Henderson South Community Trust, Damon Birchfield, Chief Executive EcoMatters and Lynette Adams Chief Executive Officer Sport Waitākere attended to address the meeting regarding the ‘Collaborative Marketplace’ community initiative.

Deputation: Going West Festival 2018

 

Naomi McCleary, Going West Trust Chair and Diane Blomfield, Going West Festival Producer, attended attended to address the meeting regarding the highlights and challenges from the Going West Festival 2018 specifically focusing on Glen Eden activation and youth engagement programmes. The presentation will summarise new partnerships, audience survey results, new initiatives and outline opportunities for Going West 2019.

9.1

Public Forum - Waitakere Greypower - AGM and Waitemata Table Tennis Stadium

 

Steve McDonald attended to address the meeting regarding Waitemata Table Tennis Stadium and to invite board members to Greypower’s AGM 10am on 6 December held at the Swanson RSA.

 

9.2

Public Forum – Glen Eden Playhouse Theatre

 

A presentation was provided.  A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Alan Burrows, James Daverne and Stan Henshaw on behalf of the Playhouse Theatre Trust attended to address the meeting regarding the Trust’s proposed building additions and events.

Public Forum - Stanly Edward - Health and safety issue

 

Stanly Juan Edward attended to address the meeting about his concerns regarding a neighbour’s rubbish (garden, bed and mattresses) issue.

Waitākere Ranges Heritage Area Local Parks Design Guidelines

That the Waitākere Ranges Local Board:

a)      adopt the Waitākere Ranges Heritage Area Local Parks Design Guidelines for use in local parks in the Waitākere Ranges Heritage Area.

b)      delegate approval of minor changes to Chairperson G Presland and Member S Coney.

Trial of online voting at the 2019 local elections

 

Resolution number WTK/2018/157

MOVED by Chairperson G Presland, seconded by Member S Coney:  

That the Waitākere Ranges Local Board:

a)    opposes the Waitakere Ranges local board area being involved in the online voting trial for the following reasons:

         i)        the local board has significant concerns about the security of any proposed system,

        ii)        the local board has significant concerns about potential cost,

        iii)        the significant reputational damage to the democratic system that would occur should issues arise with online voting.

Auckland Regional Pest Management Plan consultation feedback and recommended changes

 

Resolution number WTK/2018/159

MOVED by Chairperson G Presland, seconded by Member S Coney:  

That the Waitākere Ranges Local Board:

a)      receive a summary of consultation feedback from Waitākere Ranges residents on the Proposed Auckland Regional Pest Management Plan.

b)      delegate authority to provide feedback on the draft Auckland Regional Pest Management Plan to Deputy Chair S Toms and Member S Coney.

Feedback on proposed topics for inclusion in the Auckland Water Strategy

 

Resolution number WTK/2018/161

MOVED by Member S Tollestrup, seconded by Deputy Chairperson S Toms:  

That the Waitākere Ranges Local Board:

a)      support the three waters approach, and believes that access to water is a human right and that any entity controlling water should be in full public ownership and democratically accountable.

a)        endorse the proposed topics for inclusion in the Auckland Water Strategy for discussion purposes as outlined in Attachment A, with the additional feedback that some receiving bodies may be fed by multiple catchments so it is important that ‘catchments’ be considered at a clearly identifiable and appropriate scale. Manukau Harbour is an example of this.  

b)        additionally emphasises the specific needs and perspective of the Manukau Harbour and of the Waitākere Ranges Heritage Area within the wider regional framework.

Draft Contributions Policy

 

Resolution number WTK/2018/162

MOVED by Chairperson G Presland, seconded by Member S Coney:  

That the Waitākere Ranges Local Board:

a)        support the proposal to increase developer contributions to provide resources required to address the effects of growth.

 

b)        note that Glen Eden and Swanson are facing the affects of significant growth and should also receive growth related infrastructure.

 

c)        staff are requested to ensure that supporting planning is done to inform the next Long-term Plan to enable listing of specific growth projects for development contributions particularly community infrastructure and open space needs.

 

d)        seek an adjustment to the policy so that developer contributions can be in the form of the provision of suitable and agreed land for open space purposes.

 

e)        request that a Have Your Say Event occurs in the West.

Local government elections 2019 – order of names on voting documents
