Auckland Transport April 2019 report to the Ōtara-Papatoetoe Local Board

That the Ōtara-Papatoetoe Local Board:

a)      receive the report entitled ‘Auckland Transport April 2019 report to the Ōtara-Papatoetoe Local Board’.

b)      allocate $80,000 from its Local Board Transport Capital Fund, set aside for the Rongomai Footpath Completion project, to construct the footpath link from the eastern end of the Rongomai footpath to the car park on Te Irirangi Drive, shown as Section C in Map 1 as noted in this report.

c)      allocate the remaining $100,000 of its Local Board Transport Capital Fund, set aside for the Rongomai Footpath Completion project, to the Upgrade of Hunters Corner Streetscape project.

d)      note the feedback to Auckland Transport on the Speed Limits Bylaw 2019 at item 20c) of this agenda.

e)      advocate to Auckland Transport to urgently review the public transport (bus) connection between Old Papatoetoe and Hunters Corner along Kolmar Road.

a)      receive the Panuku Development Auckland Local Board update for 1 September 2018 to 28 February 2019.

Local board decisions and input into the Annual Budget 2019/2020 and the proposed amendment to the 10-year Budget 2018-2028

Resolution number OP/2019/45

MOVED by Chairperson L Fuli, seconded by Member D Trenberth:  

That the Ōtara-Papatoetoe Local Board:

a)      receive consultation feedback on the Ōtara-Papatoetoe Local Board priorities for 2019/2020 (Appendix A).

b)      recommend the continuation of our local business improvement district targeted rates to the Governing Body.

c)      recommend the continuation of our local targeted rate (to enable free adult entry to swimming pools) to the Governing Body and note that the rate is currently estimated at $30.80 inclusive of GST based on current cost estimates and the number of separately used or inhabited parts of a residential property in the Ōtara-Papatoetoe Local Board area.

d)      approve its advocacy initiatives for inclusion (tabled at the meeting) to its 2019/2020 Local Board Agreement.

e)      receive consultation feedback on regional proposals in the Annual Budget 2019/2020 and on the proposed amendment to the 10-year Budget 2018-2028 regarding property transfers from people or organisations based in the Ōtara-Papatoetoe Local Board area (Appendix A).

f)       support the proposed changes to rates and fees, noting that the only parts of the proposal that are relevant to Ōtara Papatoetoe are the annual waste management changes, religious properties rate and regulatory fees; and further noting that the number of local people who submitted views on the rates and fees was very low.

g)      support the proposed amendment to the 10-year Budget 2018-2028 regarding property transfers from Panuku to Auckland Council.

Māori naming of parks and places in the Ōtara-Papatoetoe Local Board area

 

Resolution number OP/2019/46

MOVED by Member R Autagavaia, seconded by Member M Gush:  

That the Ōtara-Papatoetoe Local Board:

a)      note the Auckland Council Māori Language Policy 2016 (Attachment A).

b)      endorse the Te Kete Rukuruku programme, including the Māori naming of parks and places, noting that it supports the visibility of te reo Māori and seeks to capture and tell the unique Māori stories of Ōtara-Papatoetoe and Tāmaki Makaurau.

c)      approve the list of parks to be included in the first tranche of this programme in attachment B, subject to following changes:

                             i.        remove East Tamaki drainage reserve

                            ii.        remove  Hallberry Reserve

                          iii.        note that Malaspina, Beaufort and Lendenfield Reserves contiguous parts of Kohuora Park and should be given the same name if possible.

d)      invite mana whenua to provide a Māori name and narrative for the list of parks detailed in Attachment B (as amended) of this report and request Mana Whenua to consider single names for contiguous reserves, if appropriate, rather than allocating names by current configurations or land parcel.

e)      note it is expected that the gifted names and narratives will be adopted by the local board for use as names to enrich the stories of parks and support the Māori language to be visible, heard, spoken and learnt.

f)       request officers to provide further discussions on the details for use of the names once gifted.

23        Consideration of Extraordinary Items

 

23.1

Extraordinary Business - Department of Conservation proposal to revoke Reserves Act delegations

 

A copy of the Department of Conservation proposal to revoke Reserves Act 1977 delegations report and a copy of the Auckland Council draft submission for feedback to the Department of Conservation on the proposal to revoke Ministerial delegations to Territorial Authorities under the Reserves Act 1977 were tabled at the meeting.

Resolution number OP/2019/52

MOVED by Chairperson L Fuli, seconded by Member D Trenberth:  

That the Ōtara-Papatoetoe Local Board:

a)            endorse the proposed Auckland Council submission to the Department of Conservation on the revocation of certain delegations to territorial authorities under the Reserves Act 1977.

b)            note that within the Auckland Council decision making responsibilities, some Reserves Act powers have been delegated to local boards. These are:

                      i.        declaring a reserve (s.14(1)),

                    ii.        classifying a reserve (s.16(1) or 16(2A)

                   iii.        reclassifying a reserve (s.24(1)), and

                   iv.        proposing the revocation of reserve status (s.24(1)) in order to manage the land under the Local Government Act 2002.

c)            note that in addition to the delegated powers listed above, local boards have also been allocated responsibility for governance of local reserves in their local board areas. This means, local boards are charged with developing reserve management plans for local parks (s.41) and approving use of and activities within local reserves.

d)            is concerned that revoking the existing Ministerial delegations will create delays in confirming decisions that we currently make. These delays and additional processes could undermine our ability to respond to community needs in a timely manner and ensure our plans are community-led and locally appropriate.
