The meeting will be chaired by the Chief Operating Officer, Patricia Reade, on behalf of the Interim Chief Executive, for items 1, 2, 3, 4, 5 and 6. From item 7 onwards, the newly elected Chairperson will chair the meeting. The Chief Operating Officer will administer the members’ declarations.

3 Welcome Address
The Chief Operating Officer, on behalf of the Interim Chief Executive, will address the meeting.
4 Declaration by Local Board Members Pursuant to Schedule 7, Clause 14, of the Local Government Act 2002
In accordance with the provisions of the Local Government Act 2002 (Schedule 7, clause 14) the Chief Operating Officer, by way of Memorandum from the Interim Chief Executive, is authorised to administer the members’ declarations at this meeting.
Each board member will make an oral declaration and sign a written declaration, which will be attested by the Chief Operating Officer.
5 Election of Chairperson 5
In accordance with Schedule 7, clause 21(5)(b) of the Local Government Act 2002, the Chief Operating Officer, on behalf of the Interim Chief Executive, will call for nominations for the Chairperson of the Upper Harbour Local Board.
The Board must elect a member to this position in accordance with Schedule 7, clause 25 of the Act, noting that no member has a casting vote.
Recommending that the Board elect a Chairperson.
6 Declaration by Chairperson Pursuant to Schedule 7, Clause 14, of the Local Government Act 2002
In accordance with the provisions of the Local Government Act 2002 (Schedule 7, clause 14) the Chief Operating Officer, on behalf of the Interim Chief Executive, is authorised to administer the Chairperson’s declaration at this meeting.
The Chairperson will make an oral declaration and sign a written declaration, which will be attested by the Chief Operating Officer.
The Chairperson will assume the chair for the remainder of the meeting.
7 Address by Chairperson
The newly elected Chairperson will address the Board.
8 Election of Deputy Chairperson 7
In accordance with Schedule 7, clause 21(5)(e) of the Local Government Act 2002, the Chairperson will call for nominations for the Deputy Chairperson of the Upper Harbour Local Board.
The Board must elect a member to this position in accordance with Schedule 7, clause 25 of the Act, noting that no member has a casting vote.
Recommending that the Board elect a Deputy Chairperson.
9 General Explanation of Local Government Legislation 9
In accordance with the requirements of clause 21(5)(c) of Schedule 7 to the Local Government Act 2002, a general explanation of certain laws affecting members of the Local Board is contained in the attached documentation:
(i) the Local Government Official Information and Meetings Act 1987;
(ii) the Local Authorities [Members’ Interests] Act 1968;
(iii) sections 99, 105 and 105A of the Crimes Act 1961;
(iv) the Secret Commissions Act 1910; and
(v) the Securities Act 1978.
The Relationship manager will provide an overview of laws affecting Local Boards.
Recommending that the general explanation of Local Government legislation, including laws affecting Local Boards, be noted.
10 First Business Meeting of the Upper Harbour Local Board 19
Pursuant to the requirements of Clauses 21(5)(d) and 22(1)(a) of Schedule 7 of the Local Government Act 2002, a date has to be set for the first business meeting of the Upper Harbour Local Board.
Recommending that the details of the first business meeting of the Upper Harbour Local Board be confirmed.
