Minutes of an inaugural meeting of the Maungakiekie-Tamaki Local Board held in the Main Hall, Panmure Community Centre, 7-13 Pilkington Road, Panmure on Thursday, 7 November 2013 at 6.30pm.

Secretarial note: The Chief Planning Officer, Dr Roger Blakeley, chaired the meeting for items 1, 2, 3, 4 and 5. From item 6 onwards, the newly elected Chairperson chaired the meeting. Dr Roger Blakeley, Chief Planning Officer, administered the members’ declarations.

1 Mihi Whakatau (Welcome)

Bob Hawke, Jeff Lee and Matt Maihi, Kaumatua, led the prayer and gave a brief welcome, supported by James Brown, Roger Jolley and Otene Reweti.

2 Welcome

The Chief Planning Officer, Dr Roger Blakeley, addressed the meeting.

3 Apologies

That the Maungakiekie-Tamaki Local Board:

a) accept the apology from Member Clark for absence for family bereavement.

4	Declaration by Local Board Members Pursuant to Schedule 7, Clause 14, of the Local Government Act 2002

	The following Local Board Members made their declarations pursuant to Schedule 7, Clause 14, of the Local Government Act 2002: Josephine Bartley Bridget Graham Chris Makoare Simon Randall Obed Unasa Alan Verrall

5	Election of Chairperson
	The Chief Planning Officer, Dr Roger Blakeley, advised the Board that they must resolve which voting system they wished to apply for the election of the chairperson. The Relationship Manager gave an explanation of the nomination process and the differences between the two voting systems.
	Resolution number MT/2013/122 MOVED by Member OO Unasa, seconded by Member SD Randall: That the Maungakiekie-Tamaki Local Board: a) Elects a chairperson for the 2013-2016 political term, utilising either System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002. CARRIED
	The Chief Planning Officer called for nominations for the position of Chairperson. Member Graham nominated Member Randall as Chairperson. Member Makoare seconded the nomination.
	Member Randall was declared elected as the Chairperson of the Maungakiekie-Tamaki Local Board for the 2013-2016 political term.

6	Declaration by Chairperson Pursuant to Schedule 7, Clause 14, of the Local Government Act 2002
	The Chairperson made his declaration pursuant to Schedule 7, Clause 14 of the Local Government Act 2002 and assumed the chair.

Address by Chairperson

The Chairperson addressed the meeting.

8	Election of Deputy Chairperson
	The Chairperson advised the Board that they must resolve which voting system they wished to apply for the election of the deputy chairperson.
	Resolution number MT/2013/123 MOVED by Member SD Randall, seconded by Member BM Graham: That the Maungakiekie-Tamaki Local Board: a) Elects a Deputy Chairperson for the 2013-2016 political term, utilising either System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002. CARRIED
	The Chairperson called for nominations for the position of Deputy Chairperson. Chairperson Randall nominated Member Makoare as Deputy Chairperson. Member Bartley seconded the nomination.
	Member Makoare was declared elected as the Deputy Chairperson of the Maungakiekie-Tamaki Local Board for the 2013-2016 political term.

General Explanation of Local Government Legislation

a) Confirms the date for its first business meeting is 19 November 2013, 6pm, to be held at the Local Board Office, 7-13 Pilkington Road, Panmure.
