Secretarial Note: Clive Manley, Civil Defence and Emergency Management Director chaired the meeting for items 1, 2, 3, 4, 5 and 6. From item 7
onwards, the newly elected Chairperson chaired the meeting. Clive Manley, Civil Defence and Emergency Management Director, administered the members’ declarations.
1 Mihi Whakatau (Welcome)
Ben de Thierry, Kaumatua, led the prayer and gave a brief welcome.
2 Welcome Address
Clive Manley, Civil Defence and Emergency Management Director,
addressed the meeting and acknowledged the presence of Mark Mitchell MP for
Rodney, Penny Webster Rodney Ward Councillor of Auckland Council and former
Rodney District Council councillors Grahame Powell and David Steele. Mr Manley
invited the Rodney Local Board Members to introduce themselves.
3 Apologies

An apology for absence from Member Beth Houlbrooke was noted.

Secretarial Note: Member Beth Houlbrooke
was overseas at the time of the inauguration ceremony and will take her
declaration as a Local Board Member at the Rodney Local Board meeting on 18
November 2013.

Election of Chairperson

Clive Manley, Civil
Defence and Emergency Management Director, advised the Local Board that they
must resolve which voting system they wished to apply for the election of the
chairperson.
The
Relationship Manager gave an explanation of the nomination process and the
differences between the two voting systems.

That the Rodney Local Board:
a) elects a chairperson for the 2013-2016 political term, utilising
System B of Schedule 7, Part 1, Clause 25 of
the Local Government Act 2002.

Defence and Emergency Management Director called for nominations for the
position of Chairperson.
Member Warren Flaunty nominated Member Brenda
Steele as Chairperson. Member James Colville seconded the nomination.
Member Thomas Grace
nominated Member Steven Garner as Chairperson. Member John McLean seconded
the nomination.
A show of
hands was called for with 5 votes for Member Steele and 3 votes for Member
Garner.

Secretarial Note: Rodney Ward Councillor
Penny Webster was invited to give an address prior to the close of the meeting.
Following the close of the meeting at 5.20pm pupils from Wellsford Primary
School, accompanied by Martin Worthington on guitar provided a short bracket of
entertainment. Ben de Thierry, Kaumatua, led a prayer and blessed the food.

declared the meeting closed.
