TERMS OF REFERENCE
The Disability Strategic Advisory Panel (DSAP) was established by the Mayor in June 2011.
Its purpose is to provide strategic advice on pan-disability issues to the Mayor, governing body, local boards, Council Controlled Organisations (CCOs) and Council on:
· the interests and preferences of persons with disabilities in Auckland in relation to regional strategies, policies, plans, and bylaws of the Council;
· any other matters that the Panel considers to be of particular interest or concern to persons with disabilities in Auckland; and
· processes and mechanisms for engaging with persons with disabilities in Auckland.
The DSAP has up to 11 members who are appointed on the basis of their individual expertise and experience in strategic thinking, governance and communication skills, knowledge of disability and accessibility issues and connections with disability organisations and networks across Auckland.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

The new Otahuhu Bus Train Interchange

Purpose
1. To provide the Panel with an opportunity to provide feedback to Auckland Transport on the new Otahuhu Bus Train Interchange.
Executive Summary
2. Auckland Transport is moving to a simpler, more integrated public transport network that will use key interchanges to connect services. A new state of the art bus-train interchange in Otahuhu is crucial to the success of the new network in the south.
3. Public input into the design of the interchange is essential to ensuring this major facility reflects the needs of the community. Two open days have been held where feedback was sought on early concept designs for the new interchange. Auckland Transport is keen to engage with groups which represent the disability sector to gain an understanding of any accessibility issues that need to be considered in the final design. Officers from Auckland Transport will attend to brief the Panel on this project.

Response to questions for Auckland Council re: Challenges facing Aucklanders with disabilities

Purpose
1. This report introduces the response of Auckland Council on the report submitted by the Disability Strategic Advisory Panel to the Governing Body on 23 April 2013.
Executive Summary
2. The Disability Strategic Advisory Panel presented a report to the Governing Body on 23 April 2013 entitled “Challenges facing Aucklanders with disabilities requiring strategic direction”. Dr Huhana Hickey provided a PowerPoint presentation and Don McKenzie tabled and spoke to a summary of key issues.
3. As resolved by the Governing Body (Resolution number GB/2013/33b)– “request the Chief Executive to provide a cross-council response to the questions submitted by the Disability Strategic Advisory Group as set out in “Appendix 2” of the attached report.” (see Attachment B)

Chairperson’s report to DSAP
Dr Huhana Hickey
November/December has been one of great celebration for the disability community with Mayor Brown and myself attending the International Disability Day on 3 December at the Manukau Mall. A great turnout was seen with Natalie Te Paa, a talented young woman within the disability community, who shared her talents with us. Many other great acts went on throughout the day. My heartfelt thanks to Susan Sherrard and Auriole Ruka the Northern Regional manager of CCS Disability Action for their hard work in making this a success.
In November I attended the family violence expert panel and argued for the inclusion of those with disabilities. On 22 November the Disabled Persons Assembly (DPA) also held a kaituitui event which I attended as a kaituitui representative along with Ezekiel, another kaituitui member. It was encouraging to see how far the Auckland disability community has come in learning about the Convention and their rights.
In all of this Don McKenzie has shown himself to again present us with some thoughts on the Auckland Unitary Plan - something we need to discuss. Thank you Don.
Finally I hope people are making submissions to the Government in relation to the earthquake strengthening code and how disability is again being railroaded in the interests of big business. We need to make a strong voice to the Council about where we stand on this issue. We need to remain aware to make sure we don't lose the gains we have made. I invited Vivian Naylor to the meeting so we can discuss our position on this.
I hope everyone has a great Christmas with your whanau and friends and I look forward to working with you all in the New Year. I would like to thank those who have supported DSAP over the year and I am sure you will all join me on wishing them all a great Christmas break.

project suggestions for DSAG work plan.
The two suggestions below relate to the preparation of DSAG submissions on the proposed Auckland Unitary Plan due 28 February 2014. They are time sensitive.
1. Estimates of population sizes effected by avoidable barriers to public access.
Could Council make a grant to a Masters student in the School of Population Health Auckland University to come up with reasonable population estimates based on the following questions.
1 A. Census data collected since 2001 estimates the New Zealand wide proportion of the population with disabilities at around 17 to 20%. What is the concentration in Auckland City and suburbs, and throughout the Auckland region? The nature of cities and the presence of support services for people with disabilities may concentrate this population.
1 B. Many people with so-called minor impairments don't figure in census data because they don't consider themselves disabled. They accept the way they are as a matter of course because of age - reduced hearing, mobility and sight etc.; "I never learned to read at school" – dyslexia, autism; "I was never good at sport, couldn't catch a ball or get the rules right" - poor coordination and learning challenges. Major support agencies will have figures for the people most severely effected. Do the agencies have estimates for the unmet and unserved needs of their various populations? Many vulnerable communities go undetected and slip under the radar. For example, there are around 11,500 registered blind people in NZ but more than 125,000 people can't drive because of vision loss. (reference available).
1 C. People over the age of 65 are more prone to disabling conditions. What is the proportion of the population over the age of 65 in Auckland.
1 D. It is said that a high proportion of visitors to Auckland are over the age of 45, use trolley bags, and for many visitors, English is their second language. Can Tourism Auckland or similar estimate the size of this visitor population.
1 E. Mothers using strollers and the like, often with other infants in tow, must negotiate shopping precincts and public transport. Can reasonable estimates be made of this population size?
1 F. Many people incur temporary disablement, (less than six months), resulting from accident and illness. Can the size of this population be estimated?
Answers to these questions will tell planners and Council about the prevalence of impairment in the Auckland population, and why it is important to progressively remove avoidable barriers to facilities and services intended for public use.
2. Independent planning support for DSAG's submission on the proposed Auckland Unitary Plan.
Submissions on the above Plan form part of a formal legal process heard before a panel of independently appointed commissioners. The process is governed by the Resource Management Act and relies on hard evidence and cross examination. While I am okay about drafting DSAG's submissions, DSAG must endorse and influence this input and submissions must be within a planning framework. This planning framework should be independent of Council, reflect DSAG's perspective and be couched in terms that Commissioners can work with. Thus, DSAG should propose Council urgently fund independent planning advice to support the formulation of DSAG's submissions. After all, the object of the Unitary Plan is to come up with the best plan possible for Auckland's future development, and DSAG has a unique contribution to make.
