1 Welcome
The Chairperson opened the meeting and welcomed the Board Members and the members of the public.

Anne Barron - Rock Blocking Entrance of Coastal Reserve on Harley Close |

Anne Baron was in attendance to present a petition to the Devonport-Takapuna Local Board objecting to the rocks that have been placed on the costal reserve (lot 4 DP426552 0.0169ha) that restricts access to this reserve from Harley Close. They do not consider the rock as beneficial for their neighbourhood because it blocks easy access to the reserve. Petition from Anne Barron was tabled at the meeting. A copy of the tabled document has been placed on the file copy of the minutes and can be viewed at the Auckland Council website. |

Margaret Field was in attendance to address the Devonport-Takapuna Local Board regarding item 12 on the agenda, Local board agreement 2014/2015 and the Takapuna Firestation, requesting Auckland Council acquire the land where the Takapuna Firestation is situated and is in support of the building itself being dismantled as the whole building is not classed as heritage building. |

Resolution number DT/2013/364 MOVED by Chairperson MA Cohen, seconded by Deputy Chairperson JM Bergin: That the Devonport-Takapuna Local Board: a) agrees its: i) Local content for the draft Annual Plan 2014/2015, including draft Local Board Agreement 2014/2015 (including intended level of service provision, financial statements and chairs message), subject to the following changes: 1) Under Other issues of local interest –advocacy, change Service levels to read: · Local Board Funding Policy – ensure our community development, arts and culture facilities and programmes are appropriately and equitably funded across the region, noting the unique model of delivery on the North Shore · Parks funding- ensure that parks maintenance works are adequately funded to ensure the department is able to respond to minor asset repairs and maintenance during the financial year in which they occur. · Natural and Built Heritage conservation and protection – to ensure Natural and Built Heritage conservation and protection is considered a key focus in council plans, policies, strategies and bylaws. · Takapuna fire station - advocate for investigation into the acquisition of Takapuna fire station and also the conservation and retention of the small historic fire station. · Digital libraries - advocate for promotion and maintenance of digital libraries, wireless and internet connectivity provided throughout libraries across the region. · Service levels - the Board supports making savings through efficiency gains, but this should not have been by way of a reduction in service levels. The Board will therefore advocate for a complete review of service delivery, to ensure that the service levels expected by the community are maintained. In tandem with that review, the Board will advocate to ensure that the service level measures accurately and meaningfully reflect the outcomes expected, and that the service delivery is regularly audited to ensure full compliance with those outcomes · Walking and Cycling – advocate for all Transport projects to encourage the creation of friendly walking and cycling environments · Events – advocate for additional funding to be provided for Auckland Tourism, Events and Economic Development, on the understanding that the funding is used to provide support for events of national and international significance such as the World A Class Catamaran champions and Finn Class World Championships ii) Draft Fees and Charges Schedule 2014/2015, subject to the removal of the significant fee increases for supervising Adults and Spectators at the Takapuna pool and Leisure centre until the Board has considered a report clearly identifying the need for such increases. b) Notes its concern to capital projects which are contained in this Agreement and projected cost increases due to internal project management costs. c) Requests that the additional cost of capital arising from the capitalisation of staff costs is included in the budget noting that the inclusion of such costs is frontloaded. d) Requests that the final version of the Local Board Agreement show the revenue and cost associated with commercial leases on parks and reserves. e) delegate to the Chairperson and deputy chairperson the authority to make any final minor changes to the local board content for the draft Annual Plan before it is released for public consultation, and to the summary of the draft Annual Plan 2014/2015. |

MOVED by Member G Gillon, moved the following amendment by way addition seconded by Member JRK O'Connor: That the Devonport-Takapuna Local Board: f) Confirm advocacy for the consideration of the Shore Exhibition Centre at 2 The Strand, Takapuna. g) Confirm support for the creation of the Korean Gardens within Barrys Point Reserve. h) Support continuing provision of a camping facility within the Devonport-Takapuna Local Board area.
