That the Henderson-Massey Local Board:

a)         Confirms the minutes of its meeting, held on Thursday, 21 November 2013 as a true and correct record subject to the amendment.

Secretarial note:          The reason for urgency is that the Chair’s report was missed off the                   agenda and the request to the Urban Design office needs to get into                  their work programme before the close of business this year 2013.

Auckland Transport Update Report

 

Resolution number HM/2013/245

MOVED by Member BA Brady, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)      That the Auckland Transport Report for the Henderson-Massey Local Board be received.

b)      Delegates to the transport portfolio holder and the chair, the identification of bus shelters for inclusion in a programme of glass artwork to be forwarded to Auckland Transport for their final decision.

c)      Approves a further $30,000.00 for the proposed improvements at the Triangle Road intersection, from the Henderson-Massey Local Board Transport Capital Fund for 2013/14 year of funding.

d)      Notes that the Board has under spent its local board transport capital fund by $393,768 and requests that Auckland Transport confirm in writing by 20 December 2013, that $393,768 can be carried forward to the financial year ending 30 June 2015 if it is not spent before 30 June 2014.

e)      Requests officers apply for the Waitemata Drive bridge project and Glen Road safety improvements to be funded from the local board transport capital fund.

f)       Notes spelling mistakes and grammatical errors in Auckland Transport reports and requests urgent, professional attention to detail as these are public documents that reflect on the performance of both Auckland Transport and Auckland Council.

Auckland Transport Quarterly Update to Local Boards

That the Henderson-Massey Local Board:

a)           Acknowledges receipt of the Auckland Transport Quarterly Report.

b)          Requests the details of all street cleaning contracts for the Henderson-Massey Local Board area be provided to the board by 20 December 2013, as the Board believes three quarters of the Te Atatu Peninsula town centre has not been included in the street cleaning contract and the cleaning of Catherine Plaza is so infrequent the Plaza is being permanently degraded, so the local board wants to investigate whether there are any other areas where the contract provides partial cleaning.

c)         Allocates $40,000 from the local board discretionary fund to the Ranui             Community House Incorporated to prepare plans and obtain resource consent             for alterations to the community house necessary when Ranui Library moves             out of the area it occupies at the community house.

a)         Receives the Waitakere WEA 2012/2013 report on its activities,

b)         Approves the release of allocated budget of $27,398.00 to Waitakere Workers’             Educational Association to deliver on its 2013/14 work programme and             requests officers workshop the 2013/14 work programme in February 2014.

Draft Local Board Agreement 2014-2015

That the Henderson-Massey Local Board:

a)      That the Local Board agrees its:

i)       Local content for the draft Annual Plan 2014/2015 including:

         draft Local Board Agreement 2014/2015 (including intended level of service provision and financial statements)

         introduction to the draft Local Board Agreement (including chairs message and proposed changes for consultation)

ii)      Draft Fees and Charges Schedule 2014/2015

 

b)      That the Chair be delegated the authority to make any final minor changes to           the local board content for the draft Annual Plan before it is released for public           consultation, and to the summary of the draft Annual Plan 2014/2015.

c)      Endorses the Chair’s message to be replaced by the tabled Chair’s message.
