That the Whau Local Board:

a)         Accepts the apologies from member Ami Chand and member Simon Matafai for absence.

Member Battersby declared a conflict of interest on item 19 as Chairman of Tag Out Trust.

 

4          Confirmation of Minutes

That the Whau Local Board:

a)         Confirms the ordinary minutes of its meeting, held on Wednesday, 20 November 2013 as a true and correct record.

8.1

Deputation from Living Wage Aotearoa

 

Resolution number WH/2013/195

MOVED by Chairperson CM Farmer, seconded by Member DQ Battersby:  

That the Whau Local Board:

a)       Receives the deputation from The Living Wage Movement Aotearoa NZ

b)       Calls on Auckland Council to implement a Living Wage as a minimum for all its employees, alongside a phased introduction of a Living Wage as a minimum for all contracted workers (as tenders are sought) for services delivered on a regular and on-going basis to Council.

c)       Supports the statement above be considered in the consultation of the Council over the budget.

John Hubscher

Raised concerns over lack of cycle lanes in New Lynn, Solar heating because of urban design and hard surfaces in New Lynn and general improvements of the New Lynn city centre.

9.2

Mike Brennan

Spoke on community services workers and using them to support voluntary work in the Whau area. Mr. Brennan also spoke to his submission to the Environment, Climate Change and Natural Heritage Committee.

Auckland Transport Update Report

That the Whau Local Board:

a)      Receives the Auckland Transport Report.

b)      Agrees to reinstate the driveway access at 568 Blockhouse Bay Road at Council’s cost should the property owner require it for vehicle access.

Suburbs New Lynn Rugby Football Club Changing Rooms

 

Resolution number WH/2013/204

MOVED by Member D Macdonald, seconded by Deputy Chairperson  Zhu:  

That the Whau Local Board:

a)         Approves Option 1.

(b)        Approves the re-allocation of $60,000 in the 2013/2014 Financial Year

(c)        Approves the additional allocation of $140,000 to the project in the 2014/2015                             Financial Year

(d)        Approves bringing forward the budgeted $700,000 from the 2015/2016 Financial Year to the             2014/2015 Financial Year.

(e)        Agrees that if Suburbs New Lynn Rugby Football Club requires an additional two                                     changing rooms over and above the four being constructed by Auckland                                                Council, that the Club enter into a legal agreement with Council and the Club pays                        the additional construction costs.

Whau Local Board Environmental Action Report (WEAR)

a)      Receives the report.

b)      Receives the Whau Environmental Action Report

c)      Notes that the Whau Environmental Action Report will be used to identify priorities when developing the 2014-17 Whau Local Board Plan and that the information will be continually updated and reported to the Board annually.

Avondale Community Action - Community Action Research Programmes

That the Whau Local Board:

a)         Approves the release of $20,000 from the Community Development neighbourhood 

            development budget for Avondale Community Action to deliver a six-month work

            programme in 2014.

Mural at Green Bay shopping centre: funding request from Tag Out Trust

 

Recommendations

That the Whau Local Board:

a)      Considers approving a grant to the Tag Out Trust for the costs of a mural at Green Bay shops in Godley Road.

b)      Directs the transfer of any grant amount from the utility box project fund to the local board discretionary budget to be used for the purposes.

c)      Notes that the mural will not become the property of Auckland Council.

 

 

Secretarial note:          Member Battersby declared a conflict of interest on this item as                                          Chairman of the Tag Out Trust and did not vote on the resolutions.

 

Moved by member Macdonald but lapsed due to lack of a seconder.

 

 

Member DQ Battersby left the meeting at 9.19 pm.

That the Whau Local Board:

 

d)        Delegates the Chair to investigate alternative funding for the Murals with officer support and report back to the board

e)        Supports and acknowledges the good work that Tag Out Trust is doing in the Whau area.

Proposed central government electoral boundary changes in the Whau

a)      Receives the Proposed central government electoral boundary changes in the Whau report.

b)      Delegates to the Chair responsibility to prepare and submit the Board’s submission and Counter objections based on Board members input.

Establishment of Swimming Pool Fencing Exemption Committee

Draft Local Board Agreement 2014/2015

a)      Agrees the local content for the draft Annual Plan 2014/2015 including:

i)        draft Local Board Agreement 2014/2015 (including intended level of service provision and financial statements)

ii)       introduction to the draft Local Board Agreement (including chairs message and proposed changes for consultation)

b)         Agrees the draft Fees and Charges Schedule 2014/2015

c)         Delegates the Chair, authority to make any final minor changes to the local board             content for the draft Annual Plan before it is released for public consultation,                      and to the summary of the draft Annual Plan 2014/2015.
