The Chairperson opened the meeting and welcomed those present.

3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from
decision making when a conflict arises between their role as a member and any
private or other external interest they might have.
At its meeting on 28 November 2013, the Waitakere Ranges
Local Board resolved (resolution number WTK/2010/5) to record any possible
conflicts of interest in a register.

Ron Watson tabled a discussion document from the
Waitakere Ranges Combined R & R Group about having signage at the main
entry points to the Waitakere Ranges Heritage Area.

Tim Daniel from Glen Eden Transition Town
Tim Daniel spoke on his vision for local green ways
which includes creating pathways and cycle ways to the town centre by linking
open spaces.

Ranges Visitor Management Plan consultation to date.

Waitakere Ranges Visitor Management Plan

That the Waitakere Ranges Local Board:
a) Receives
the report on public consultation for the Waitakere Ranges Visitor Management
Plan
b)
Requests further workshop time with officers in early 2014 prior to
developing a draft of the Visitor Management Plan
c) Develops
an events policy to be included in the Visitor Management Plan.

Waitākere Ranges Heritage Area - Six Monthly Report
|

That the Waitakere Ranges Local Board:
a)
Receive the report.
b)
Expresses its appreciation of the range of activities the
Council is undertaking with regards to the implementation of the Waitakere
Ranges Heritage Area Act programme and in particular the establishment of the
programme coordination group.
c)
Conveys to the Regional Strategy and
Policy Committee its concern that the residual trap catch (RTC) for possums
has been raised from 2% to 5% with potentially significant
impacts on the Waitakere Ranges eco systems and requests that funding be made
available so the RTC can be reinstated to 2%.
d)
Notes that a decision as to whether to proceed to a Local
Area Plan for Bethells Beach/Te Henga will be made in 2014.

the Waitakere Ranges Local Board:
a) Agrees
the local content for the draft Annual Plan 2014/2015 (Attachment One),
including:
i) the
draft Local Board Agreement 2014/2015 (including intended level of service
provision and financial statements)
ii) an
introduction to the draft Local Board Agreement (including the chair’s
message and proposed changes for consultation)
b) Agrees
the draft Fees and Charges Schedule 2014/2015 (Attachment Two)
c) Delegates
the Chair, authority to make any final minor changes to the local board
content for the draft Annual Plan before it is released for public
consultation, and to the summary of the draft Annual Plan 2014/2015.

Proposed central
government electoral boundary changes in west Auckland

Resolution number WTK/2013/255
MOVED by Chairperson S Coney,
seconded by Member SR Tollestrup:
That the Waitakere Ranges Local Board:
a) Endorses its objection (tabled document) to
the 2013 Electorate Boundary Review proposals for changes to west
Auckland's electoral districts.
b)
Delegates authority to the Chair to approve the
final wording of the objection and to approve the wording of any counter
objection during that stage of the review in January 2014, (14 January -
29 January 2014).
c) Delegates authority to the Chair to
represent the local board at the public hearing of objections, or
to appoint an alternate member to do so.
