Purpose

1.       To acknowledge Reverend Judith Cooper and Mr. Wencelaus Anthony with regards to New Year Honors 2014 awarded.

Executive Summary

2.       Reverend Judith Anne COOPER, QSM

QSM (The Queen's Service Medal) - For services to Māori arts and the community

Reverend Judy Cooper is involved in the promotion and teaching of Māori arts and culture in Auckland.

Reverend Cooper was a foundation member of Te Kohanga Reo in West Auckland. She is an Executive member of the Roopu Kaumatua o Waipareira and is also a Life Member. She is a member of the Trust Board of Hoani Waititi Marae, where she also serves as Kaikaranga. She was a member of Te Taumata Runanga, the Māori standing committee of the former Waitakere City Council for 12 years. She has provided advice on Māori protocols to groups from a range of ethnic communities. She has been involved in teaching traditional Māori weaving to the younger generations. She is a member of Pacifica Mamas, a group of matriarchs from around the Pacific who exchange knowledge of traditional crafts. The group also spearheads the Waitakere Pacific Arts and Cultural Centre’s Pacifica Experience education programme. She has represented Māori arts and culture in such projects as the Pacifica Living Arts Festival, Project Twin Stream, Kids Art Festival and Pacifica HeARTbeat. Reverend Cooper has also been a Trustee of the Keep Waitakere Beautiful Trust.

3.       Mr Vailankanni Wenceslaus Melchoir ANTHONY, MNNZ

MNZM (Members of the Order) - For services to New Zealand-India relations

 

Mr Wenceslaus Anthony is the immediate past Chair of the India New Zealand Business Council (INZBC) and is currently Head of Government Relations.

Under Mr Anthony’s leadership new chapters of the INZBC have been established in Christchurch, Auckland and Wellington. He has organised business forums for INZBC, including a forum to mark the opening of the New Zealand Consul General office in Mumbai, and has helped forge business relationships with such organisations as the Federation of Indian Chambers of Commerce and Industry and the Confederation of Indian Industry. In 2012 he was appointed as Director of the New Zealand Board of the Bank of Baroda, India’s second largest private bank. He was appointed to the Advisory Board of the New Zealand India Research Institute at Victoria University of Wellington. He is Chair of the Mother Teresa Inter Faith Committee, the founding Director of Conquest Club, which fosters leadership skills in youth, and a member of the Board of Catholic Caring Foundation, which provides support for families in Auckland, Northland and Coromandel. Mr Anthony has also served as Director of the Lions Club of Point Chevalier.

Recommendation/s

That the Henderson-Massey Local Board:

a)      Recognises and congratulates Reverend Judy Cooper, QSM and Mr. Wenceslaus Anthony, MNZM with regards to the New Years Honors 2014 they each been awarded.

b)      Acknowledge the ongoing work that Reverend Judy Cooper, QSM and Mr. Wencelaus Anthony, MNZM have undertaken in our community.

8.1       Auckland Regional Migrant Services (ARMS)

Purpose

To update the Henderson-Massey Local board members on the changes of direction and funding within Auckland Regional Migrant Services (ARMS).

Executive Summary

The ARMS Trust is a regional specialist organisation set up to support new migrants and service providers working with migrant and refugee communities in Auckland. 

 

Recommendation/s

That the Henderson-Massey Local Board:

a)      Receives the presentation from the Auckland Regional Migrant Services.

9          Public Forum (This item will be taken straight after the item 8)

 

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10        Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”
