That the Rural Advisory Panel:

a)         accept the apologies from Marie Appleton, Wendy Clark, Bill Millar, Geoff Smith, Helen Moodie and Glenn Wilcox for absence.

            There were no minutes for confirmation.

Welcome and introduction

 

Cr Bill Cashmore spoke of the challenges for this term, the opportunities in north, south and west.  Panel members introduced themselves.

Additional items for consideration, not on the agenda

 

A request was made for discussion on the process for setting limits under the National Policy Statement and what sort of engagement would be carried out with communities.

The role of the Rural Advisory Panel and the aspirations for the next three years

 

Resolution number RUR/2014/2

MOVED by Member WB Cashmore, seconded by Member TP Grace:  

That the Rural Advisory Panel:

a)      adopt the Terms of Reference as attached to the agenda.

Role of staff and relationship with the Panel

 

It was agreed that staff will generally provide presentations or brief reports on topics in order to obtain feedback from members of the Panel.

 

Panel members may direct any questions or concerns about council activities to Warren Maclennan or Cr Bill Cashmore.

Key topics

 

PowerPoint presentations were provided. A copy of the presentations has been placed on the official copy of the minutes and is available on the Auckland Council website as an attachment to the minutes.

 

 

The Rural Advisory Panel was requested to provide feedback to the Auckland Submission on the National Policy Statement on Freshwater Management before the council finalised its submission.

Environmental Awards

 

The Chair requested that the Balance Farm Awards be discussed at the next Rural Advisory Panel meeting and panel members be briefed on the process and cost.

Proposed Auckland Unitary Plan

 

Members were reminded that submissions close on 28 February 2014.

 

It was noted that the Proposed Auckland Unitary Plan Hearings Panel has been confirmed:

Rural Industry Group

 

Panel members to advise on how they see this group working in this term.

 

All suggestions to be emailed to Cr Bill Cashmore.  The matter is to be discussed at the March meeting.

Appointment of Deputy Chairs (North and South)

That the Rural Advisory Panel:

a)      appoint Thomas Grace as the Rural Advisory Panel Deputy Chair (North)

b)        appoint Alan Cole as the Rural Advisory Panel Deputy Chair (South)

General Business

 

A discussion took place on how Rural Advisory Panel could assist with community engagement on the National Policy Statement on Freshwater Management.
