Purpose
1. To approve the submission of a proposal to the Auckland Development Committee for a change to the area plan programme to include a spatial development framework for the Great South Road corridor and centres.
Executive Summary
2. The Auckland Development Committee is currently reviewing the area plan programme. The committee will be holding a workshop in February to consider current planning initiatives and the prioritisation and timing of plans in order to make most effective use of resources.
3. Area plans help to implement the directions and outcomes of the Auckland Plan at a local level. They are spatial plans which facilitate place shaping with local communities. The area planning process entails collaborative working across council, CCOs and external stakeholders, resulting in an agreed set of actions for cross-agency delivery. Originally the Papakura Area Plan was not programmed for commencement until 2014/2015 and the Manurewa Area Plan not until 2015/2016. These timescales have since slipped due to the resourcing of the unitary plan preparation and ongoing district plan change work.
4. It is proposed that the revised area plan programme should incorporate a focused plan which provides a spatial development framework for the Great South Road corridor and centres (both existing and emerging); entailing joint working across Manurewa and Papakura local boards and led at officer level by the Area Planning South teams. This would be a more effective and constructive use of resources than preparing two separate board area-wide plans at this point in time. This joint plan should be programmed for commencement in 2014/2015 as it deals with complex issues that must be addressed in order to secure the sustainable growth of the Manurewa and Papakura board areas.
5. A proposal for the preparation of a Great South Road corridor and town centres spatial development framework is outlined at Attachment A to this report.
That the Papakura Local Board: a) Recommends to the Auckland Development Committee that it consider a change to the area plan programme for the Manurewa and Papakura Local Board areas that includes a proposal for a spatial development framework for the Great South Road corridor and town centres (both existing and emerging) as outlined in attachment A to this report. b) Recommends that the plan outlined at attachment A to this report be programmed for commencement in the 2014/2015 financial year.

Area Plan Programme – Manurewa and Papakura
Proposal for a spatial development framework for the Great South Road corridor and centres
The Auckland Plan identifies the southern sub region for substantial growth in the period to 2040 and the Southern Initiative area for “coordinated investment and actions to bring about transformational social, economic and physical change.” Future urban form will comprise “a network of centres connected by transport corridors” and metropolitan centres will serve sub regional catchments. Papakura metropolitan centre will service an expanded urban area - now identified as Future Urban Zone in the proposed Unitary Plan. Manurewa town centre will serve a more localised area but still one subject to significant change and intensification. Takanini is identified as an “emergent centre”. All three centres are connected by an identified Rapid Transit Network and closely relate to the strategic road network (SH1).

This would be a more effective and constructive use of resources than preparing two separate board area-wide plans at this point in time.
Issues to address in the planning process include:
· revitalisation of Manurewa town centre
· repositioning and regeneration of Papakura if it is to make the step change to a sub regional/metropolitan centre
· improvement of junctions on the strategic road network and the creation of better east-west linkages
· enhancement of the rapid transit network
· appropriateness of the current industrial zoning along the Great South Road.
Opportunities include:
· the commercial success of Takanini emergent centre (albeit currently at cost to the vitality of the metropolitan centre)
· significant housing and population growth planned at Takanini and Hingaia
· ongoing investment in the public transport network.
Additionally, the development of Manukau Golf Course for housing will increase the local population and patronage of the Te Mahia rail station, which will present opportunities to re-zone and redevelop the car lot dominated area around the station. The Great South Road corridor has unique issues and opportunities which require a joined up approach including planning, economic development, urban design, transport, public service providers and non-governmental organisations. Planning for the area will require looking at the functional relationships between centres and how these could be developed into a complementary network of thriving hubs to serve the expanded population. Early commencement of a plan focused on this area is vital if the southern growth area is to be sustainable and form an integrated extension to the compact city of Auckland.
Manurewa and Papakura Local Boards and the Ward Councillors fully support this targeted approach to place shaping and spatial planning for the ward. A range of area plan and master planning work has been undertaken across the other four southern local board areas recently but nothing has been resourced within the ward and this deficit should therefore be addressed in the first year of the revised area plan programme.
The two local boards have small budgets that could be utilised to pump prime this work in the current financial year. Work can begin immediately on scoping the plan and defining the area to be covered on the ground. Although the initial scoping work could be undertaken by external consultants, this would still require input from the area planning south teams.
In summary, it is felt that transformational social, economic and physical change in the ward will only be achieved through organisation wide commitment and the allocation of officer time across council and CCOs to a spatial development framework.
