4 Confirmation of Minutes

7 Ward Councillor’s Update
The ward Councillor was given an opportunity to update the board on issues affecting the board since the last meeting.
Councillor Clow reminded board members of the upcoming Annual Plan, long term plan and he also encouraged the Whau Local Board members to work together on the Avondale Plan.

Resolution number WH/2014/3 MOVED by Chairperson CM Farmer, seconded by Member R Manukia-Schaumkel: That the Whau Local Board a) Receives the presentation from Living Wage Aotearoa. b) Requests officers to investigate opportunities for funding support for the free event organised by Living Wage Aotearoa.

9 Public Forum
The Chairperson called for public forum submissions.

Lisa Truttman from Avondale-Waterview Historical Society Lisa Truttman spoke on the activities of the Avondale-Waterview Historical Society in the Whau area. The board thanked Ms. Truttman for her efforts on the Avondale-Waterview Historical Society. |

Toa Greening Mr. Greening spoke to the board on the use of micro cars as an alternative to solving traffic congestion on Auckland roads. |

Leva from Sisterhood and Kelston Community Hub Spoke to the board on her passion for Kelston youths and the importance of having a Youth zone in the Kelston area to create a safe meeting space for youths in the area. |
9.4 |
Mihi Angell from Kelston Community Hub Expressed her appreciation to the Whau Local Board on behalf of the Kelston Community Hub for the board’s financial support last year. |

Resolution number WH/2014/6 MOVED by Member DQ Battersby, seconded by Member A Chand: That the Whau Local Board: a) Considers the request of new funding of approximately $90,591 annually from the Titirangi Community Arts Council to enable it to continue with a gallery presence in New Lynn at its current site in Totara Street. b)Thanks the Titirangi Community Arts Council for their application however at this time, the board is unable to assist with their application.

Resolution number WH/2014/7 MOVED by Member DQ Battersby, seconded by Member A Chand: That the Whau Local Board: a. Approves the Harmel Reserve on Harmel Road as the site for the 2014 Trees For Babies planting programme to be undertaken. b. Nominates member Ami Chand from the Whau Local Board to speak at the 2014 ‘Trees For Babies’ event. c. Confirms a further $6,400.00 in funding for this programme for the 2013/2014 financial year and that it be found within the existing Parks budget. |

Resolution number WH/2014/10 MOVED by Member R Manukia-Schaumkel, seconded by Member D Macdonald: That the Whau Local Board: a) approves the surrender of The Scout Association of New Zealand lease dated 16 July 1998; b) approves granting a new lease to The Scout Association of New Zealand for part of Brains Park, 20 Albert Road, Kelston (Attachment A) subject to the following terms and conditions: i) Term – 10 years commencing 19 February 2014 with one 10-year right of renewal; ii) Rent - $1.00 plus GST per annum if requested; iii) The Scout Association of New Zealand Community Outcomes Plan as approved be attached to the lease document (Attachment B); c) Approves all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

Resolution number WH/2014/11 MOVED by Member D Macdonald, seconded by Member A Chand: That the Whau Local Board a) approves granting a new lease to Blockhouse Bay Bowls Incorporated for part of Blockhouse Bay Recreation Reserve, 31-35 Terry Street, Blockhouse Bay (Attachment A) subject to the following terms and conditions: i) Term – 10 years commencing 1 September 2012 with one 10-year right of renewal; ii) Rent - $1.00 plus GST per annum if requested; iii) Blockhouse Bay Bowls Incorporated Community Outcomes Plan as approved be attached to the lease document (Attachment B) b) Approves all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

Resolution number WH/2014/13 MOVED by Member D Macdonald, seconded by Member SPT Matafai: That the Whau Local Board approves: a) The classifying of Brains Park being Lot 1 on Deposited Plan 45106 as a recreation reserve pursuant to Section 16 (1) of the Reserves Act 1977. b) The granting of a new lease to West Auckland Association Football and Sports Club Incorporated for part of Brains Park, 35 Vanguard Road, Kelston (Attachment A) subject to the following terms and conditions: i) Term – 10 years commencing 1 July 2013 with two 10-year rights of renewal; ii) Rent - $1.00 plus GST per annum if requested; iii) West Auckland Association Football and Sports Club Incorporated Community Outcomes Plan as approved be attached to the lease document (Attachment B); c) All other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

Proposed Auckland Unitary Plan submission - local board input |

Resolution number WH/2014/14 MOVED by Member R Manukia-Schaumkel, seconded by Member SPT Matafai: That the Whau Local Board: a) Confirms the following as its written input to the Auckland Council submission on the PAUP “The Whau Local Board generally supports the Proposed Unitary Plan. The Board has previously submitted to the Unitary Plan and the Board notes that many of its inputs have been incorporated. In particular the Boards supports the Proposed Auckland Unitary Plan supporting: · future Avondale town centre development that enables opportunities to develop a stronger town centre focus, supports quality intensified housing development, creates a more walk-able inter-connected town centre and explores opportunities to incorporate larger retail development that supports a traditional main street town centre like Avondale. · good urban and building design to deliver high quality urban design and building form to achieve the “live-able city” the region desires. The Board notes that a number of significant heritage sites in the Board area have not been previously included and supports the following sites being considered for protection: 160 New Windsor
Road (Astley House) · 1798 Great North Road, · 6 Roberton Road, · 17 Powell Street · 3161 Great North Road, New Lynn. · Lynmall Sign Tower – Great North Road The Whau Local Board notes the Proposed Auckland Unitary Plan’s response to the Transpower Transmission Lines and supports the petitioning of Central Government to underground the lines crossing urban areas utilising the dividends that Transpower pays to the Crown and the motorway corridors. The removal of the overhead lines and towers would improve the local and regional amenity, release valuable land for improvement and intensification and respond to community health concerns. The Board notes the Proposed Auckland Unitary Plan’s current approach to community facilities, for example churches in light industrial areas (a discretionary activity) and heavy (a non-complying activity) and proposes a change to give effect that community facilities, for example churches in light industrial areas be a complying activity and a discretionary activity in heavy industrial areas in the proposed unitary plan.” b) Requests that officers seek confirmation from the chair of the hearings panel that local boards will have the opportunity to speak to the panel about issues relevant to the local board area. c) Delegates to the chairperson the authority to clarify the content of this input and any other matters requested by the governing body and / or the independent Hearings Panel.

Resolution number WH/2014/17 MOVED by Member R Manukia-Schaumkel, seconded by Member D Macdonald: That the Whau Local Board: a) Recommends to the Regulatory and Bylaw Committee that the Auckland City Council Hazardous Substances Bylaw 2008 not be confirmed, amended or revoked so that on 31 October 2015 the bylaw is revoked by section 63 of the Local Government (Auckland Transitional Provisions) Act 2010. |
