The Chairperson opened the meeting and welcomed those present.

3          Declaration of Interest

 

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

 

At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

Jim Sinclair (Chairperson, CAB Waitakere Board) addressed the Waitākere Ranges Local Board on the activities of CAB Waitākere in the Waitākere Ranges Local board area and introduce Kim Faifua, Manager for Glen Eden CAB office.

ii)      Approves all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

New community lease to The Scout Association of New Zealand, 209-211 Atkinson Road, Titirangi

 

Resolution number WTK/2014/15

MOVED by Member GB Presland, seconded by Member NR Henderson:  

That the Waitākere Ranges Local Board:

a)      Approves granting a new lease under Section 73 (3) of the Reserves Act 1977 to The Scout Association of New Zealand for part of Bishop Park, 209-211 Atkinson Road, Titirangi being Part Allotment 46 Parish of Wikomiti and contained in NA778/154 (Part-Cancelled) (Attachment A) subject to the following terms and conditions:

i)       Term – 10 years commencing 1 June 2011 with one 10-year right of renewal;

ii)      Rent - $1.00 plus GST per annum if requested;

iii)     The public notification of the new lease and that it will meet the costs associated with the public notification, estimated at approximately $500.00;

iv)     Council staff will consider and initiate if required a process to reclassify of the footprint of the scout building from recreation reserve to local purpose (community buildings) reserve in accordance with the Reserves Act 1977;

v)      The Scout Association of New Zealand Community Outcomes Plan as approved be attached to the lease document (Attachment B);

vi)     Auckland Council has adopted a Smoke-Free Policy to apply on Council land, which Policy The Scout Association of New Zealand is obliged to abide by during the Term.  The Scout Association of New Zealand will use its best endeavours to ensure its members, employees, invitees, contractors and agents abide by the Policy;

That the Waitākere Ranges Local Board:

a)      Approves a Deed of Lease for Additional Space to The Auckland Playcentres Association Incorporated located on part of Laingholm Hall Reserve, 69 Victory Road, Laingholm (Attachment B) subject to the following terms and conditions:

            i)          Term – 10 years commencing 1 December 2011

Local Board member attendance at the Dune Restoration Annual Conference 2014

 

Resolution number WTK/2014/17

MOVED by Chairperson S Coney, seconded by Member SR Tollestrup:  

That the Waitākere Ranges Local Board:

a)         Endorses member Saffron Toms to attend the Dune Restoration annual conference in March 2014.

b)         Approves the payment of registration fees of $280.00 from it’s local board professional development allocation.

c)         Agrees that accommodation and travel expenses for attending the Dune Restoration annual conference be provided for in line with Auckland Council's Elected Members' Expense Rules.

d)         Requests that following the conference Local Board member Saffron Toms provide a written report on the conference and lead a workshop discussion with Waitakere Ranges Local Board members to share learnings and insights.

16        Consideration of Extraordinary Items

16.1

Proposed Auckland Unitary Plan Submission – local board input

 

Secretarial Note:         A report “Proposed Auckland Unitary Plan Submission – local board input” was tabled at the meeting. A copy of which has been placed on the file copy of minutes and can be viewed at the Auckland Council website.

 

Resolution number WTK/2014/18

MOVED by Chairperson S Coney, seconded by Member GB Presland:  

That the Waitākere Ranges Local Board:

a)      Approves Attachment A as the board’s written input to the Auckland Council submission on the Proposed Auckland Unitary Plan;

b)      Requests that officers seek confirmation from the chair of the hearings panel that local boards will have the opportunity to speak to the panel about issues relevant to the local board area.

c)      Delegates to the chairperson the authority to clarify the content of this input and any other matters requested by the governing body and / or the independent Hearings Panel.
