NZTA Funding Assistance Rates Consultation

Purpose

1.       To seek feedback from the Hibiscus and Bays Local Board on the New Zealand Transport Agency’s Funding Assistance Rate Framework options for setting funding assistance rates.

Executive Summary

2.       The New Zealand Transport Agency (NZTA) is carrying out a major two-stage review of Funding Assistance Rates (FARs). FARS are the proportion of funding assistance that NZTA provides to transport activities and projects and are set at a regional level.

3.       NZTA has adopted a framework for setting FARs for different local authorities based on “ability to pay” and is consulting on five different metrics that could be used to measure FARs within this framework.

4.       There has been an extension to the submission deadline to 25 March 2014 which now provides an opportunity for local boards to submit if they wish. 

5.       Auckland Council’s was presented to the Finance and Performance Committee on 20 February 2014 where minor changes were requested.  

Recommendation/s

That the Hibiscus and Bays Local Board:

a)      delegate the authority to members Cooper and Fitzgerald to finalise a submission on behalf of the local board.
