6 Acknowledgements
Purpose To acknowledge Liam Stone, Elizabeth Cui and Nathan Brown, residents of Henderson-Massey Local Board for their outstanding achievements in sports. Executive Summary Liam Stone and Lizzie Cui both qualified for the World Junior Championships in Adelaide in 2012. The best 14 - 18 year olds in the world attend this competition and there were 6 2012 Olympians there. Liam and Lizzie represented NZ very well; Lizzie Cui placed 13th and 14th in her events and Liam 24th in his events. Both divers had over 30 divers in their events to compete against.
In Dec of 2012 Liam attended his first AUS Open Championships. This was the first step in his development as a senior diver.
In 2013, 5 Auckland divers attended the AUS Junior Elites in Brisbane. Liam, Lizzie and Nathan Brown came back with medals in individual events. This was a very good showing for New Zealand.
Continuing on this trend, at the AUS Opens in 2014, Liam achieved Bronze in Men's 1 Metre springboard, behind AUS Matthew Mitcham (2008 Olympics - 10 metre gold) and Kevin Chavez (World Championships bronze medalist). His placing also earned him New Zealand's first spot for diving on the 2014 Commonwealth Games team. Liam is now working hard to qualify for the Games on 3m springboard individual and synchro events.
Liam & Lizzie have both qualified for the World Junior Championships in Penza, Russia in September of this year. Nathan Brown, a member of the Variety Club has proven he's on the track to qualify for World Juniors as he moves up an age group into 14-15years. Nathan qualified in 2013 by score in an age-group below the 14-15 age-group. Now all he needs to do is prove that he can achieve this again this year and 3 of our divers will be off to represent New Zealand at this prestigious event.
The divers train 20+ hours/week in order to be able to compete with the best in the world (they train upwards of 25-30 hours/week).

Recommendation/s That the Henderson-Massey Local Board: a) Recognises and congratulates Liam Stone, Elizabeth Cui and Nathan Brown with regards to the success they each have achieved in the diving sport. b) Thanks the Auckland Diving Community Trust for their input into the successes of Liam Stone, Elizabeth Cui, Nathan Brown and our community.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Recommendation/s That the Henderson-Massey Local Board: a) Calls on Auckland Council to implement a Living Wage as a minimum for all its employees, alongside a phased introduction of a Living Wage as a minimum for all contracted workers (as tenders are sought) for services delivered on a regular and on-going basis to Auckland Council. |
Background
Living Wage Aotearoa, at a presentation to the Henderson-Massey Local Board on 30 January 2014 (attachment A), requested that the board support that Auckland Council implement the Living Wage for its employees and contracted workers for services delivered on a regular and on-going basis to Auckland Council.

Hearing dates for the Henderson-Massey Local Board hearings for the Annual Plan 2014/2015

Purpose
1. To approve the Henderson-Massey Local Board hearing dates for the Annual Plan 2014/2015.
Executive Summary
2. The Local Government Act 2002 and the Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure to adopt the Annual Plan, and to ensure any person submitting on the Annual Plan is given reasonable opportunity to be heard.
3. The Governing Body agreed the approach to submissions and hearings at its meeting on 19 December 2013. It was agreed that local hearings use the traditional style hearings process, with a forum option being assessed if a local board has a large volume of submissions. The Governing Body also agreed that submissions containing both regional and local content will default to the local hearings panel to be heard.
4. The Henderson-Massey Local Board needs to approve the dates for the local hearings and deliberations.
That the Henderson-Massey Local Board: a) Approves that the Henderson-Massey Local Board Annual Plan hearings take place on Tuesday, 25 March 2014 at 3:00 pm in the Council Chambers, 6 Henderson Valley Road, Henderson with an overflow date of Wednesday, 26 March 2014 at 3:00 pm. b) Approves that the Henderson-Massey Local Annual Plan deliberations take place on Tuesday 17 April 2014 at 3.30 pm in the Council Chambers, 6 Henderson Valley Road, Henderson. c) Approves that the Henderson-Massey Local Board adopts its Local Board Agreement at a meeting held on Tuesday, 19 June 2014 at 3.30 pm in the Council Chambers, 6 Henderson Valley Road, Henderson |
Discussion
5. The Local Government Act 2002 and the Local Government (Auckland Council) Act 2009 requires Council to use the special consultative procedure to adopt the Annual Plan, and to ensure any person submitting on the Annual Plan is given reasonable opportunity to be heard.
6. The Local Government (Auckland Council) Act 2009 also requires each local board to complete a local board agreement with the governing body, for each financial year. The Annual Plan must include the local board agreement for each board.
7. The Governing Body agreed the approach to submissions and hearings at its meeting on 19 December 2013. It was resolved as follows:
That the Governing Body agree:
a) that annual plan local hearings follow the traditional style hearing process, with the forum option to be assessed for Local Boards that have large volumes of submissions.
b) that regional hearings predominantly use forum style hearings with very limited and tight criteria for selecting key stakeholders who will be heard in traditional style.
c) that forum style regional hearings are divided into days which are allocated to business, community groups and individuals, with the individual hearing possibly having some topic-based tables.
d) that the regional hearings panel divide into panels should the number of key stakeholders become too great for all to be heard in the time allowed for traditional regional hearings, thereby allowing more key stakeholders to be heard in the timeframe available.
e) that submissions containing both regional and local content will default to the local hearings panel to be heard, noting that if a significant volume of regional submissions are received, they may also be allocated to local hearings.
f) that the ward councillor(s) be part of the local hearings panel, with other councillors scheduled where appropriate to ensure a minimum of two councillors are present at each local hearing to hear regional issues. Other councillors will attend voluntarily as schedules allow.
g) that the following reporting requirements be approved:
i) One regional hearing report and 21 local board hearing reports be prepared covering statistics on submissions received locally and regionally, with a brief high-level analysis of key themes and topics.
ii) Analysis of submissions be provided for one regional deliberation report to the Budget Committee, and 21 local board deliberation reports to the relevant local boards.
h) that subject matter expert comments are captured for inclusion in deliberation reports if requested from the hearings process.
i) that response letters be provided as follows:
i) Key stakeholders are provided with a customised response letter signed by the Chair of the Budget Committee.
ii) Other regional submitters are provided with a generic response letter, which includes key issues and decisions.
iii) Local boards will prepare their own responses to local submitters, via Local Board Services, with support from subject matter experts where required.
j) that the Chair of each hearings panel decide on whether late submissions can be heard.
k) that the Deputy Chair of the Budget Committee be delegated to work with officers to make further decisions on the operation of the hearings.

8. The Henderson-Massey Local Board needs to approve the dates for the local hearings, deliberations and adoption of the Local Board Agreement.
9. It is proposed that the local Annual Plan hearing, to hear the submissions for the Henderson-Massey Local Board area are scheduled as follows:
· Tuesday, 25 March 2014 - Initial hearing date, commencing at 3.00 pm
· Wednesday, 26 March 2014- overflow hearing day (depending on the number of submitters wishing to be heard), commencing at 3.00 pm.
· Tuesday 17 April 2014 - deliberations meeting, commencing at 3.30 pm.
10. The hearing days will be treated as one meeting with one agenda. The deliberations meeting will be an ordinary meeting.
11. The adoption of the Local Board Agreement will be held on Tuesday, 19 June 2014 at 3.30 pm.

12. Local Board views will inform decision-making on this report. Local Board Services will also further discuss the hearings options once the volume of local submissions is known.
Maori Impact Statement
13. A submission form is available in Te Reo Maori. Translators will be available for submissions received in Te Reo Maori, or where a submitter wishes to speak Te Reo Maori at a hearing.
Implementation Issues
14. Local Board Services will manage the local hearings process. No particular implementation issues are anticipated.

CITIZEN’S ADVICE BUREAUX UPDATE
Presenter: Jim Sinclair, Chairperson CAB Waitakere Board
The CAB Waitakere Board
This Board is the governance body for the West Auckland cluster of Citizen’s Advice Bureaux and has an Administration Office at Glen Eden. We are responsible for five Branches at the following locations:
· Massey
· Henderson
· Glen Eden
· New Lynn
· Avondale
CAB Henderson Update (Manager – Heather Hahn)
Our office hours are Monday – Friday 9.00am to 4.30pm.
In the year ending 2013 the Branch received 16149 client inquiries making it the second busiest in New Zealand.
Of these, 25% were complex cases requiring intensive use of resources, advocacy and interview time.
In addition to the core free service of professional and confidential advice and information, the Branch currently offers the following, additional, free services to clients representing a diverse range of socio-economic, ethnic and age groups.
- JP clinics, five mornings per week, 10.00am – 12 noon.
- Problem gambling counselling, Mondays and Thursdays.
- Budget clinics, four days per week, Tuesday – Friday.
- Counselling clinic, Friday afternoons.
- Legal clinic, Wednesday, 1.00pm – 2.00pm.
Trends in the last six months
Relationship issues and budgeting are statistically the most sort after issues clients have been seeking advice about for the period 1/7/2013 – 31/12/2013.
· With the removal of the Family Court Coordinator from the local Waitakere District Court into Auckland City, it would appear the Bureau is becoming the first port of call for clients seeking advice on separation and access/custody issues. As these issues are often complex and emotional, it quite often involves a lot of time spent with a volunteer, who is not only providing clients with options, but also a listening ear.
· WINZ policy requiring client to seek budgeting advice prior to having advances approved has increased the demand for budgeting services. These clients often come in wanting to see a budgeter immediately, often in a highly stressed state.
· Both the Budgeting service and the JPs have reported an increase in the number of clients applying for hardship to withdraw their Kiwisaver funds to meet their day-to-day living costs. There has also been a steady increase in the number of clients applying for NAP (No Asset Procedure) and Bankruptcy through the budgeting service. This demand has resulted the Bureau providing an extra clinic each week.
· Other highly sort after client inquiries include legal matters (JP, Court referred for limited licence applications, requests for legal information) citizenship and immigration queries, and rental housing – all reflecting our demographic and proximity to UNITEC, the District Court and WINZ.
· CAB Henderson, in particular, as well as other Branches in the West Auckland cluster, really appreciate the support and special relationship that has developed with the Waitakere Community Law Service, in the provision of advice and especially with the ongoing training of our volunteers.
CAB Massey Update (Manager – Barbara Guy)
Office hours Monday – Friday 9.00am to 4.30pm.
· Many Local Board members will know Barbara, who is our most experienced and longest serving Manager. She is well respected for her knowledge of things CAB and for some years has been a lead person in Massey Matters. She has an excellent understanding of the issues facing clients in the district.
· In addition to the core free service of professional and confidential advice and information, the Branch currently offers the following, additional, free services to clients representing a diverse range of socio-economic, ethnic and age groups.
- JP clinics, Monday – Friday 1.00pm – 3.00pm.
- Legal clinic, Wednesday noon –1.00pm.
- Budget clinics, Monday and Tuesday mornings.
- Counselling – negotiating with new counsellor.
Trends in the last six months
Relationship breakdown, budgeting and financial difficulties, accommodation and work related issues are the main causes of stress in the district.
· The issue that has clients seeking help from us in the greatest numbers is relationships. This generally involves a relationship breakdown, and all of the issues that flow from that – custody, and access etc.
· With less service available from the Family Court – we are often the first port of call. With the decrease in counselling funded by the Family Court we expect community-counselling services such as our own to be in even greater demand.
· The second largest category is Budgeting and Financial Difficulty. In part this has been brought about through changes in Work and Income policy – where clients need to have budgeting before they are eligible for further grants.
· The rich/poor divide is in evidence with many of our clients not having one full time job, but one or more part-time jobs. Or they are employed on an as need basis casually by employers. It is much harder for these clients to budget, as their income is uncertain.
· The third largest by numbers is Housing and rental Housing in particular. Rental Housing is in short supply. We have had clients who have lived in a house for over 5 years, only to have their landlord now want to realise their capital gain. Finding another rental is invariably considerably more expensive than their current situation. Many of our clients find the lack of security of tenure inherent in rental housing very stressful. For their children it can mean changes in schooling, with the increased risks associated. The cost of housing is adversely impacting upon our clients’ lives.
· The next on our list is conditions of work.
The future for CAB Massey
It is understood that work on the Westgate Civic Centre will commence very soon and CAB Massey is looking forward to being able to serve the community from new premises in the new library building in about 18 months.
As you know, considerable population growth has been planned for the district in the near future. It is important that these new premises have the accommodation to allow service to match the anticipated growth of client demand.
