The Relationship Manager chaired the meeting for Items 1 and 2.  Once elected the Chairperson chaired the meeting for Items 3, 4, 5, and 6.

1 Welcome

The Relationship Manager welcomed everyone to the meeting.

2	Election of Chairperson
	The Relationship Manager called for nominations for the position of Chairperson of the Howick Local Board Swimming Pool Fencing Exemptions Committee. Member Garry Boles nominated Member David Collings, seconded by Member John Spiller. Member David Collings was declared Chairperson.

Secretarial Note:  Member David Collings took the Chair from Item 3.

3	Election of Deputy Chairperson
	The Chair called for nominations for the position of Deputy Chairperson of the Howick Local Board Swimming Pool Fencing Exemptions Committee. Member John Spiller nominated Member Garry Boles, seconded by Member Jim Donald. Member Garry Boles was declared Deputy Chairperson.

Swimming Pool Fencing Exemption – Special Exemption (Section 6) Fencing of Swimming Pools Act 1987

Resolution number HWSP/2014/1 MOVED by Member JR Donald, seconded by Member DA Collings: That the Howick Local Board Swimming Pool Fencing Exemptions Committee: a)      Receives the report. b)      receives the applications by: i)       John & Grace Ng – 17Andrea Place, Sunnyhills ii)      Brenda White – 67 Santa Ana Drive, Dannemora iii)     Joshua and Andrea Mainwaring – 372 Redoubt Road, Totara Park c)      determines each application, by way of resolution, to: i)       grants the application for special exemption as sought, or ii)      grants the application subject to conditions, or iii)     declines the application for special exemption sought CARRIED

	The applicant Grace Ng attended the hearing in support of their application.
	Resolution number HWSP/2014/2 MOVED by Member G Boles, seconded by Member JR Spiller: a)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee receives the application for a special exemption under Section 6 of the Fencing of Swimming Pools Act 1987 by John & Grace Ng – 17 Andrea Place, Sunnyhills, Auckland. b)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee notes members were in attendance at a site visit which took place on Tuesday 25^th March 2014 at the applicant’s residence with Auckland Council Officer, Vanessa Leddra, also in attendance. c)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee DECLINES the application by John & Grace Ng – 17 Andrea Place, Sunnyhills, Auckland for special exemption under Section 6 of the Fencing of Swimming Pools Act 1987, as the granting of an exemption would significantly increase the danger to young children and the requirements of the Fencing Of Swimming Pools Act 1987 could be met by the completion of the proposed fence and the installation of a self-locking gate. CARRIED

Resolution number HWSP/2014/3 MOVED by Member G Boles, seconded by Member JR Spiller: a)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee receives the application for a special exemption under Section 6 of the Fencing of Swimming Pools Act 1987 by Brenda White – 67 Santa Anna Drive, Dannemora, Auckland. b)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee notes members were in attendance at a site visit which took place on Tuesday 25^th March 2014 at the applicant’s residence with Auckland Council Officer, Vanessa Leddra, also in attendance. c)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee DECLINES the application by Brenda White – 67 Santa Anna Drive, Dannemora, Auckland for special exemption under Section 6 of the Fencing of Swimming Pools Act 1987, as the granting of an exemption would significantly increase the danger to young children and the requirements of the Fencing Of Swimming Pools Act 1987, could be met by the installation of a fence with two self-locking gates. Resolution number HWSP/2014/4 MOVED by Member G Boles, seconded by Member JR Spiller: a)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee receives the application for a special exemption under Section 6 of the Fencing of Swimming Pools Act 1987 by Joshua and Andrea Mainwaring, 372 Redoubt Road, Totara Park, Auckland. b)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee notes members were in attendance at a site visit which took place on Tuesday 25^th March 2014 at the applicant’s residence with Auckland Council Officer, Vanessa Leddra, also in attendance. c)         That the Howick Local Board Swimming Pool Fencing Exemptions Committee DECLINES the application by Joshua and Andrea Mainwaring, 372 Redoubt Road, Totara Park, Auckland for special exemption under Section 6 of the Fencing of Swimming Pools Act 1987, as the granting of an exemption would significantly increase the danger to young children and the current situation does not meet the requirements of the Fencing Of Swimming Pools Act 1987. CARRIED
