Temporary Alcohol Ban for the Rolling Stones concert

Purpose

1.       The purpose of this report is to obtain approval from the Regulatory and Bylaws Committee for temporary alcohol controls in the external environs of Mount Smart Stadium (the venue) for the Rolling Stones concert from 6.00am on Saturday 5 April 2014 until 6.00am the following day (Sunday 6 April 2014).

 

Executive Summary

2.       A temporary alcohol control request was received from the New Zealand Police on 10 March 2014 for the streets surrounding the venue for the Rolling Stones concert. See attachment A.

3.       Temporary alcohol controls are a proven tool for managing anti-social behaviour and support safer events.  Staff recommend that this temporary alcohol control is approved.

 

 

Recommendation

That the Regulatory and Bylaws Committee pursuant to the Auckland City Council Bylaw Part 14 (Liquor Control in Public Places) 2004:

a)      approve a temporary alcohol ban, as requested by the New Zealand Police, for the Rolling Stones concert from 6.00am, Saturday 5 April 2014 until 6.00am, on the following day (Sunday 6 April 2014) to include:

 

Great South Road (between Station Road and Penrose Road), O’Rorke Road, Rockridge Road, Olive Road, Fairfax Avenue, Botha Road, Hugo Johnston Drive, South Park Place, Autumn Place, Maurice Road, Goodman Place, Henderson Place, Rockfield Road (between Station Road and Oranga Avenue) Bassant Avenue and Burrett Avenue.

 

Discussion

4.       The Regulatory and Bylaws Committee have the delegated authority to introduce a temporary liquor ban under the Auckland City Council Bylaw Part 14 (Liquor Control in Public Places) 2004.

 

5.       Temporary alcohol controls are a proven tool for managing anti-social behaviour and support safer events.  Alcohol bans in the external environs of major venues are designed to reduce the amount of alcohol consumed on the way to an event (commonly known as preloading) and form only part of the security response managed by the New Zealand Police, the council and event organisers.

 

6.       Temporary alcohol bans for special events can reduce the adverse impacts of events on local businesses and neighbourhoods by reducing levels of intoxication, litter (broken bottles) and other harms associated with alcohol consumption at in public places.

Local Board Views

7.       The Maungakiekie-Tāmaki Local Board support of the temporary alcohol controls as proposed has been received.

 

Maori Impact Statement

8.       The Māori Responsiveness Advisor for the New Zealand Police Central District supports the use of temporary alcohol controls as a preventative approach to managing alcohol harm at events. Additional tools and strategies are required to ensure a holistic approach to alcohol harm reduction and to educate rangatahi (youth) about responsible attitudes and behaviors around alcohol.

Implementation Issues

9.       The costs associated with implementing an alcohol ban are covered by the event organiser. These costs include temporary signage (in both English and Te Reo), and any other requirements of the New Zealand Police or the Maungakiekie-Tamaki Local Board
