1          Welcome

 

The Chairperson opened the meeting and welcomed those present.

That the Waitākere Ranges Local Board:

a)         Accepts an apology from member Saffron Toms for absence as she is representing the board in Dune Conference

3          Declaration of Interest

 

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

 

At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

The NZ Peace Foundation - Laurie Ross

 

Laurie Ross from the NZ Peace Foundation addressed the Waitākere Ranges Local Board and presented new Auckland Peace City Toolkit to the board; a copy of which has been placed on the file copy of minutes.

A document “City for Peace Declaration” was tabled; a copy of which has been placed on the file copy of minutes and can be viewed at the Auckland Council website.

Auckland Transport Update Report – Waitakere Ranges Local Board

 

Resolution number WTK/2014/23

MOVED by Member GB Presland, seconded by Deputy Chairperson DA Yates:  

That the Waitākere Ranges Local Board:

a)          Receives the Auckland Transport Update Report for March 2014.

b)          Supports the proposed speed limit on Candia Rd to extend the 50km/hr speed limit from Swanson Rd and the eastern part of Pooks Rd to encompass the entirety of North Candia Rd and the part of Candia Rd north of Coulter Rd.

c)          Supports the development of Brashier Circle as a shared zone as identified in the report.

Auckland Transport Quarterly Update to Local Boards (for the quarter - 1 October to 31 December 2013)

a)      Receives the Auckland Transport Quarterly Report.

Local Area Plan for Bethells Beach/Te Henga and the Waitakere River Valley

 

Resolution number WTK/2014/25

MOVED by Member NR Henderson, seconded by Member GB Presland:  

That the Waitākere Ranges Local Board:

a)      Approves the preparation of a Local Area Plan for Bethells Beach/Te Henga and the Waitākere River Valley.

b)      Requests that staff plan and implement a collaborative process of engagement during the preparation of the Local Area Plan with residents, ratepayers and businesses of Bethells Beach/Te Henga and the Waitākere River Valley, Te Kawerau Iwi Tribal Authority, Ngāti Whātua and local and external stakeholders.

c)      Requests that staff in the North West Planning Unit report monthly to the Waitākere Ranges Local Board on progress via the Waitakere Ranges Heritage Area portfolio holder and/or the Chair.

d)      Requests that staff report back to the Waitākere Ranges Local Board on the resources needed in 2014-15 to progress and finalise the Local Area Plan for Bethells Beach/Te Henga and the Waitākere River Valley.

Hearing dates for the Waitākere Ranges Local Board hearings for the Annual Plan 2014/2015

That the Waitākere Ranges Local Board:

a)      Approves the Waitākere Ranges Local Board Annual Plan hearings take place on Tuesday, 18 March 2014 at 2.00pm at the Waitākere Ranges Local Board office, 39 Glenmall Place, Glen Eden.

b)      Agrees that the Waitākere Ranges Local Annual Plan be approved at a meeting to take place on Thursday, 10 April 2014 at 6.30pm at the Waitākere Ranges Local Board office, 39 Glenmall Place, Glen Eden.

c)      Approves that the Waitākere Ranges Local Board adopts its Local Board Agreement at a meeting held on Thursday, 12 June 2014 at 6.30pm at the Waitākere Ranges Local Board office, 39 Glenmall Place, Glen Eden.

That the Waitākere Ranges Local Board:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
