The Chairperson opened the meeting and welcomed those present.

That the Waitākere Ranges Local Board:

a)         Accepts the apology from member Neil Henderson for lateness.

3          Declaration of Interest

 

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

 

At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

Auckland War Memorial Museum

 

Roy Clare - Director Museum, Ole Maiava - Museum’s Senior Outreach Programmer and Stacey Reed - Executive Administrator to the Director Auckland War Memorial Museum, made a presentation to the Waitakere Ranges Local Board. A copy of the presentation has been placed on the file copy of the minutes and can be viewed at Auckland Council website.

Trees For Babies Programme 2014

That the Waitākere Ranges Local Board:

a)      Approve the proposed Owen’s Green site for the 2014 Trees For Babies planting programme.

b)      Appoints member Denise Yates to represent the local board and speak at the 2014 event.

That the Waitākere Ranges Local Board:

c)      Provides a further $3,200 in funding for this programme for the 2013/14 financial year from the events budget.

a)      Nominates Local Board Members Steve Tollestrup and Greg Presland to attend the Business Improvement District Policy (2011) review workshops and represent the view of the local board.

Submission on the draft Auckland Transport Code of Practice

 

Resolution number WTK/2014/12

That the Waitākere Ranges Local Board:

a)      Delegates authority to Chair Sandra Coney, Transport Portfolio Holder Greg Presland, and Deputy Chair Denise Yates, to finalise and approve the submission on the draft Auckland Transport Code of Practice in consultation with other board members to be submitted by Monday 31 March 2014.

Psychoactive Substances Regulations - Submission for approval

That the Waitākere Ranges Local Board:

a)         Gives retrospective approval to attachment A, Submission on the psychoactive substances regulations, as its input to Auckland Council’s submission on the Ministry of Health’s Psychoactive Substances Regulations consultation document.

For Information: Governing Body Reports

 

Resolution number WTK/2014/14

MOVED by Chairperson S Coney, seconded by Member S Toms:  

That the Waitākere Ranges Local Board:

a)         Supports the actions being taken by the Environment, Climate Change and Natural Heritage Committee regarding Maui’s Dolphin Threat Management.

b)        Notes that the Waitakere Ranges Local Board has itself taken a number of actions aimed at protecting Maui’s dolphins and habitat, including:

i)          joining protests about deep sea oil drilling

ii)         submitting against the Petroleum Block Offer 14 that will grant exploration licenses off the West Coast

iii)       supporting the Auckland Council submission requesting notification of any applications for petroleum exploration on the West Coast

iv)       submitting against the TTR sand mining application off the Taranaki Bite because of the potential far reaching effects on marine life and impacts on Hectors and Maui’s dolphins,

v)         declining an event application for Thundercat racing on the West Coast

vi)       working with organisers of surfing events to ensure the minimum use of powercrafts

c)         Takes a deputation to the Environment, Climate Change and Natural Heritage Committee to outline the board’s actions and requesting a collaborative approach between Environment, Climate Change and Natural Heritage Committee and the Waitakere Ranges Local board on Maui’s dolphin threat management.

d)        Takes a leadership role in Maui’s dolphin education and advocacy, including working with surf life saving and surfing organisations on protection of Maui’s dolphins.

e)         Delegates authority to Chair Sandra Coney and Environment Portfolio Holder Saffron Toms to write to the Minister for Primary Industries to seek a reconsideration of ring netting in the Manukau Harbour entrance.
