Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

Waitemata Local Board Community Funding: Round 3 2013-2014

Purpose

1.       This report presents applications received under round three of the Waitemata Local Board 2013/2014 Community Funding Programme.  The Waitemata Local Board is required to fund, part fund or decline these applications.

Executive Summary

2.       For the 2013/2014 financial year the Waitemata Local Board set a total community funding budget of $100,000.00.

3.       Grants totaling $41,986.75 have been approved to date, leaving a balance of $58,013.25 remaining for two funding rounds (i.e. this round and a final fourth round).

4.       Fifteen applications were received in this round, with a total requested of $61,714.26.

 

Recommendations

That the Waitemata Local Board Grants Committee:

 

a)      Consider the applications listed in Table 1 and agrees to fund, part-fund or decline each application in this round.

Discussion

Community Funding structure     

5.       In March 2013, the Regional Development and Operations Committee (RDOC) resolved to continue the interim community funding approach for the 2013/2014 financial year (RDO/2013/32).

6.       Three community funding rounds have been held for Waitemata to date (inclusive of this round). The fourth round closes on 25 April 2014.

7.       Through the Local Board Community Grants Fund, the Waitemata Local Board aims to assist community groups in their activities, projects, programmes, initiatives and events that make a positive contribution within the local area.

8.       When reviewing applications, the local board should be guided by the following criteria (these are not eligibility criteria; rather they are guidelines to help the local board when considering the merits of each proposal):

·    The proposal’s alignment with Waitemata Local Board Plan priorities

·    Ensuring a range of community activities are supported at a local level

·    Providing seed funding to make things happen in community development

·    Achieving equitable distribution of funds across the board area

·    Encouraging community involvement and participation

·    The proposal’s alignment with the board’s priorities, such as

9.       With regard to criteria, the local board specifies that grants are to be a minimum of $500 and a maximum of $5000 (except in exceptional circumstances).  No grants are to be made retrospectively.

10.     This fund is allocated at the local board’s discretion. In accordance with its fiduciary duties, the local board is to act honestly, avoid conflicts of interest and act in what the local board believes to be the best interests of the community.

11.     The Waitemata Local Board set a Local Board Community Funding budget of $100,000 for the 2013/2014 financial year.

12.     Grants totaling $41,986.75 have been approved to date, which leaves a balance of $58,013.25 for this round and a fourth and final round which closes 25 April 2014.

13.     This is the first opportunity for the local board to consider this information.

Maori Impact Statement

14.     Community funding is a general programme of interest and accessible to a wide range of groups, including Maori. Maori are therefore likely to benefit alongside other groups in the community.

Funding advisor comment: Regional group, however project is to be carried out within the Waitemata local board area.  Project will ultimately assist local sports groups to save funds as well as be community leaders and educators regarding energy efficiency.  Website costs and 'fixed costs' (office rental) applied for are operational, however remainder of costs are eligible.  Recommend part-funding project minus website and 'fixed' costs.

Addresses increased risk of sexual violence through tailored prevention education and support within Alternative Education Centres and Teen Parent Units.  Funded by MSD in 2013, funding has ceased and Youthline is being requested to deliver the programme.

Funding advisor comment: Applying for what appear to be operational costs (staff, mileage, phone costs).  Not typically funded under this scheme.  The board may choose to fund at their discretion, given the need which the group meets through this activity.  Whilst the activity takes place in the Waitemata local board, there is a likelihood that the benefit would be spread across regions.  However the Community Group Assistance Fund would be unlikely to fund this application due to its operational nature, and the fund typically being oversubscribed.

Counselling". 35 hour course for people who have completed the "Personal Development" course. Second step to becoming a Youthline phone counsellor. Course offered across Auckland - this application is for courses within the Waitemata local board, offered at Youthline House in Grey Lynn.  Youthline phone calls are routed to the call centre nearest the caller, so Waitemata callers would receive help from local young people.

Funding advisor comment: Have requested further information re benefit to the Waitemata local board area.  Group have applied for salaries in the past which have been difficult to fund under this scheme.  This application is for facilitation costs for the specific workshops, and is eligible for funding.  Application gives clear information re benefit to Waitemata local board.  Recommend funding.  Note that 'full funding' of the request for $5,000 is still partial funding of the >$8,000 total delivery cost.

Second part is facilitated with young people in community and school settings.
