Adoption of Local Board Agreements for 2014/2015

Purpose
1. To provide an update on local board agreements as part of the process to adopt the Annual Plan 2014/2015.
Executive summary
2. The Annual Plan 2014/2015 must include a local board agreement for each local board.
3. Local board agreements reflect local board’s priorities, intended provision of local activities and capital and operating expenditure required to fund these activities. Local board agreements are prefaced by information about the local board, including a message from the Chair, and include appendices that identify a capital projects list and local board advocacy areas.
4. Local board business meetings were held between 9 – 19 June where all local boards adopted their content for the Annual Plan 2014/2015, including a local board agreement, capital projects list and advocacy areas.
That the Governing Body: a) note that: i) all local boards have adopted a local board agreement for 2014/2015 and agreed a capital projects list and set of advocacy areas for the Annual Plan 2014/2015. ii) 21 local board agreements and related content make up Volume 2 of the Annual Plan 2014/2015. |

5. The Annual Plan 2014/2015 must include a local board agreement for each local board.
6. Local board agreements reflect local board’s priorities, intended provision of local activities and capital and operating expenditure required to fund these activities. Local board agreements are prefaced by information about the local board, including a message from the Chair, and include appendices that identify a capital projects list and local board advocacy areas.
7. The local board advocacy areas are not part of the local board agreement, but will continue to be considered in future planning processes.
8. The local board agreements are included in Volume 2 of the Annual Plan 2014/2015.
9. Draft local board agreements formed part of the draft annual plan, which was released for public consultation in January 2014 using the special consultative procedure. Following consultation, local boards reviewed their priorities and budgets (with support from staff) and considered what changes, if any, were required to finalise their local board agreement for 2014/2015.
10. The Budget Committee met on 8 May 2014 to make final budget decisions for the Annual Plan 2014/2015 and, at this meeting, received an update on the status of local board budgets. Following this meeting, local board budgets have been updated to reflect:
· local board budget reprioritisation decisions made in April;
· the impact, if any, of decisions made by the Budget Committee on 8 May;
· any outstanding budget refresh adjustments and correction of any errors identified; and
· an updated allocation of central costs (including depreciation, interest, corporate overheads and staff costs).

Consideration
Local board views and implications
12. This report provides an update on the adoption by local boards of their local board agreements for 2014/2015 and any related issues.
Maori impact statement
13. The local board agreement is based on the local board plan and the Long-term Plan 2012-2022 (LTP) which have both been developed through engagement with the community, including mana whenua and Māori residents and rate payers.
14. In addition, local boards engage with mana whenua and Māori residents and rate payers on an ongoing basis. Through this engagement they aim to understand the key issues and priorities for their local area and to encourage Māori participation in council’s decision making processes.
15. The views presented by Māori submitters on the draft local board agreements were considered by local boards in the context of their local board plans, their continuing dialogue with Māori residents and rate payers and the further development of these relationships.
Implementation
16. Final local board agreements and related content will be published and distributed in July as Volume 2 of the Annual Plan 2014/2015. Individual local board agreements will also be publically available.
17. An internal debrief of the annual plan process is planned, which will include consideration of feedback on the local board agreement process.
