Purpose
1. The purpose of this report is to present the Community Development, Arts and Culture (CDAC) 2014 - 15 Henderson-Massey Local Board work programme for approval.
Executive summary
2. This report provides information to support local boards to make decisions required to approve the CDAC 2014 – 2015 work programme.
3. The draft CDAC work programme aims to provide a defined work programme of the 2014 – 2015 financial year. They cover the following areas:
· community development and safety
· arts and culture
· events
· community facilities
4. The CDAC work programme for the Henderson-Massey Local Board has been aligned to the following 2011 – 2013 Henderson-Massey Local Board Plan priorities:
· preparing for our population to grow
· building our community identity and pride
· strengthening our heartland
5. Local Boards are now being requested to approve the CDAC work programme 2014 – 2015.
That the Henderson-Massey Local Board: a) Approves the Community Development, Arts and Culture work programme 2014 – 2015 see Attachment A b) Approves the Community Lease workplan for 2014/2015 see Attachment B c) Approve 2014/2015 term grants for Massey Community House $37,429, McLaren Park Community Project $85,553, Ranui Community House $37,429, Sturges West Community House $37,429 Te Atatu Peninsula Community House $37,429 and Zeal Education Trust $156,004 d) Approves the recommended community and arts facilities capital and renewals work programme 2014/2015 as listed in attachment C and D and: i. delegates responsibility to specified member/s to approve any moderate changes to the budget, in the event that there is a variation to identified costs for this capital and renewals work programme ii. asks that council staff report on any reduction in project costs to enable a review of budget options.
e) Approves the renewal of the funding agreement with Massey Matters Inc. for a further year to the value of $206,247 f) approves the renewal of the funding agreement with Waitakere Workers Educational Association for a further year to the value of $27,672
g) Approves the following community arts organisation funding agreements (subject to the funding agreement being approved by the local board chair if required): i) Waitakere Arts and Culture Development Trust, $535,300.00 ii) Pacific Mamas Arts and Cultural Trust, $144,306.63 iii) Waitakere Central Community Arts Council, $45,670.05 |
Comments
6. This is the second year of development for the CDAC work programme for local boards. The work programmes for 2014 – 2015 have been developed using a co-ordinated departmental approach. Each CDAC unit has aligned their projects and initiatives to the Auckland Plan directives, the local board plan 2011 – 2013 and the local board draft annual plan priorities.
7. The CDAC work programmes align to the following 2011 – 2013 Local Board Plan priorities:
· preparing for our population to grow
· building our community identity and pride
· strengthening our heartland
CDAC recognises that new local board plan outcomes and the Long Term Plan 2015 – 2025 are currently being developed and these outcomes and priorities will be incorporated into the 2015 – 2016 CDAC work programmes.
The CDAC work programme 2014 – 2015 for the Henderson-Massey Local Board (see Attachment A: CDAC - work programme FY15 - Henderson-Massey Local Board) includes the following areas of activity:
· Community Development and Safety: These projects and programmes aim to deliver a range of social outcomes including capacity building, place-making, youth development, youth connections, local food and gardening initiatives, community funding, community-led development, graffiti vandalism prevention and safety advice, housing, inclusion and diversity and community economic development
· Arts and Culture: This includes the delivery of a range of programmes and centres including: community art programmes, public art installation and integration at the Ranui and Te Atatu Library, Southside Arts Festival and funding agreements with arts facilities (see Attachment D: Henderson-Massey Local Board proposed art facility renewals work programme)
· Events: This will deliver a range of community events including: ANZAC day, local event funding, local civic functions, and citizenship ceremonies
· Community Facilities: This includes the provision of community facilities, the marketing and promotion of community facilities, community leasing, providing an integrated booking system, renewals and levels of service, strengthening community led centres, individual community centre development, Glendene community facility hub, social housing and venue hire (see Attachment B and C).
8. The work programmes include scoped initiatives, the allocation of budgets and established timelines. Workshops have been conducted with local boards and CDAC staff on 3 June 2014 to ensure alignment with the local board priorities and they meet the needs of the local community.
9. Local Boards are requested to approve the CDAC work programme for 2014 – 15. CDAC staff will continue to work with relevant portfolio holders and the local board to ensure the delivery of these projects and their evaluation. Portfolio holders and the local board will also be consulted on the prioritisation of the community facilities renewal projects and community leases.
Consideration
Local board views and implications
10. The draft 2014 – 2015 work programme was considered by the local board at a workshop on 3 June 2014. The views expressed by local board members are reflected in Attachment A.
Maori impact statement
11. Improving Maori outcomes is a priority for the region. One of the Auckland Plan targets is to increase targeted support to Maori community development projects. The CDAC work programme deliverables aim to improve well-being among Maori living in the local board area. The focus of this CDAC work programme is to support Maori targeted initiatives.
Implementation
12. CDAC staff will continue to meet with portfolio holders to provide updates on the work programme and ensure it is progressed in a timely way. The CDAC work programme will be implemented within the annual plan 2014 – 2015 budget.

Proposal to alter list of election sign sites within the Henderson-Massey local board area

Purpose
1. This report seeks the views of the local board on a proposal to remove or alter some of the public place sites where election signs can be placed during the election period, based on safety and operational concerns arising from their use.
Executive summary
2. The Election Signs Bylaw 2013 controls the appearance of election signs to support the electoral process while maintaining public safety and amenity. One part of this is that signs may only be placed on private sites or on specified areas within public places. Restricting signs to suitable parts of public places helps maintain traffic safety for all users of our roads (including vehicles, cyclists, pedestrians and school children) and helps maintain the appearance of our parks and other public places.
3. The list of specified sites within public places is available on the Auckland Transport website as a series of maps for each local board area. There are 67 specified sites across the Henderson-Massey Local Board area that were available to be used during the 2013 election period.
4. A review has been undertaken of these sites based on their use during that election period and on three criteria (fair distribution; usability; safety). Based on that review, most sites functioned reasonably well, however it is recommended that changes should be made to 14 sites:
· eight sites should be removed from the list of specified sites;
· two sites should be made smaller (i.e. removed in part);
· four sites should have conditions added to ensure that nearby road safety markings must remain unobstructed.
5. Issues also arose at a further nine sites, and it is proposed that these sites are retained but monitored during the 2014 election period.
6. The view of the local board is being sought before any changes are made to the list of specified sites. If changes are made, it is proposed that these be made before the end of June 2014, to align with the September date for the general election. Further changes may be proposed for these or other sites after that election.
That the Henderson-Massey Local Board: a) Notes that the council and Auckland Transport staff have collated information on the practical operation of the specified election sign sites through the previous election period and reviewed these sites against criteria covering their distribution, usability and safety. b) Notes that this information and review have indicated that no changes are currently required to 53 of the 67 specified sites within the Henderson-Massey Local Board area. c) Notes that changes are proposed to the other 14 specified sites to better meet these criteria in future election periods, and that these changes are proposed to be made for the September 2014 general election. d) Provides its view in relation to the following eight sites, that are proposed to be deleted from the list of specified sites: i) Edmonton Road / School Road junction (W-HM10); ii) Great North Road / Norcross Road junction (W-HM17); iii) Moire Road / Widmore Drive junction (W-HM33); iv) Swanson Road / Waitemata Drive junction (W-HM43); v) Te Atatu Road (2) (W-HM45); vi) Don Buck Road (3) (W-HM60); vii) Simpson Road (W-HM66); viii) Triangle Road (3) (W-HM70). e) Provides its view in relation to the following two sites, that are proposed to be deleted in part: i) Don Buck Road / Glen Road / Woodside (W-HM9) - Delete part (Glenn Rd side); ii) Lincoln Road (W-HM25) - Delete part (southern end). f) Provides its view in relation to the following four sites, where conditions are proposed to be added to ensure that signs are clear of traffic safety signs: i) Glen Road (W-HM12); ii) Summerland Drive (1) (W-HM41); iii) Te Atatu Road / Gloria Avenue junction (W-HM47); iv) Universal Drive / Rathgar Road (W-HM50). g) Notes that the following further nine sites are proposed to be managed closely through the 2014 election period: i) Great North Road (W-HM16); ii) Henderson Valley Road (1) (W-HM20); iii) Hobsonville Road (W-HM23); iv) Luckens Road / Moire Road junction (W-HM26); v) Railside Avenue (W-HM36); vi) San Bernadino Drive (W-HM38); vii) Zita Maria Avenue (W-HM58); viii) Great North Road (W-HM61); ix) Taikata Road (W-HM68). h) Notes that further information will be collected on these and other sites through the 2014 election period and that further changes may be proposed in due course.

Comments
The Election Signs Bylaw 2013 and specified sites
7. The Election Signs Bylaw was adopted by Auckland Transport in 2013 and was in place for the 2013 local government election. It applies to both local government and central government elections.
8. The bylaw covers various matters that help provide for an orderly electoral process, public safety and public amenity. These include:
· the size of signs;
· restrictions on attachments to signs;
· that signs must be securely fixed to the ground (and not attached to parks assets, street furniture or trees);
· that signs must be outside the drip line of trees;
· that contact details must be provided on a sign;
· that the person responsible for a sign must attend to it, if it is damaged or becomes dangerous.
9. The bylaw also provides that election signs may only be placed on private sites, or within specified sites within public places.
10. The list of specified sites in public places adopted in 2013 was prepared based on legacy council practices, input from local boards and traffic safety considerations. There are 67 specified sites within the Henderson-Massey Local Board area. Maps of these sites are available from the Auckland Transport website. The reference numbers in this report (e.g. W-HM1) correspond to the numbering in those maps for the local board area.
11. Auckland Transport may make changes from time to time to the list of sites. Before Auckland Transport can designate (or make changes to) sites on local parks it must first obtain the approval of the relevant local board. Additionally, Auckland Transport must seek and take into account the views of local boards in relation to sites that are within the road reserve.
Review of practice for specified sites
12. Information was collected on how each of the specified sites across Auckland was used during the 2013 election. This included a visit to each site during the election period and an assessment on whether the signs at each location were causing a distraction, obstructing sight lines, creating an unsafe situation, attached to street furniture or causing other issues.
13. The above information has been considered together with criteria for specified sites, that they:
· collectively provide a fair and reasonable distributions of sites across Auckland (to support the electoral process);
· are each able to be properly used (eg. reasonable size, clear of trees and other items);
· are safe for all involved (e.g. traffic safety, safety of campaign staff and council staff).
· 14. Based on the above, of the 67 sites in the Henderson-Massey Local Board area, 53 sites do not currently present problems and may remain unchanged. Of the other 14 sites:
· eight sites are proposed to be deleted from the list of specified sites;
· parts of two sites are proposed to be deleted;
· four sites are proposed to have conditions added to ensure that signs do not obstruct the visibility of traffic safety signs.
15. Nine further sites are proposed to be managed closely during the 2014 election period. This may include marking the extent of each specified area on the ground.
16. Further details on each of these groups of sites are given in tables 1 to 4 below.

Extending opening hours for Ranui Library

Purpose
1. To seek approval from the Henderson-Massey Local Board to extend the Ranui Library opening hours on Saturdays.
Executive summary
2. Approval is sought to extend the Ranui Library opening hours from 9am -12noon to 10am – 4pm on Saturdays when the new building opens in October this year. This change will allow Ranui Library to have consistency in opening hours with other libraries in the region, while also enabling development of service offerings on the weekend that are not currently available to working families. No further FTE, on top of the current budgeted amount for the new building, will be required to extend these hours.

In the planning for the new library building in Ranui, funding for 2 extra FTE was included in the LTP to ensure the demands of a much larger building are covered to ensure quality and consistency of services, as well as enabling the enhancement of services for the community such as extended opening hours.

5. 2006 census data shows 15% of the Ranui catchment are of Maori descent. However early release of data from the 2013 census has shown an increase of the number of people identifying as Maori in the Henderson-Massey ward by 9.1%. Many Maori school children and their families use the library, and extending opening hours on Saturday will benefit working families who cannot visit during the week.

Purpose
1. This report seeks approval from the Henderson-Massey Local Board for proposed 2014/15 property renewal capital works for Libraries.
Executive summary
2. The property renewals programme is an annual capital works programme. The programme ensures that each Council facility can operate to the current level of service articulated in the relevant asset management plan.
The Henderson-Massey Local Board proposed property renewals programme for 2014/15 is detailed in this report as Attachment 1.
In the 2014/15 financial year, the Henderson-Massey Local Board’s budget for the Libraries property renewal programme is $101,495.
A list of all Libraries proposed property renewal projects for all Auckland Council Local Boards for 2014/2015 is provided for your information as Attachment 2.
That the Henderson-Massey Local Board: a) Receive the Henderson-Massey Local Board 2014/2015 Proposed Property Renewals report b) Approves the property renewals programme 2014/2015 for Libraries as listed in Attachment 1 c) Delegates responsibility to the Manager Assets Planning and Business – Libraries to approve any moderate changes to the budget, in the event that there is a variation to identified costs for its property renewals programme d) Allows for any project surplus to be held as contingency for other renewals projects included within this report for this board.

3. Investment in this property renewals programme will ensure that Council facilities remain valuable, well-maintained community assets that continue to meet user expectations. Not undertaking timely property renewals will have an undesirable impact on the customer experience and put asset performance at risk, and ultimately increase the cost to maintain the facility.
The property renewals programme is a planned and documented process comprising of seven project management framework phases. These phases are: data collection, feasibility, initiation, planning, execution & transition, closure, and benefits realisation. Local Board sign-off is within the third phase (initiation) of the Property Renewals Programme process.
The property renewals programme process ensures that the proposed work-lists (Attachment 1) have received extensive input and assessment from both property and activity officers.
Should a Local Board Member have any questions regarding any of the proposed renewals works, the Activity Representative is the person that should be contacted in the first instance. The Activity Representative will be happy to answer any questions you have or workshop the renewals list with you if you prefer.

Purpose
1. The purpose of this report is to seek approval from the Henderson-Massey Local Board for the expenditure of the remaining Local Board legacy Infrastructure Auckland Grants Funding for Project Twin Streams’ CAPEX of $675,046.91 for the 2014/15 financial year.
2. This represents the Henderson-Massey Local Board’s portion of total CAPEX funding of $1,145,072.78 for Project Twin Streams which is shared with the Waitakere Ranges Local Board.
Executive summary
3. Project Twin Streams (PTS) is a 10 year large-scale catchment based environmental restoration and stormwater management project funded by a legacy Infrastructure Auckland grant. This report seeks the board’s approval for the budget breakdown for the final year of funding via this grant.
4. PTS is delivered across two local boards, Henderson-Massey and Waitakere Ranges. Funding is split between the two local boards proportionate to the percentage of stream length within each local board area.
5. The project seeks to address the negative impacts associated with urban development to the Henderson Creek, Oratia, Opanuku, Swanson and Waikumete streams. It aims to improve stormwater quality, promote ecosystem rehabilitation and implement flood mitigation.
6. Implementation of Project Twin Streams activity is managed by two operational arms of council; Environmental Services (CAPEX) and Local Parks West (OPEX) in consultation with the Local Board. This report seeks the Board’s approval for the 2013/14 CAPEX expenditure of $675,046.91 as detailed in the comments section of this report.
7. A transitional plan for ongoing delivery of the PTS programme post 2014/15 is currently being developed in consultation with the Henderson-Massey and Waitakere local boards.
8. Approval of this expenditure will ensure that project work can continue on current project contracts which expire 30 June 2014.

9. Project Twin Steams is working to improve water quality in Waitakere streams by revegetating 56kms of stream banks with native trees and shrubs, and purchasing properties within the flood plain for removal.

Funding for the Henderson Massey local board area for 2014/15 is $677,936.40 of CAPEX. A contingency/underspend of $2,889.49 is forecast.

· Peninsula Primary School achieved 76.8% diversion from landfill at recent Jubilee Gala Zero Waste event. · The Waste Minimisation and Innovation Fund, small grants (applications less than $5,000), opened for applications on 19 March 2014. The fund was advertised through over 300 emails, a mail out to 474 to stakeholders and in approximately 15 suburban newspapers. Officers received 44 applications and are now working through the eligibility screening. The applications will be assessed over the next few weeks, and the final decisions will be notified to applicants by late June.

· The stormwater unit has worked closely with the Housing Project Office (HPO) to identify Special Housing Areas (SHA) for the recently announced Tranche 3 areas including developing stormwater management solutions and management plans for existing SHAs. · Development and delivery of a stormwater NCEA level two and three resource for secondary schools. This resource will allow youth to delve into stormwater issues and work towards sustainability. The resource was developed by council in partnership with schools and the community and it allows students to gain several achievement standards. It is available electronically on council’s website (search ‘secondary schools stormwater ncea’) and contains four editable assessment tasks or activities, including one NZQA approved task, a junior programme, and fun resources to support learning. · Stormwater capital projects for 2013/14 are progressing as per the final attachment to this report, or as previously reported. |

Adoption of Local Board Agreement 2014/2015

Purpose
1. This report seeks formal adoption of the Local Board Agreement 2014/2015 to form part of the Annual Plan 2014/2015.
Executive summary
2. For each financial year, the Auckland Council must have a local board agreement (as agreed between the Governing Body and the Local Board) for each local board area.
3. The local board agreement is largely based on year three of the Long-term Plan 2012-2022[1] (LTP) and reflects the priorities in the local board plan, shows intended provision of local activities, and the capital and operating expenditure required to fund these activities.
4. A draft local board agreement was agreed in December 2013 as part of the draft Annual Plan 2014/2015 and consulted on between late January to late February. The Local Board Agreement 2014/2015 has since been updated to reflect:
a) budget prioritisation decisions made during the local board meeting in April;
b) the impact, if any, of final decisions made by the Budget Committee on 8 May;
c) budget adjustments, if any, arising from new information;
d) the allocation of central costs (including depreciation, interest, corporate overheads and staff costs).
5. The governing body will meet to adopt Auckland Council’s Annual Plan 2014/2015, including 21 local board agreements, on 26 June 2014.
That the Henderson-Massey Local Board: a) Adopts its local content for the Annual Plan 2014/2015 which includes a: i) Local Board Agreement 2014/2015 with advocacy; and ii) message from the chair. b) Notes that: i) Local budgets have been updated to reflect local board prioritisation decisions, impacts (if any) of final budget decisions made by the Budget Committee on 8 May, budget adjustments (if any) arising from new information and the allocation of central costs; ii) If there are outstanding (not yet agreed) matters in the local board agreement, the local board should include an explanation of these matters in the Chair’s message at the front of the local board agreement; iii) That the resolutions of this meeting will be reported back to the governing body when it adopts the Annual Plan 2014/2015 on 26 June 2012; iv) The local board agreement could be subject to minor changes following this meeting. c) Notes the following changes to the list of advocacy areas confirmed at the April 17 meeting: Addition of · Henderson Bus interchange upgrade · Funding required to complete the current Ranui Library build Removal of · Disposal of Ministry of Education Land · Henderson Metro Centre revitalisation d) Delegates the Chair to make any final minor changes to the local board content for the Annual Plan 2014/2015 before publication. |

Approval of the draft local board plan 2014

Purpose
1. To approve the Henderson-Massey draft local board plan 2014, and the summary document, for public consultation.
Executive summary
2. Each local board is required to complete a local board plan for adoption by 31 October 2014. The draft plan is attached to this agenda, along with the summary document, for the local board to approve for community consultation. Consultation using the special consultative procedure (SCP) is taking place 7 July to 6 August 2014.
3. As part of the SCP the local board needs to schedule dates for hearings of verbal submissions. It is recommended that these hearings be held on Tuesday, 9 September 2014 at 10.00 am and Thursday 11 September 2014 (reserve day if required). Once the submissions have been heard the local board will need to deliberate and resolve whether they wish to make any changes to the Henderson-Massey Local Board Plan prior to its adoption.
4. The final stage of the SCP procedure will be the adoption of the Henderson-Massey Local Board Plan. It is recommended that the local board adopt the plan within the timeframe at its ordinary business meeting scheduled for Thursday, 16 October 2014.
That the Henderson-Massey Local Board: a) Approves the draft Henderson-Massey Local Board Plan 2014 for public consultation using the special consultative procedure. b) Approves the draft Henderson-Massey Local Board Plan 2014 summary document. c) Delegates to the Chair to make any minor wording changes that may be necessary for the draft local board plan or summary document. d) Schedules a meeting for the hearing of Local Board Plan submissions on Tuesday, 9 September 2014 at 10.00am in the Council Chamber (level 2), 6 Henderson Valley Road, Henderson. e) Adopts the 2014-2017 Henderson-Massey Local Board Plan at the ordinary Henderson-Massey Local Board business meeting scheduled for Thursday, 16 October 2014 at 3.30pm in the Council Chamber (level 2), 6 Henderson Valley Road, Henderson. |
Comments
5. The Local Government (Auckland Council) Act 2009 requires each local board to develop a local board plan every three years. The first local board plan was adopted in 2011. This second local board plan must be adopted by 31 October 2014.
6. Local board plans are strategic plans for the following three years and beyond. The plans reflect the priorities and preferences of the community. They guide how the local board:
· makes decisions on local activities and projects
· provides input into regional strategies and policies
· works with other agencies that play a key role in the area, including central government agencies and council-controlled organisations.
7. The plans inform the development of council’s 10-year Long-term Plan. The plans also form the basis for development of the annual local board agreement for the following three financial years.
8. The local board is required to use the SCP to consult on the draft local board plan. The period for the SCP is 7 July to 6 August 2014.
9. The SCP requirements include providing a summary of the information in the draft local board plan.
Consideration
10. The draft plan has been developed by considering a range of strategic issues, as well as the Auckland Plan and other regional strategies and policies. Community views and advice from subject matters experts has also been important in developing the draft plan.
11. The draft plan and the summary document are attached.
Summary of community views and strategic issues
12. The local board talked to the community during February and March 2014.
13. Board members focussed on engaging with the community at events and community meetings. The Board talked to more than 300 people and received well over 200 questionnaires, online surveys and email contributions. Submitters were supportive of growth so long as that growth was high quality and infrastructure was in place before people settled in the area. There was also strong support for investing in and empowering our young people, having strong, connected communities, caring for our environment and giving priority to walking, cycling and affordable, efficient public transport. A principle concern for submitters was community safety and the Board has included neighbourhood based community safety initiaitives in its draft plan. People were also concerned that the plan took into account the west Auckland housing crisis and the issues of older adults and the Board altered its draft plan to include these issues.
14. The key strategic issues that have influenced the development of the local board plan include the rapid growth projected in north west Auckland, declining perceptions of community safety in the Henderson-Massey local board area, business and employment opportunities arising from the new commercial area at Westgate, the unique demographic characteristics of the board area which include having higher than average numbers of young and older people, concern about declining environmental indicators and the need to reduce traffic congestion through the provision of transport choices

15. The local board’s views have driven the development of the draft plan attached to this report.
Māori impact statement
16. The local board plan contributes to improving wellbeing in Māori communities, as well as the community in general.
17. The Board has requested a 5% Maori art component of all capital projects in the local board area. The Board also wishes to partner with partnering with Māori organisations, education providers and employers to upskill Māori for employment opportunities in our rapidly growing area and work with Maori to support economic development aspirations engendered through the treaty settlement process. Finally the Board would like to partner with Maori organisations in an ecological project in Te Atatu.

We want to make Henderson-Massey extraordinarily liveable by:
planning for the 40,000 people who could settle in the north-west before 2020
making community safety a top priority
making sure business and job opportunities come from growth
having great open spaces with lots of activities and treasuring our environment
It is time for the Henderson-Massey to grow in a way that makes our towns and suburbs "extraordinarily liveable". Six proposed outcomes are set out in our draft local board plan. These outcomes will be our focus as we seek to improve our area.

Our vision
Henderson-Massey is a place of growth and opportunity. It is an extraordinarily liveable place to settle, work and have fun.
We can achieve our vision with the following draft outcomes:
1. Growth that is extraordinarily liveable
Within six years, there could be another 40,000 people living in the north-west and a good start will have been made on providing high-quality residential development in central Henderson. People are excited to have the choice of living close to a public transport hub.
Westgate metropolitan centre will emerge between 2014 and 2017. Auckland Council has already built water infrastructure and roads. Shops and a mall will follow. We will build a library, community centre, town square and a park. Our vision is that our new population will have the facilities they need to lead extraordinarily liveable lifestyles.
We are going to achieve this by:
· using a planned approach to growth
· insisting on high-quality neighbourhoods that are well designed
· building a pool and multi-club sporting facilities at Westgate.

2. A vital business sector creating valued local employment opportunities
A strong economy is important for Henderson-Massey as it means more jobs and businesses opportunities. The new industrial area at Westgate will attract high-value businesses and benefit existing operators. Our involvement in Youth Connections will make local young people the preferred choice for local employers.
Over the next three years we want to:
· work with ATEED to attract high-value businesses to Westgate
· match the Tindall Foundation funding so Youth Connections can continue in our area
· investigate an international education precinct at Trading Place in Henderson.

3. A community where we know our neighbours, work together on issues and value diversity
Our neighbourhoods feel safe because we have worked together on community safety issues. Our community organisations and volunteers are treasured because they work together to meet community needs and the local board has become a powerful advocate for people struggling to get themselves into a home.
Over the next three years we are going to:
· work with communities to create and operate their own community safety plans
· continue to fund, support or recognise the exceptional work done by community organisations in our area.

Two decisions we need your feedback on
Creating a shared space in Henderson on Great North Road between Henderson Valley Road and Edmonton Road.
Auckland has successful shared spaces in Elliot Street and Fort Street in the city. They make shopping areas safer for pedestrians, are good for business, and still allow vehicle access.
Coming up with a new name for Red Hills.
Who wants to end up in Papakura when you thought you were going to Massey? There are two suburbs called Red Hills in Auckland, an established one at Papakura and a new one at Massey.

4. A good life for young and old
Our area has been improved to be friendly to young and old. Wide, smooth footpaths suitable for all ages and use. Shopping areas where both young and old feel safe.
We are going to achieve this by:
· encouraging people to retire to central Henderson
· negotiating a footpath improvement programme for Henderson with Auckland Transport
· our Dragon’s Den project – children pitch their ideas to the board and we will choose projects to pursue.
Going back to our 'eco-city' rootsBy 2017, the community, council and businesses have worked to prevent the degradation of water quality in the Hauraki Gulf during the north-west’s rapid growth. We can access our waterways from pontoons, boardwalks and wharves. High-quality useable open space has been provided in growth areas. Cycle and walkways criss-cross our area providing a leisurely stroll, family bike rides or a daily dog walk.
We are going to achieve this by:
· extending the area covered by community stream projects
· advocating to the governing body the purchase of parkland to fill an identified gap in Glendene
trialling a resource recycling project at the waste transfer station at The Concourse, Henderson.

5. Real choices between walking, cycling, public transport and cars
Travel by bus and train has been made easier with the introduction of new bus routes and electric trains, so fewer people take their cars to work. It is easier to move about our area via safe walkways and cycleways.
We are going to achieve this by:
· advocating for light rail along the north-western motorway
· advocating for improved park and ride facilities at Sturges Road and Sunnyvale rail stations
· leading the establishment of a home and school zone at Henderson North.
