Resolution number HM/2014/82 MOVED by Member TJ Kirkley, seconded by Member BA Brady: That the Henderson-Massey Local Board: a) Confirms the ordinary minutes of its meeting, held on Thursday, 5 June 2014, as a true and correct record subject to the following amendment to item number 8.1 (HM/2014/75) “Supports in principle the Waitakere Arts and Cultural Development Trusts’ plans to create a main access way to Corban Estate from Henderson Valley Road.” |

Henderson-Massey Local Board Community Development, Arts and Culture Work Programme 2014 - 2015 |

Resolution number HM/2014/84 MOVED by Member BA Brady, seconded by Member WI Flavell: That the Henderson-Massey Local Board: a) Approves the Community Development, Arts and Culture work programme 2014 – 2015 see Attachment A b) Approves the Community Lease workplan for 2014/2015 see Attachment B c) Approve 2014/2015 term grants for Massey Community House $37,429, McLaren Park Community Project $85,553, Ranui Community House $37,429, Sturges West Community House $37,429 Te Atatu Peninsula Community House $37,429 and Zeal Education Trust $156,004 d) Approves the recommended community and arts facilities capital and renewals work programme 2014/2015 as listed in attachment C and D and: (i) delegates responsibility to specified member/s to approve any moderate changes to the budget, in the event that there is a variation to identified costs for this capital and renewals work programme (ii) asks that council staff report on any reduction in project costs to enable a review of budget options e) Approves the renewal of the funding agreement with Massey Matters Inc. for a further year to the value of $206,247 f) Approves the renewal of the funding agreement with Waitakere Workers Educational Association for a further year to the value of $27,672 g) Approves the following community arts organisation funding agreements (subject to the funding agreement being approved by the local board chair if required): i) Waitakere Arts and Culture Development Trust, $535,300.00 ii) Pacific Mamas Arts and Cultural Trust, $144,306.63 iii) Waitakere Central Community Arts Council, $45,670.05 |

Proposal to alter list of election sign sites within the Henderson-Massey local board area |

Resolution number HM/2014/85 MOVED by Member BA Brady, seconded by Member WI Flavell: That the Henderson-Massey Local Board: a) Notes that the council and Auckland Transport staff have collated information on the practical operation of the specified election sign sites through the previous election period and reviewed these sites against criteria covering their distribution, usability and safety. b) Notes that this information and review have indicated that no changes are currently required to 53 of the 67 specified sites within the Henderson-Massey Local Board area. c) Notes that changes are proposed to the other 14 specified sites to better meet these criteria in future election periods, and that these changes are proposed to be made for the September 2014 general election. d) Endorses deleting the following from the list of specified sites: i) Edmonton Road / School Road junction (W-HM10); ii) Great North Road / Norcross Road junction (W-HM17); iii) Moire Road / Widmore Drive junction (W-HM33); iv) Swanson Road / Waitemata Drive junction (W-HM43); v) Te Atatu Road (2) (W-HM45); vi) Don Buck Road (3) (W-HM60); vii) Simpson Road (W-HM66); viii) Triangle Road (3) (W-HM70). e) Endorses deleting the following two sites, that are proposed to be deleted in part: i) Don Buck Road / Glen Road / Woodside (W-HM9) - Delete part (Glenn Rd side); ii) Lincoln Road (W-HM25) - Delete part (southern end). f) Endorses deleting the following sites: i) Glen Road (W-HM12); ii) Summerland Drive (1) (W-HM41); iii) Te Atatu Road / Gloria Avenue junction (W-HM47); iv) Universal Drive / Rathgar Road (W-HM50). g) Notes that the following further nine sites are proposed to be managed closely through the 2014 election period: i) Great North Road (W-HM16); ii) Henderson Valley Road (1) (W-HM20); iii) Hobsonville Road (W-HM23); iv) Luckens Road / Moire Road junction (W-HM26); v) Railside Avenue (W-HM36); vi) San Bernadino Drive (W-HM38); vii) Zita Maria Avenue (W-HM58); viii) Great North Road (W-HM61); ix) Taikata Road (W-HM68). h) Notes that further information will be collected on these and other sites through the 2014 election period and that further changes may be proposed in due course. |

Resolution number HM/2014/87 MOVED by Member TJ Kirkley, seconded by Member WI Flavell: That the Henderson-Massey Local Board: a) Receives the Henderson-Massey Local Board 2014/2015 Proposed Property Renewals report b) Approves the property renewals programme 2014/2015 for Libraries as listed in Attachment 1 c) Delegates responsibility to the Manager Assets Planning and Business – Libraries to approve any moderate changes to the budget, in the event that there is a variation to identified costs for its property renewals programme d) Allows for any project surplus to be held as contingency for other renewals projects included within this report for this board. |

Resolution number HM/2014/90 MOVED by Chairperson VS Neeson, seconded by Member TJ Kirkley: That the Henderson-Massey Local Board: a) Adopts its local content for the Annual Plan 2014/2015 which includes a: i) Local Board Agreement 2014/2015 with advocacy; and ii) message from the chair. b) Notes that: i) Local budgets have been updated to reflect local board prioritisation decisions, impacts (if any) of final budget decisions made by the Budget Committee on 8 May, budget adjustments (if any) arising from new information and the allocation of central costs; ii) If there are outstanding (not yet agreed) matters in the local board agreement, the local board should include an explanation of these matters in the Chair’s message at the front of the local board agreement; iii) That the resolutions of this meeting will be reported back to the governing body when it adopts the Annual Plan 2014/2015 on 26 June 2012; iv) The local board agreement could be subject to minor changes following this meeting. c) Notes the following changes to the list of advocacy areas confirmed at the April 17 meeting: Addition of · Henderson Bus interchange upgrade · Funding required to complete the current Ranui Library build Removal of · Disposal of Ministry of Education Land · Henderson Metro Centre revitalisation d) Delegates the Chair to make any final minor changes to the local board content for the Annual Plan 2014/2015 before publication.

Resolution number HM/2014/92 MOVED by Chairperson VS Neeson, seconded by Member BA Brady: That the Henderson-Massey Local Board: a) Receives the chair’s report. b) Reallocates the following amounts from the budget lines below to the Local Board Discretionary Fund Neighbourhood development $6,000 West community facilitation $5,000 Citizenship ceremonies $4,000 Local civic functions $2,000 c) Approves $17,000 to be paid to Waitakere WEA for facilitation of community safety programmes as discussed in the 2013/14 work programme from the Local Board Discretionary Fund. d) Receives the letter from the Sturges West Community Hub Trust and approves the Henderson-Massey Local Board Chairman’s reply. e) Delegates feedback on Auckland Transport’s Draft Parking Discussion Document to the Chair and portfolio holder. |

Resolution number HM/2014/94 MOVED by Member WW Flaunty, seconded by Chairperson VS Neeson: That the Henderson-Massey Local Board: a) Excludes the public from the following part(s) of the proceedings of this meeting. b) Agrees that Tracy Miller Policy Analyst, Community Policy and Planning West and Andrew Wood Manager, Community Policy and Planning West be permitted to remain for Confidential Item No. 23, Proposal to acquire open space in Massey after the public has been excluded, because of their knowledge of the subject matter, which will help the Henderson-Massey Local Board in its decision-making. The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
