Sally Eustace - Ellerslie ANZAC Mosaic Project

MOVED by Chairperson DEC Simpson, seconded by Member CH Cooke:

That the Orākei Local Board:

a) thanks Sally Eustace - Town Centre Manager, Ellerslie Business Association for her presentation.

b) notes that the Ellerslie ANZAC Mosaic project will be discussed with the Orakei Local Board local improvement projects (SLIPs) programme 2013-2014 update during item 15.

Approval of the draft Orakei Local Board Plan 2014

MOVED by Chairperson DEC Simpson, seconded by Deputy Chairperson M Thomas:

That the Orākei Local Board:

a) approves the draft Orakei Local Board Local Board Plan 2014 for public consultation using the special consultative procedure.

b) approves the draft Orakei Local Board Local Board Plan 2014 summary document.

c) delegates to the Chair to make any minor wording changes that may be necessary for the draft local board plan or summary document.

Orakei Local Board Plan 2014-2017 hearing dates

MOVED by Chairperson DEC Simpson, seconded by Member TG Churton:

That the Orākei Local Board:

a) approves the 2014-2017 Orakei Local Board Plan hearings dates at St Chads Church and Community Centre, 38 St Johns Road, Meadowbank as follows:

i) Hearing: Wednesday, 27 August 2014, 9.30am to 5.00pm

ii) Reserve day: Wednesday, 3 September 2014, 9.30am to 5.00pm

iii) Deliberations: Thursday, 25 September 2014 at 5.00pm

b) approves the 2014-2017 Orakei Local Board Plan workshop dates as follows:

i) Wednesday, 10 September, 9.30am to 1.30pm

ii) Thursday, 18 September 2014, 1.30pm to 5.00pm

iii) Thursday, 25 September 2014, 1.30pm to 4.00pm

c) adopts the 2014-2017 Orakei Local Board Plan at the Orakei Local Board Extraordinary business meeting scheduled for Thursday, 16 October 2014 at 5.00pm in St Chads Church and Community Centre, 38 St Johns Road, Meadowbank.

Adoption of Local Board Agreement 2014/2015

Resolution number OR/2014/30

MOVED by Chairperson DEC Simpson, seconded by Member CC Parkinson:

That the Orākei Local Board:

a) adopts its local content for the Annual Plan 2014/2015 which includes a:

i) Orakei Local Board Agreement 2014/2015 with advocacy; and

ii) message from the chair.

b) notes that:

i) local budgets have been updated to reflect local board prioritisation decisions, impacts (if any) of final budget decisions made by the Budget Committee on 8 May 2014, budget adjustments (if any) arising from new information and the allocation of central costs;

ii) if there are outstanding (not yet agreed) matters in the local board agreement, the local board should include an explanation of these matters in the Chair’s message at the front of the local board agreement;

iii) that the resolutions of this meeting will be reported back to the governing body when it adopts the Annual Plan 2014/2015 on 26 June 2014;

iv) the local board agreement could be subject to minor changes following this meeting.

c) delegates authority to the Chair to make any final minor changes to the local board content for the Annual Plan 2014/2015 before publication.

Orākei Local and sports parks annual work programme 2014-2015

MOVED by Chairperson DEC Simpson, seconded by Member KH Baguley:

That the Orākei Local Board:

a) approves the Local and Sports Parks annual work programme for 2014/2015 as detailed in Attachment A to this report;

b) delegates approval of the renewals work programme to the parks advisor Local and Sports Parks Central and the parks portfolio holders of the Orākei Local Board.

Orakei Local Board Local Improvement Projects (SLIPs) programme 2013-2014 update

MOVED by Chairperson DEC Simpson, seconded by Member CRJ Davis:

That the Orākei Local Board:

a) receives the Orakei Local Board Local Improvement Projects (SLIPs) programme update June 2013-2014 report.

b) approves the following projects from its 2013/2014 SLIPs Capital expenditure budget:

i) $3,430 for the Glendowie Community Centre safety fence and gate project; and

ii) $34,790 for the Ellerslie ANZAC Mosaic and Verse project.

c) notes that Sally Eustace - Town Centre Manager, Ellerslie Business Association has advised the Orakei Local Board that this project has strong community support.

Early Childhood Education at Ellerslie Recreation Centre

MOVED by Chairperson DEC Simpson, seconded by Member TG Churton:

That the Orākei Local Board:

a) thanks Shamila Unka, Sport and Recreation Team Leader (Central) for her presentation.

b) approves up to $10,000 from its 2013/2014 recreational facilities building renewals budget to enable an extension to the outdoor boundary line of the Early Childhood Education (ECE) Centre at Ellerslie Recreation Centre.
