a)           Confirms the ordinary minutes of its meeting, held on Thursday, 12 June 2014, as a true and correct record.

6          Acknowledgements

 

The Chair acknowledged and welcomed Judith Hoult, Deputy Chair, Rangiora Community Board to the meeting.

 

The Chair then on behalf of the Board paid homage to Rob Delamore, Waiheke County Councillor and Deputy Chairman from 1980 to 1987 who passed away on Sunday, 15 June 2014:

“Family man, farmer, conservationist and advocate.

Passionate about Waiheke, our environment, landscapes and community.

Rob was a visionary and recognised early that economy and tourism on Waiheke had to be at a scale to bring benefits back to the Community.

Rob and his siblings gifted the historic Matietie Esplanade Reserve from Matiatia to Owhanake to Department of Conservation for preservation and enjoyment of all New Zealand.

His passion for landscapes and environment saw Rob train as a town planner and serve with the Department of Conservation in the South Island.

I have a vivid memory as a young child of 10 or 12 years old attending Council meetings in this room and Rob arriving on his farm bike with a wooden crate on the back with his collie dog in it.

I remember a kind and honourable man committed to solid principles.

As a community we have inherited from this family a lasting treasure in the form of this lovely coastal landscape bequeathed in to perpetuity for all to enjoy. There is a responsibility that rests on our heads as a Local Board and community to ensure that we honour and protect this gift.”

Flynn Washington & Jacqueline Joseph – Moth plants on Waiheke Island

 

Flynn Washington and Jacqueline Joseph were in attendance and made a presentation to the Board on removal of moth plants on Waiheke Island.

That the Waiheke Local Board:

 

a)         Thanks Flynn Washington for many years of voluntary service removing moth plants.

b)         Thanks Flynn Washington and Jacqueline Joseph for their attendance and presentation.

c)         Refers Flynn Washington’s offer to assist in removal of the moth plants to Council’s Bio-security team.

Infrastructure and Environmental Services Update

 

Resolution number WHK/2014/161

MOVED by Chairperson PA Walden, seconded by Member RE Ballard:  

That the Waiheke Local Board:

a)           Notes the information in the Infrastructure and Environmental Services update report.

b)          Notes the anticipation from the Local board to see a higher profile of Seaweek events on Waiheke next year.

c)           Notes the unconsented damage or destruction of wetlands at Coromandel Road, Onetangi Reserve and O’Briens Road and the frustration that the issues surrounding wetlands, compliance and consenting do not dovetail with the specialists at Environmental services.

d)          Resolves to write to the Mayor seeking a review of the compliance and consenting of earthworks and construction around Waiheke noting the deteriorating state of our receiving environment.

Wetland Restoration Plans

 

Resolution number WHK/2014/162

MOVED by Chairperson PA Walden, seconded by Member RE Ballard:  

That the Waiheke Local Board:

a)             Receives the Tawaipareira and Okahuiti Wetland Restoration Plans.

b)            Refers the restoration plans to the community restoration and weed control advisory panel for review, subsequent to reviewing the scope and the implementation of the plans.

Precedence of Business

The Chairperson with the consent of the meeting gave precedence to Item 16: Waiheke Local Sports annual work programme; Item 17: Auckland Transport Report – June 2014; and Item 18: Marketing Waiheke’s walkways/bridle paths - budget update, at this time.

Waiheke Local and Sports Parks annual work programme 2014-2015

 

Member Beatle joined the meeting at 4.55pm.

 

Resolution number WHK/2014/163

MOVED by Chairperson PA Walden, seconded by Member RE Ballard:  

That the Waiheke Local Board:

a)      approves the draft Local and Sports Parks annual work programme for 2014-2015 as detailed in Attachment A to this report;

b)      delegates the approval for any changes to the renewal work programme to the parks advisor, Local and Sports Parks Central, subject to the consultation of parks portfolio holders of the Waiheke Local Board.

c)      notes that the officers are working in line with the board’s request to have local contractor representation on Waiheke projects where possible, which will include:

·             bundling jobs into significant packages ($100k+) which make submitting a tender worthwhile;

·             full advertising of opportunities in local press;

·             weighting towards cost rather than experience.

 

d)      requests a briefing be held to provide local businesses with information required to register with council’s procurement department prior to any contracts on this program being let in the new financial year.

 

e)      requests that the Local and Sports Parks team work with the Parks portfolio representative to ensure identified areas of service level priority are incorporated into the work programme (either by reallocation of service levels or by utilising responsive works budget),

 

f)       Notes Auckland Council’s Procurement policy refers as follows:

·         “Auckland Council will also ensure that local suppliers are given advice and support so that they have full and fair opportunity to compete for Council business”, and

 

·        An important contributor to a healthy local economy is the multiplier effect of income in to a local area – in other words, how much of that money is spent and then re-spent in the local area and how many times this happens, before it leaks out of the area. Given the budgets of public organisations, public sector procurement can have a significant multiplier effect on a local economy.”

Auckland Transport Report – June 2014

 

Jonathan Anyon was in attendance to speak to the report and tabled Auckland Transport media release.

A copy of the tabled document has been placed on the official copy of these minutes and is available on the Auckland Council website.

 

Resolution number WHK/2014/164

MOVED by Chairperson PA Walden, seconded by Member BM Treadwell:  

That the Waiheke Local Board:

a)      Receives the report.

b)      Requests further information on possible Local Board Capital Fund options in line with the board’s resolution of 5 December 2013:

         “That the Waiheke Local Board requests officers provide more information for the Local Board to allocate the Local Board Capital Fund (in conjunction with the footpath programme review), noting the board’s priority to be footpaths that address safety issues, access to schools, and areas identified as obstacles to active transport.

c)      Requests that Auckland Transport invite Waiheke Transport providers to attend the market soundings event to be held in Auckland on 2 July 2014.

d)      Delegates to the Chair and Deputy Chair to make a submission on the parking strategy discussion document.

e)      Thanks Jonathan Anyon for his attendance and presentation.

Marketing Waiheke’s walkways/bridle paths - budget update

 

Resolution number WHK/2014/165

MOVED by Chairperson PA Walden, seconded by Member RE Ballard:  

That the Waiheke Local Board:

a)      Approves allocation of $4,330 from the 2013/2014 Marketing Waiheke’s walkways / bridle paths budget to the Hauraki Gulf Conservation Trust, for the purpose of promotion of the Waiheke Walkway network through the Waiheke Walking Festival.

b)      Delegates approval of the 2014/2015 Marketing Waiheke’s walkways / bridle paths budget allocation to the Hauraki Gulf Islands Parks advisor and the Parks portfolio holders.

Waiheke Golf Course Cleanfill Assessment

a)         Defers this report to the July Board meeting noting that the priority at Rangihoua will be the restoration of the wetland.
