Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose
1. In accordance with Schedule 7, clause 21(5)(b) of the Local Government Act 2002, the West Local Boards Relationship Manager on behalf of the Chief Executive, will call for nominations for the Chairperson of the Western Joint Funding Committee.
Executive Summary
2. A chairperson must be elected for the triennium of the Western Joint Funding Committee in accordance with Schedule 7, clause 25 of the Act, noting that no member has a casting vote.
3. The Western Joint Funding Committee will also need to determine what method they will apply to elect the chairperson.
Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 stipulates that:
25 Voting systems for certain appointments
(1) This clause applies to -
(a) the election or appointment of the chairperson and deputy chairperson of a regional council; and
(b) the election or appointment of the deputy mayor; and
(c) the election or appointment of the chairperson and deputy chairperson of a committee; and
(d) the election or appointment of a representative of a local authority.
(2) If this clause applies, a local authority or a committee (if the local authority has so directed) must determine by resolution that a person be elected or appointed by using one of the following systems of voting:
(a) the voting system in subclause (3) (system A):
(b) the voting system in subclause (4) (system B).
(3) System A -
(a) requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the local authority or committee present and voting; and
(b) has the following characteristics:
(i) there is a first round of voting for all candidates; and
(ii) if no candidate is successful in that round there is a second round of voting from which the candidate with the fewest votes in the first round is excluded; and
(iii) if no candidate is successful in the second round there is a third, and if necessary subsequent, round of voting from which, each time, the candidate with the fewest votes in the previous round is excluded; and
(iv) in any round of voting, if 2 or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.
(4) System B -
(a) requires that a person is elected or appointed if he or she receives more votes than any other candidate; and
(b) has the following characteristics:
(i) there is only 1 round of voting; and
(ii) if 2 or more candidates tie for the most votes, the tie is resolved by lot.
That the Western Joint Funding Committee: a) Elects a Chairperson for the Western Joint Funding Committee 2013-2016 political term.

Waitakere Heritage Fund Allocation 2013/14 Report

Purpose
1. To present the Western Joint Funding Committee with funding recommendations for the eight applications received during the second funding round of the Waitakere Heritage Fund.
Executive Summary
2. Auckland Council considers there is a net public benefit derived from providing individuals and community groups caring for privately owned heritage features with funds towards maintenance and conservation costs.
3. This report presents funding recommendations on applications to the Waitakere Heritage Fund received from within the Waitakere Ranges and Whau Local Board areas; no applications were received from within the Henderson-Massey Local Board area
That the Western Joint Funding Committee: a) Approves the following grant allocations from the Waitakere Heritage Fund: i) Allocation of $809.69 to application WHF1314004 from Natalie Jessup as a contribution towards roofing repairs costs ii) Allocation of $2,880 to application WHF1314005 from J Peter, Paul and Jessica Rishworth as contribution towards the painting work. iii) Allocation of $4,542.50 to application WHF1314007 from Mark Whyte for excavation of existing concrete and house foundations, relay drainage and backfill and relay concrete. iv) Allocation of $1,178 to application WHF1314008 from Craig Berntsen for arborist costs to prune heritage trees. v) Allocation of $1,595.50 to application WHF1314009 from Paul Jenkin for restoration of Donner House and garden studio. vi) Allocation of $7,191 to application WHF1314010 from Alan Hall for roof replacement and repainting of the upper and lower sections of the chimney. vii) Allocation of $13,676 to application WHF1314011 from Aprilanne Bonar for repair and replace existing decks on upper level of property b) Declines the following grant allocations from the Waitakere Heritage Fund: i) Application WHF1314006 from Robert Green as work outlined in current project will repair internal fabric of property without addressing underlying issues. |
Discussion
4. Auckland Council considers there is a net public benefit derived from providing individuals and community groups caring for privately owned heritage features with funds towards maintenance and conservation costs. This report presents funding recommendations on applications to the Waitakere Heritage Fund received from within the Waitakere Ranges and Whau Local Board areas.
5. The Waitakere Heritage Fund (WHF) is a legacy Waitakere City Council fund that supports a wide cross-section of the local community and provides funding support to heritage preservation projects including:
· Physical works projects for heritage buildings and archaeological sites such as fencing, painting or building work
· Protective measures such as fencing to protect archaeological sites, earthquake strengthening or fire protection
· Professional services e.g. research, conservation reports, conservation plans, heritage plans, conservation work specifications, management plans or supervision work
· The maintenance of heritage trees such as pruning.
6. Applications to the WHF are assessed by a Council heritage expert against fund criteria stated in the Fund guidelines (attached). This includes:
· Significance: The project needs to have high heritage significance and regard will be given to whether the resource is scheduled for protection in the Auckland Council District Plan (Waitakere). The project needs to enhance the qualities for which the heritage item is valued.
· Funding necessity: Whether funding is important to securing the future of an at risk item/place.
· Compliance with best practice: The extent to which the project reflects best practice as outlined in the International Council on Monuments and Sites (ICMOS) New Zealand Charter.
· Public access: The degree of physical access, visual access or educational value.
· Extent to which projects recognise Maori perspectives.
7. This assessment forms the basis of funding recommendations presented to the Committee for their consideration.
8. The Regional Development and Operations Committee allocated budget responsibility for the WHF to the western Local Boards on 11 May 2011. The western Local Board chairs resolved that WHF funds would be managed through the Western Joint Funding Committee. In March 2013 the RDOC endorsed the extension of the interim approach to community funding for the 2013/14 financial year.
9. The Auckland Council Annual Plan for the 2013/14 financial year sets aside $45,000 in funding for the WHF. The WHF opened for applications on 17 June 2013 and will continue to remain open until all available funding is allocated. WHF grant allocation recommendations will be presented to the Western Joint Funding Committee two times a year. Therefore there will be two cut-off dates for applications. Any applications received after these deadlines will be held until the next funding meeting.

10. The availability of heritage funding and information on the 2013/14 funding rounds has been promoted through the Auckland Council website, through Auckland Council publications, press advertisements in local print media, letters to owners of scheduled heritage items and an email notification to heritage stakeholders.
11. There is $45,000 available annually through the WHF for allocation by the Western Funding Committee. In the first funding round for the Western Joint Funding Committee supported three applications with grants totalling $13,127; this leaves $31,873 available to be allocated to applications received during the second funding round.
12. Eight applications to the WHF were received during funding round two. In total $53,248 was requested by these applicants from the $31,873 remaining funding pool.
13. All applications to the WHF met the scope of works and eligibility criteria for funding. These application assessments have been completed by an Auckland Council Principal Heritage Advisor and grant allocation recommendations are made in line with the WHF assessment criteria and funding policy. Detailed application assessment summaries were presented to the Committee for their consideration at the Western Joint Funding Committee workshop on 19 May 2014.
14. Following application assessment, it is recommended that seven applications are supported with grants totalling $31,873. The recommended grant allocation would fully allocate all funding available through the WHF. It is recommended that one application be declined as the work proposed seeks to repair internal damage to a heritage property without addressing the underlying issues.
Consideration
Local Board Views
15. Council staff obtained informal feedback on the Waitakere Heritage Fund applications at a workshop held with the members of the Western Joint Funding Committee on 19 May 2014.
Maori Impact Statement
16. The provision of community funding to support historic heritage initiatives provides opportunities for all Aucklanders to undertake projects, programmes and activities that benefit Maori. The significance of sites to Maori and the extent to which applications recognise Maori perspectives is considered as part of the application assessment process.
General
17. Finance and resourcing requirements for the delivery of WHF are within current heritage incentive budgets provided in the 2013/14 annual plan. There is $45,000 currently available through the WHF for allocation by the Western Joint Funding Committee in the 2013/2014 financial year. The recommended funding allocations will full allocate all available funding.

“That the Regional Development and Operations Committee endorse the continuation of the interim community funding programme for the 2013/2014 financial year, in accordance with current budgets and decisions-making delegations, due to the complexity of the range of funding models currently operating across the region, with the expectation that a new funding policy be in place for the 2014.2015 financial year, or before” (RDO/2013/32).
5. Twenty-one applications were received for this round, requesting a combined total of $157,313.37.

Youth Programme Fund, Applications for Round Two, 2013/2014

Purpose
1. This report presents applications received under round two of the Youth Programme Fund. The Western Joint Funding Committee is required to fund, part-fund or decline these applications.
Executive summary
2. The Western Joint Funding Committee has a total Community Programme budget for 2013/2014 of $50,000. This is being distributed to community groups in two funding rounds. The first round closed on 5 July 2013 and the second on 28 February 2014.
3. Under round one, the Western Joint Funding Subcommittee committed $30,000 from its Community Funding programme budget, which leaves a balance of $20,000 for round two.
4. The applications to be considered are those received for round two, which is the second and final round in this financial year.
5. Twenty applications have been received, requesting a total of $96,725.
6. The Western Joint Funding Subcommittee informally reviewed these applications at a workshop on 19 May 2014.
