The chairperson opened the meeting and adjourned the meeting until completion of the Facilities and Reserves workshop

Weed Management of Parks

 

The Volunteer and Biodiversity Co-ordinator requested that this item be considered as a matter of urgency due to the June workshop and business meeting of the Facilities and Reserves committee being cancelled.  The officer has requested approval to remove the invasive weeds in Bushglen and Bayside Reserves to ensure that replanting can be carried out in the next planting season.

MOVED by Member JG Parfitt, seconded by Chairperson J Fitzgerald:  

That the Hibiscus and Bays Facilities and Reserves Committee:

a)            consider an extraordinary item regarding weed management of parks, in Bushglen and Bayside Reserves at item 12 of this agenda.  This matter was not on the published agenda as it has just been raised with the committee and the work needs to be completed to meet the planting timelines..

12.1

Weed Management of Parks

 

Resolution number HIB/2014/13

MOVED by Chairperson J Fitzgerald, seconded by Member JG Parfitt:  

That the Hibiscus and Bays Facilities and Reserves Committee:

a)            approve the removal of the weeds in Bushglen and Bayside Reserves using a combination of mechanical and chemical control methods.

b)           require that this work be undertaken by specialised ecological restoration contractors only.

c)            require that consultation is to take place with adjacent neighbours and the wider community.

13        Procedural motion to exclude the public

Resolution number HIB/2014/14

MOVED by Chairperson J Fitzgerald, seconded by Member LM Whyte:  

That the Hibiscus and Bays Facilities and Reserves Committee:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

b)      agree that Stanley Bolton, Parks and Recreation Advisor be permitted to remain for Confidential Item C1, Proposed Acquisition of Land for Reserve Purposes, Orewa, after the public has been excluded, because of their knowledge of the item being discussed, which will help the Hibiscus and Bays Facilities and Reserves Committee in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
