Resolution number HM/2014/107 MOVED by Chairperson VS Neeson, seconded by Member BA Brady: That the Henderson-Massey Local Board: a) Agrees the outdoor youth space is the preferred option. b) Agrees that council staff undertake a detailed cost estimate in order to proceed to concept design for the outdoor youth space at Birdwood Depot. c) Requests Auckland Council Properties Limited to manage the clearance of the depot site immediately. |

Resolution number HM/2014/108 MOVED by Deputy Chairperson SP Henderson, seconded by Member BA Brady: That the Henderson-Massey Local Board: a) Adopts the updated plans for the Multipurpose Facility – integrated Library and Community Centre dated June 2014 (Attachment A). b) Approves the project to progress to tender and construction phase. c) Requests officers investigate the accommodation of the Massey Citizen Advice Bureau at the multipurpose facility and report their findings back to the board’s 18th September meeting. |

Resolution number HM/2014/109 MOVED by Member WW Flaunty, seconded by Member BA Brady: That the Henderson-Massey Local Board: a) Approves the surrender of The Girl Guides Association New Zealand Incorporated lease agreement dated 25 June 2001. b) Approves the granting of a new community lease to The Girl Guides Association New Zealand Incorporated located on part of Durham Green, being part of Lot 26 on Deposited Plan 49653, 14 Roby Street, Te Atatu Peninsula (Attachment A), subject to the following terms and conditions:- i) Term – 10 years commencing 17 July 2014 with one 10 year right of renewal; ii) Rent - $1.00 plus GST per annum if requested; iii) The Girl Guides Association New Zealand Incorporated Community Outcomes Plan as approved and attached to the lease document (Attachment B). c) Approves all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012. |

Secretarial note: Members B Brady, T Kirkley and L Wilson declared an interest in item 18 and left the room at 4.39 pm. Member Flaunty and Vanesa Neeson also declared an interest in this item, were at the table to maintain quorum but did not participate in the discussion and voting. The Chairperson vacated the chair for this item while Deputy Chairperson S Henderson chaired the meeting for this item.

Local Alcohol Policy Project - Draft Policy for Local Board Feedback |

Resolution number HM/2014/112 MOVED by Deputy Chairperson SP Henderson, seconded by Member MFP Chan: That the Henderson-Massey Local Board provides the following feedback on the Draft Auckland Council Local Alcohol Policy: a) The Board supports the Draft Auckland Council Local Alcohol Policy in general. b) The Board endorses the inclusion of the priority overlay for Henderson as represented in the map on page 79. c) Requests clarification in the policy whether a sinking lid applies (or not) to the temporary freeze in new off-licences described in 5.1. d) Requests a Local Board Report on licence applications be included as a policy tool and a document that has to be taken into account by District Licencing Committees in reaching their licensing decision. e) Envisages Local Boards would only prepare Local Board reports on licence applications that are of particular concern to them. f) A Local Board Report would be consistent with the intention of the Alcohol Act to allow greater community input into licence decisions. g) As Local Board members are not allowed to be involved in licensing decisions in their own areas the Board is of the opinion that the Auckland Council regime is weaker on local input than smaller territorial authorities. The Local Board Report would strengthen the local input component of the Auckland Council licencing regime. h) Requests staff investigate provisions for excluding persons from all licensed premises for 24 hours following when they have been removed from licensed premises. |

Resolution number HM/2014/113 MOVED by Member BA Brady, seconded by Member TJ Kirkley: That the Henderson-Massey Local Board provides feedback on the Allocation of Decision Making Review as following: a) Decisions on local asset renewals and utilisation should be with local boards. b) Local economic development has many and varied components and is very under resourced. The board is concerned about ATEED’s extreme focus on the city centre. c) There needs to be a single customer facing contact for economic development. d) The co-governance model is still not perfect. Local Boards don’t always get visibility on decisions made by the Governing Body. e) There is not enough time and resources to adequately overview the agenda items coming from the Governing Body so that the local boards can provide quality feedback on community views to the decision making process. f) Community safety decision making should be allocated to local boards. Our experience in Henderson illustrates that the local board experiences all the political responsibility for local community safety without any resources to address those issues. |

22 Consideration of Extraordinary Items

Resolution number HM/2014/116 MOVED by Chairperson VS Neeson, seconded by Member WW Flaunty: That the Henderson-Massey Local Board: a) Excludes the public from the following part(s) of the proceedings of this meeting. b) Agrees that Deputy Mayor Penny Hulse, Douglas Sadlier (Principal Planner, Planning NorthWest), Robert Bates (Principal Land Supply Specialist, Growth Infrastructure Strategy) and Stephanie Lam (Project Manager, Growth Infrastructure Strategy) be permitted to remain for Confidential Item CONFIDENTIAL ITEM NO.: Confidential - Special Housing Areas: Tranche 4 after the public has been excluded, because of their knowledge of the Special Housing Areas and the Henderson-Massey local board, which will help the board in its decision-making. The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
