Kaipātiki Local Board Community Forum
The Kaipātiki Local Board holds two meetings a month – a business meeting for Council staff to present reports and a Community Forum meeting to enable greater community input.
The Kaipātiki Local Board’s Community Forum meetings are held on the fourth Wednesday of every month at 6:00 pm. These meetings enable the community to engage with the board via deputations, public forum, petitions, and reports from community and volunteer groups, with speakers allowed more time than is possible at ordinary business meetings. Community Forum will operate as a normal business meeting, with agendas and minutes published and resolutions passed.

Purpose 1. The purpose of this deputation is to provide the Kaipātiki Local Board with a general update on the activities of the Beach Haven Bowling Club Inc, and how they participate in, and support, the community of Beach Haven. Executive Summary 2. Mandy Little, President and Joyce Stevenson, Funding Manager, will be in attendance to address the Kaipātiki Local Board.

Recommendation/s That the Kaipātiki Local Board Community Forum: a) receive the deputation from Mandy Little and Joyce Stevenson regarding the Beach Haven Bowling Club Inc. b) thank Mandy Little and Joyce Stevenson for their attendance and presentation.

Purpose 1. The purpose of this deputation is to address the Kaipātiki Local Board regarding De Paul House and the emergency housing and social support provided as well as needed in the local community. Executive Summary 2. Jan Rutledge, Manager and Lesley Farmer, Housing Support Officer, will be in attendance to address the Kaipātiki Local Board.

Recommendation/s That the Kaipātiki Local Board Community Forum: a) receive the deputation from Jan Rutledge and Lesley Farmer regarding De Paul House. b) thank Jan Rutledge and Lesley Farmer for their attendance and presentation.

9 Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Kaipātiki draft local board plan - presentation to the community

Purpose
1. As previously agreed by the local board, July’s community forum meeting will include a presentation from the local board to the community on the draft local board plan for Kaipātiki, with the aim of encouraging submissions from the community.
Executive summary
2. The draft local board plan is out for public consultation and submissions until 5pm on 6 August 2014. The community forum meeting provides an opportunity for the board to present the draft plan to the community.
3. The primary purpose of the presentation is to encourage submissions from members of the public, as well as responding to comments and questions.
4. The board are advised that they may wish to take account of the issues raised at the community forum in their deliberations on the draft plan, by receiving the notes of the meeting.
5. The community forum meeting has been widely advertised via the North Shore Times, Facebook, the board’s e-newsletter and posters in key community venues. Targeted invites have also been sent to the board’s key stakeholders, including groups who have presented to the community forum meeting since the start of the new term.
