Resolution number WH/2014/97 MOVED by Chairperson CM Farmer, seconded by Member A Chand: That the Whau Local Board: a) Confirms the ordinary minutes of its meeting, held on Wednesday, 18 June 2014, as a true and correct record. |

7 Ward Councillor’s Update
Whau local board received update from Councillor Ross Clow on matters being addresses by Governing Body including LTP. He also noted the Mayor’s visit to Avondale and New Lynn on 17 July, Council’s credit rating which has come higher than commercial banks and awareness at governing body about New Lynn and Avondale as being priority areas.

Kirsty Pillay-Hansen made a presentation to the local board outlining the vital role Avondale Community preschool plays within their diverse community; highlighting the preschool as high quality and inclusive provider of early childhood education in Avondale. The school asked for the board’s support in their efforts to remain viable, through an ongoing relationship with Auckland Council. A copy of presentation has been placed on the file copy of minutes and can be viewed at the Auckland Council website. |

Resolution number WH/2014/98 MOVED by Member R Manukia-Schaumkel, seconded by Member A Chand: That the Whau Local Board: a) Receives the presentation from Kirsty Pillay-Hansen from Avondale Community Preschool and thank her for the presentation. b) Requests a report from staff on early childhood education in the Whau including: i. the current provision and projected need in the Whau’s neighbourhoods and town centres. ii. central government support for early childhood centres. iii. Auckland Council’s current approach/future policy development for supporting early childhood centres. |

Resolution number WH/2014/101 MOVED by Chairperson CM Farmer, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Approves in principle the proposed project and site for the Orchard Reserve Community Orchard as landowner. b) Delegates authority to the WLB Parks portfolio holder, Catherine Farmer to be able to grant landowner approval in full at a later date subject to results of wider consultation on the proposal showing general support. |

Resolution number WH/2014/103 MOVED by Member SPT Matafai, seconded by Chairperson CM Farmer: That the Whau Local Board: a) Supports the Chinese Moon Festival to transition from a local board delivered event to a standalone event by providing funding support via the local event support fund contestable grants process. b) Approves the setup of a Whau Local Board fast response events grants scheme for grants of $1,000 or less and that this process be in addition to the current contestable local event support fund process and that the process be developed by officers to link to the Community Funding Policy, once adopted. c) Approves $10,000 being set aside from within it its existing events budget for the fast events grants scheme. d) Requests officers to approach local business associations for applications to the Whau Local Board for funding to support Christmas events in the Whau area town centres and that these applications be considered by the Board at its September meeting. |

Whau Local Board Smoke-free Policy Implementation |

Resolution number WH/2014/104 MOVED by Member A Chand, seconded by Member D Macdonald: That the Whau Local Board: a) Allocates budget for printing and installation of additional smoke-free signs in 6 high priority sites from appropriate facility budgets which include: i) Avondale Central Reserve area ii) Blockhouse Bay Recreation Reserve iii) Olympic Park iv) New Lynn Library v) Blockhouse Bay Library vi) Avondale Library b) Promotes the smoke-free status of smoke-free public places in Whau as the Board deems appropriate. |

Resolution number WH/2014/105 MOVED by Member SPT Matafai, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Endorses the draft Auckland Council Local Alcohol Policy, noting that the resolution will be included in the officers’ report to the Local Alcohol Policy Project Hearings Panel. b) Notes that West Auckland which has licencing trusts has the lowest incident of alcohol and drug related crashes in Auckland Council zone urban areas, the lowest severity of alcohol/drug related crashes and the lowest incident of drink driving prosecutions. |
