22        Procedural motion to exclude the public

That the Henderson-Massey Local Board:

a)      Excludes the public from the following part(s) of the proceedings of this meeting.

b)      Agrees that Leigh Redshaw (Strategic Partnerships Advisor, Community Policy and Planning) be permitted to remain for Confidential Item C1, Waitemata City Sports Club Inc. - Community Loan Write-Off which will help the Henderson-Massey Local Board in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

Frisbee golf (Disc Golf) in Henderson Park

That the Henderson-Massey Local Board:

a)      Approves the spend of up to $16,500 from the existing Parks budget for an 18-hole Frisbee golf course at Henderson Park.

Henderson Urbanesia Festival Village

 

Resolution number HM/2014/137

MOVED by Chairperson VS Neeson, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)      Endorses the location of an Urbanesia festival village hub in Henderson from 23-26 November during the Southside Arts Festival.

b)      Provides $20,000 towards the Urbanesia Henderson village hub whānau day on Sunday 23 November split between two locations as follows:

                  i.        $5,000 for Corban Estate Arts Centre, to assist with set up and management of an outdoor stage, procurement of performers and a temporary green room

                  ii.        $15,000 at Henderson Town Centre, for performances along Great North Road.

Infrastructure and Environmental 2014/15 Work Programme Report – Henderson-Massey Local Board

MOVED by Member WW Flaunty, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)    Receives the report.

b)    Agrees to fund the 2014/15 local work programme for delivery by the Infrastructure and Environmental Services Department.

c)       Requests the 2014/15 work programme includes the following minor    projects:

i)          completion of a small kaitiaki project with Maori in the Henderson-Massey Local Board area.

ii)         preparation of a scoping report to guide the preparation of a Strategic Environmental Action Plan for the Henderson-Massey Local Board in 2015/16.

Psychoactive substances – draft Local Approved Product Policy

 

Resolution number HM/2014/142

MOVED by Deputy Chairperson SP Henderson, seconded by Member TJ Kirkley:  

That the Henderson-Massey Local Board:

a)   Confirms the following feedback provided at the cluster Local Approved Product Policy briefing held on 23 July 2014:

·   Deprivation index score of 7 to be the lower limit

·         Buffer of 500m for all sites identified with a distance limit.

·   Churches, kindergartens and play centres be added to list of sites.

·         Strongly supports a total ban on psychoactive substances and encourages continued dialogue with central government

b)        Notes that there is a strong level of community support for the position of  a total ban.

c)         Notes the extensive harm Psychoactive substances have brought to the Henderson-Massey community.

That the Henderson-Massey Local Board:

a)      Notes the monitoring and reporting requirements set out in the Local Government (Auckland Council) Act 2009 and the local board information proposed for the Auckland Council Annual Report 2013/14

b)      Approves:

I.        The message from the Chairperson, which provides the Local Board’s comments on local board matters in the 2014 annual report

II.       The list of achievements and the list of capital projects that form part of the local board information for the Auckland Council Annual Report 2013/14

c)         Gives authority to the Chair and Deputy Chair to make typographical changes before   submitting for final publication.
