Resolution number MR/2014/149 MOVED by Chairperson AM Dalton, seconded by Member MJ Bailey: That the Manurewa Local Board: a) send their condolences to the Browne family on the passing of Mr Colin Browne, former Manurewa High School Principal, on 30 July 2014. b) acknowledge Mr Browne’s services to education as deputy principal at Manurewa High School from 1963 - 1974 and principal from 1974 - 1981. He was Manurewa High School’s second principal and greatly respected by the students and wider community. CARRIED |

Mary Bartlett spoke to the board regarding replacement of footpaths, street trees and the levels of service plus improving the town centre, including Northcrest public conveniences. |

Resolution number MR/2014/150 MOVED by Chairperson AM Dalton, seconded by Member MJ Bailey: That the Manurewa Local Board: a) thank Mary Bartlett for her presentation regarding: i) footpaths that appear to be in good condition being replaced when there are other areas in Manurewa with a greater need for upgrading of footpaths ii) requesting good quality specimen berm trees in Phoenicia Court, the Gardens, to beautify the street – the current trees are in very poor condition iii) berm trees in Mt Lebanon Street, the Gardens, are in need of care iv) levels of service in relation to street berms and caring for the berm trees leaves a lot to be desired v) would like to see the Manurewa town centre beautified vi) requesting the painting of the Northcrest toilets to help beautify the town centre. |

Public Forum - South Auckland Christian Foodbank - Ian Foster |

Ian Foster, Chief Executive Officer/Trustee, South Auckland Christian Food Bank, tabled documents and gave an overview of the activities of the South Auckland Christian Foodbank. He paid particular attention to the services provided in Manurewa A copy of the documents are publicly available on the Auckland Council website.

Matthew Ward (Manurewa Youth Council Chairperson), Michael Tau (Deputy Chairperson, Manurewa Youth Council) and John Sibanda (Manurewa Youth Council Member) were in attendance to update the board on issues and activities the Youth Council has been involved in over the last month.
Matthew tabled concept designs of murals the Youth Council are working on for installation in Manurewa town centre. A copy of the designs can be viewed on the Auckland Council website.

Resolution number MR/2014/154 MOVED by Chairperson AM Dalton, seconded by Deputy Chairperson SP Brown: That the Manurewa Local Board: a) receive the verbal report from: i) Councillor Sir John Walker regarding: · underuse of Manurewa swimming pools · trains and safety · number of accidents in the Manurewa area · Long-term Plan – working long hours at the moment ii) Councillor Calum Penrose regarding: · Mayor's proposal for the Long-term Plan · new person commencing in the Communications and Marketing area will help with messaging on the Long-term Plan · no-one wants to see service levels drop · some big key projects need to be reviewed – the CRL would be one of those projects · a Mayor’s taskforce has been established to deal with the issues of safety on the trains · the Long-term Plan is a 10 month process - no decisions have been made at this point · support the board’s concern about having to find operational costs for the development of special housing area parks · parks - still a lot of work to do in relation to parks · need to stop purchasing regional parks · Plan Change 35 · Regulatory – a large amount of work on the go at present · Cemeteries – ensuring an adequate number of staffing levels · Bylaws – trading in public places – likely to be fees imposed across the region · Air quality bylaw – coming up · Local Alcohol Policy – 3,000 plus submissions received – 400 people want to be heard |

Resolution number MR/2014/155 MOVED by Chairperson AM Dalton, seconded by Member DJ McCormick: That the Manurewa Local Board: a) receive the portfolio updates from: i) Daryl Wrightson, Arts, Culture and Events Portfolio Associate – · Volunteer Awards held on 1 August 2014 · supports it becoming an annual event · Honours board recipients ii) Simeon Brown, Deputy Chair, attended Hill Park Residents Association - Issues raised: · Southmall · Takanini · Access from the Gardens to the town centre · Alfriston Road and Claude Road – residents feel the intersection is very dangerous and believe traffic lights are required · No pedestrian crossings between Great South Road and the Gardens |

The chairperson tabled a letter dated 14 August 2014 to the Mayor, Len Brown, which contained suggestions, comments and questions to inform the Mayor of the board’s thoughts around the 2015-2025 Long-term Plan. A copy of this document can be viewed on the Auckland Council website.

Resolution number MR/2014/156 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board a) receive the letter dated 14 August 2014 from the chairperson to the Mayor, Len Brown, containing suggestions, comments and questions to inform the mayor of the board’s thoughts on the 2015-2025 Long-term Plan. b) receive the verbal report from the chairperson regarding: i) the overview of the letter to the Mayor on the Mayor’s Long-term Plan proposals ii) desk top exercise in relation to the capital projects proposed for deferral iii) looking for assistance to access third party funding iv) rationalising all the centres and shared services and space v) council should be focussing on core services vi) governing body should be advocating to central government to deliver on central government responsibilities vii) missed opportunity by governing body not working with the local boards and not delegating the budgets to the local boards viii) local boards budgets are 11% of the total council budget – local boards have true discretion over a small portion of their allocated budgets. c) acknowledged the passing of Michael Bailey’s mother and passed the board’s condolences to him and his family. |

Resolution number MR/2014/158 MOVED by Chairperson AM Dalton, seconded by Deputy Chairperson SP Brown: That the Manurewa Local Board: a) approve a subsidy grant payment of $30,000 to the Wiri Business Association during the 2014/2015 financial year. b) approve $30,000 being retained in the “Local Economic Development planning initiatives” budget line for allocation to projects approved for implementation as part of the Commercial/ Economic Development Workstream of the Manurewa Town Centre Project. |

Resolution number MR/2014/159 MOVED by Chairperson AM Dalton, seconded by Member DJ McCormick: That the Manurewa Local Board: a) receive the report entitled “Auckland Transport Update – August 2014”. b) support the Auckland Transport proposal for “no stopping at all times” (NSAAT) on Wattle Farm Road and Coxhead Road. c) allocate the following indicative amounts from the Auckland Transport Manurewa Local Board Capital Fund, noting the board has $1,901,344 million to allocate within the triennium, and that actual costs for these initiatives won’t be known until design work is completed and firm estimates developed:

Resolution number MR/2014/160 MOVED by Chairperson AM Dalton, seconded by Member AL Cunningham-Marino: That the Manurewa Local Board: a) endorse Auckland Council Property Ltd’s (ACPL’s) recommendation to the Finance and Performance Committee to dispose of 20 Barrowcliffe Place, Manukau on the basis that: i) the board will be fully informed on the outcomes of the Place Management Study ii) an assessment of both road noise and traffic related air pollution will be carried out iii) any negative effects, as defined by the World Health Organisation, of both road noise and traffic related air pollution will be mitigated through master planning and the design of the residences. iv) the design guidelines be upheld, including levels of intensification, impact of entry and egress, and the impacts on related infrastructure v) the reserve and development contributions be used to fund infrastructure development, ie: parks vi) the development ensure optimum water quality / stormwater discharge into the Manukau Harbour. |

Resolution number MR/2014/161 MOVED by Chairperson AM Dalton, seconded by Member MJ Bailey: That the Manurewa Local Board, pursuant to section 319(j) of the Local Government Act 1974, approve the road names ‘Tonuitanga Street’ and ‘Kuparu Street’ proposed by the applicant, for the roads created by a subdivision at 398S Weymouth Road, Weymouth, noting that the names meet the relevant road naming criteria. |

Resolution number MR/2014/162 MOVED by Chairperson AM Dalton, seconded by Member MJ Bailey: That the Manurewa Local Board: a) receive: i) the Tattico Nathan Homestead report dated July 2013 (Attachment A to the report entitled “Nathan Homestead Facilities and Service Review”), and ii) the Visitor Solutions: Nathan Homestead needs and aspirations analysis dated March 2014 (Attachment B to the report entitled “Nathan Homestead Facilities and Service Review”). b) support the Visitor Solutions recommendation that the Parks Sport and Recreation department will need to relocate the Early Learning Centre and the OSCAR after school programme to alternate sites in the future. c) support the Visitor Solutions recommendation that the buildings that currently contain the Rock and Mineral Club premises and the hall/theatre will also need to be re-located to alternate sites in the future. d) support further discussions with the Rock and Mineral Club to find alternate accommodation either in the main Homestead or at another location. e) note that the proposed redevelopment is currently unfunded and as it is deemed a major upgrade costing more than $1million, it will require governing body approval and inclusion in the Long-term Plan. |

Resolution number MR/2014/163 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) accord the Chairperson of the Manukau Harbour Forum speaking rights for this item. b) support the request from the Manukau Harbour Forum and agree to allocate the following sum for this financial year to enable the action plan and work programme to proceed, noting future years’ funding will depend on the outcome of the Long-term Plan discussions with the governing body:
c ) delegate authority to the Manukau Harbour Forum Chairperson (Jill Naysmith) to speak on behalf of the Manurewa Local Board during the Long-term Plan discussions relating to the Manukau Harbour Forum.

Resolution number MR/2014/165 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) receive the report entitled “reports requested – pending – issues” noting: i) row 1 – Safety Aspects Relating to Housing for Older Persons - The senior local board advisor advises that the work programme for 2014/2015 for Housing for Older Persons was considered at the 13 August 2014 Community Development and Safety Committee. The committee made resolutions along the following lines: 1) the installation of security doors for all housing for the elderly units throughout the region 2) the installation of an automatic security gate at Inverell Court 3) council staff will work with and keep the local boards up to date with progress on the delivery of the work programme. |

Resolution number MR/2014/166 MOVED by Chairperson AM Dalton, seconded by Member D Wrightson: That the Manurewa Local Board: a) receive the report entitled “Manurewa Local Board Achievements Register 2013 – 2016 Electoral Term” be received, noting the following additions to the register: i) hosted a successful Volunteer Awards Event on Friday, 1 August 2014 ii) hosted the Mayor on 12 August for 3 and half hours iii) consulted on the Arts and Culture Strategic Action Plan iv) ran a series of drop-in sessions for the special consultation procedure for draft Manurewa Local Board Plan v) community planting day held at Wattle Downs vi) attended the computer in homes graduations held at Finalyson Park school and South Auckland middle school ix) attended a public consultation held for the Taonga Early Childhood Centre held at Randwick Park Community House. |
